The main elements of the DELCOSI International Workshop Programme were fixed on the Meeting
in Linz on April 2Linz on April 2Linz on April 2Linz on April 2----4, 20004, 20004, 20004, 2000. The idea of the members was to have three main programme parts: a
first plenary session on Workshop day 1 highlighting key topics of recent innovation policy themes,
a second part of parallel sessions in which the three DELCOSI topics ("Improvement of Technology
and Personal Transfer", "Exploitation and Commercialisation ofR&D Results", "Supporting Corporate
Development") were discussed in more detail. The Workshop should close up on the second day
with a summing-up of the results of the parallel sessions and again with plenary presentations
(experiences of companies from Bremen and Milano, and a visioning for regional innovation
support).
The announcement of the International Workshopannouncement of the International Workshopannouncement of the International Workshopannouncement of the International Workshop among the target group (RITTS-, RIS- and TRIP
community) was send out together with the Call for Abstracts in May. EightEightEightEight persons replied to the
offer to present their experiences in one of the three DELCOSI topics for the parallel sessions by
submitting an abstract. Out of these replies the programme and speakers for the parallel sessions
were selected. Due to the fact that the announcement and the topics to be covered by the parallel
sessions were quite open the content of presentations covered a rather broad spectrum.

The final Workshop programme especially the plenary programmesplenary programmesplenary programmesplenary programmes for Thursday and Friday was
gradually developed between May and September 2000.
The idea was to start on Workshop day 1 very general by giving all participants an overview on the
recent status of relevant fields of innovation support and regional development (Knut Koschatzky,
Fraunhofer Institute for Systems and Innovations Research, Karlsruhe, D).
For covering the field of start-up-support and the development of entrepreneurship Magnus
Klofsten from Linköping University confirmed his presentation ("The business platform –
cornerstones").
Since financing is a crucial point especially for young technology-oriented start-ups in the early
stage, the organisers decided to set financing innovation as third plenary presentation for day 1.
Here, the main topic was private financing possibilities (role and support of the European Business
Angel Network (Kristiina Urpalainen, EBAN)).
After these three main presentations the programme was to bring down then to the content of
three parallel sessions. This was done by Anja Turkowsky (Bremer Innovations-Agentur GmbH), who
introduced the corresponding three DELCOSI topics.
Workshop day 1 was continued by the three parallel sessions, which were organised decentrallydecentrallydecentrallydecentrally ----
one by each DELCOSI region.

by Head/Innovation Assistant Programme (Upper Austria) and Technological Transfer by Heads
(Milan)), a leading presentation from the Engineering and Physical Sciences Research Council
(EPSRC, UK) and the presentation Knowledge Bridging from the TRIP Project PEP.

project Exploitation of Scientific Results from Science and SMEs in Bremen as well as a
presentation on the TT-infrastructure on Crete (Greece).
Parallel Session 3 (Parallel Session 3 (Parallel Session 3 (Parallel Session 3 (Bremen)Bremen)Bremen)Bremen) focused on the support of corporate development . Four approaches
were considered: one project carried out within the TRIP project PEP, the second DELCOSI project
of Bremen, a TRIP APPLICOM project from the region of Umbria and a consideration of the regional
development and restructuring process in Poland (region of Cracow).

Supporting and fostering the personal transfer from the scientific world into the business area was
the main topic of Parallel Session I.
Four presentation were given: three highlighted regional innovation support efforts, in
- Upper Austria (Innovation Assistant Programme),
- Southern Sweden (Kunskaps bron [Knowledge Bridge]),
- Milan (Tirocini di eccellenza [Programme for Technology Transfer by Heads]),
and one presentation depicted a national innovation support programme:
- ESPRC (Teaching Company Scheme).
As commonalities were identified for all programmes:
! the needs of small and medium sized enterprises as the starting point
! scientific institutions as programme partner which is able to provide technical support
according to the SMEs needs,
! public funding
! low costs.
Main differences among the personal transfer programmes are:
! the various time spans for projects (project duration)
! the level of experience (the EPSRC programme exists over 25 years, whereas the other
programmes are relatively young (1-5 years))
! the people involved in the transfer process: a professional coach in the Upper Austrian
Innovation Assistant Programme, an academic tutor in Milan and a regional project leader in
Southern Sweden.
As main findings of Parallel Session I were stressed:
! personal transfer can be actuated in various ways, all effective to reach the goals,
! personal transfer / transfer by heads can be seen as an effective instrument to support
technology transfer,
! personal transfer utilizes existing know-how in an effective way,
! such programmes improve the relationship between SMEs and academic institutions
(already existing links are strengthened, new links are created)
! personal transfer programmes open up job opportunities.
The discussion group indicated the following issues as open:

! future efforts should target on the strengthening of the methodology to match a) SMEs
needs and academic supply of competence, b) SMEