I. ABSTRACT
In the last few decades, education has witnessed some advances in technologies involving
computer aided learning that promises to drastically change the methods of teaching and
learning. The World Wide Web has played a major role in information storage and dissemination
in the educational community. Conventional classroom based teaching involves the delivery of
course materials by the lecturer in a particular place at a defined time. Hence it imposes a
constraint of time and place on both the instructor and the student. Due to human factor arising
from the traditional classroom method, the lecturer may not always be able to put in optimum
effort towards preparing and delivering course materials.
There may also be inconsistencies in the pedagogy and learning style due to repetitive nature
of teaching/learning. The objective of this paper is to develop a virtual classroom system to
enhance learning on campus. The system was developed using PHP and MySQL as server side
programming and database respectively. The web-based virtual classroom provides a web
enabled interactive model for e-learning in which the course material is presented using
multimedia and hypermedia.

II. INTRODUCTION
Gingoog City Colleges (GCC) is populated with students living in far part of Misamis
Oriental, while some are gainfully employed, some are physically challenged and some are lazy
of going to school. For all these persons distance education and web-based learning (VCS) may
offer interesting opportunities and democratic advantages. We assert that collaborative learning
at a distance may give as good results as learning in a traditional classroom, or even better.
A virtual classroom is a teaching and learning environment where participants can
interact, communicate, view and discuss presentations, and engage with learning resources while
working in groups, all in an online setting. The medium is often through a video conferencing
application that allows multiple users to be connected at the same time through the Internet,
which allows users from virtually anywhere to participate. A virtual classroom is also known as a
Virtual Learning Environment (VLE).
The researchers came up with this study of Students at Gingoog City College While at
the same time offering the best solution to the growing need of a virtual learning environment.
In our virtual classroom we try to solve the limitation of traditional class room. Here we provide
some disadvantages of traditional classrooms and how our system solved them.
Scheduling a lecture using traditional system will need a physical location with special
equipment’s like chairs, whiteboard, whiteboard pens, and projector. These equipment’s have a
very high cost. But in our system to schedule a class all what you have to do to tell the
administrator to add a new class with a specific time.
In traditional system students must travel, may long distance, to attend their lectures, which
increasing the learning cost on students. But in our system all what you need is an internet
connection, and personal computer to attend your lecture.
In traditional system it’s difficult to provide one-to-one communication between instructor and
student that may decrease the understanding level for the student. But in our system you can
provide one-to-one communication with any student and explain unclear ideas.
In traditional system the understanding level for the student may decrease by many factors such
as the place where the student sits in the class and how much the instructor voice is audible. But

in our system each student has its own virtual class on his screen and can hear instructor without
any noise
Traditional system may suffer from the noise in the environment of class such as the
transportation noise and noise from the students outside the class.
The purpose of this study is to implement the virtual classroom to the students’
achievement at distance education and to give them an environmental online learning that allows
teachers and students to communicate, interact, collaborate, explain ideas, to improve the
existing curriculum of teaching.

To provides the students with an opportunity to submit their work to be graded by their
teachers online within the deadlines.
Teachers can have a complete vision concerning the progress of each student, and they
can return work along with the necessary comments so that the student can revise their
assignments.
Students can keep their files more organized and need less stored paperless in a single

The main objective of Virtual Classroom is to reduce the paperwork of the teachers and

Teachers in Gingoog City Colleges. And this system can’t provide the video conference.

Review of Related Literature
There have been lots of research papers that are related to an e-learning, online or blending
learning, the number of research papers that focuses on virtual classroom as a means of learning
are still limited, though. One of the most recent studies make use of a unified theory of
acceptance and use of technology to investigate the main factors that affect the implementation
of Virtual Classroom in specific courses. The main findings support the fact that virtual
classroom can enhance the students’ self-directed learning (SDL) cognitive skills, satisfaction
and self-evaluation. Additionally, it makes use the assessment in term of grading. This literature

Cloud-Based College Management Information System for Universities
Nobody can ignore the national and international contributions of higher educational
institutions in terms of manpower development and knowledge creation that is why government
and private organizations have established links and provided support to universities. Also, many
systems have been designed and developed to facilitate their operations, and improve their
strategic planning capacity. However, very little attention is given to individual colleges within
universities, as evidenced by the lack of efficient facilities for private and government entities to
directly interface with the college coordinators and administrators, the lack of physical resources
available for own use of the college, and the lack of information systems that assist the
individual colleges in its operations and decisions. College administrators face huge challenges
in complying with policies and standards of their respective academic institution, in providing
quality instructions to students, in developing their faculty members, in upgrading their program
and curriculums, and in managing the colleges own operations. These challenges warrant an
effective and efficient system that assists college administrators in management and decision-
making, such as a College Management Information System (CMIS). Management Information
Systems (MIS) are distinct from other information systems, in that they are used to analyze and
facilitate strategic and operational activities by giving managers information that they need to
make informed decisions. Management reports generated by the MIS include periodic scheduled
reports which provide information via a specified format designed to provide managers with
information on a regular basis, and exception reports which are produced only when exceptional
conditions occur to reduce information overload instead of overwhelming decision makers with

Google Classroom
The Google classroom is available as a tool for developing teaching and learning process all over
the world. A study that has implemented in Bangladesh tries to investigate the importance of this
e-learning tool for both students and faculty members. It focuses on certain factors that rely
behind the poor engagement of students in Google classroom. The most important findings
emphasize the fact that students prefer the engagement in Google classroom where the teachers
have passive roles rather than being engaged in a class where the teachers have more active
roles. However, when the Google classroom is compared with Facebook, the Google classroom
suffers from certain limitations. The results are collected from a questionnaire that has been
developed to serve the same purpose. In this respect, it has been stated that the analysis of the
results of the questionnaire indicate that this study can be effective in understanding and
evaluating teachers' and learners' perceptive to ensure quality teaching and learning through
Google classroom can have an effective role in developing the learning abilities of with learning
disabilities as it is shown in a study by who proposes that the Google classroom can be effective
in social studies and it can improve students’ learning abilities in the field of vocabulary

2. METHODOLOGY
The system was conducted in the Gingoog City Colleges. In designing and developing the
proposed system, titled VIRTUAL CLASSROOM SYSTEM IN GINGOOG CITY COLLEGES.
Software Development Life Cycle (SDLC) is extremely vast and full of various development and
testing activities, methodologies, techniques, tools, and more. It involves intense planning and
management, calculation and preparation. It is only after combining all these efforts of the
software engineers that a software or application is successfully developed. An iterative life
cycle model does not start with a full specification of requirements. In this model, the
development begins by specifying and implementing just part of the software, which is then
reviewed in order to identify further requirements. It is a particular implementation of a software
development life cycle that focuses on an initial, simplified implementation, which then
progressively gains more complexity and a broader feature set until the final system is complete.
In short, iterative development is a way of breaking down the software development of a large
application into smaller pieces.

The proposed project had met the following hardware and software required, in order for
the system to function properly and maintain its efficiency. The researcher plan how to gather
information that might benefit with development of the proposed system. The first plan was to

feasible given unlimited resources and infinite time“. But in reality both resources and time are

TECHNICAL FEASIBILITY: To determine whether the proposed system is
technically feasible, we should take into consideration the technical issues involved behind the
system. Virtual class system uses the web technologies, which is rampantly employed these days
worldwide. The world without the web is incomprehensible today. That goes to proposed system
is technically feasible.
OPERATIONAL FEASIBILITY: To determine the operational feasibility of the
system we should take into consideration the awareness level of the users. This system is
operational feasible since the users are familiar with the technologies and hence there is no need
to gear up the personnel to use system. Also the system is very friendly and to use.
ECONOMIC FEASIBILITY: To decide whether a project is economically feasible, we
have to consider various factors as:

The proposed Virtual Class System is computer based. It requires average computing
capabilities and access to internet, which are very basic requirements and can be afforded by
any organization hence it doesn’t incur additional economic overheads, which renders the system
economically feasible

This new system has been carefully tested and the result has tailored with expected output. In the
following view below you would see that the system are running parallel and in sync with each
other to ensure that the needs of institution are achieved.

This study has reported some important findings about online education, confuted others
and presented a range of predictions about the future of online technology for educational
purposes. Instructors need to understand their student motivations when teaching online classes.
However, it can be difficult to assess student motivations for online learning due to the lack of
personal contact between the students and instructor.
One way to avoid this is to have the students complete an online assessment form on
motivation. From the information obtained, a teacher can identify a number of strategies to
engage the students and keep them motivated. Most importantly, it should be noted that more
technology does not necessarily lead to better learning outcomes. Instructors who taught the
participants of the study should be interviewed to get feedback in order to evaluate virtual
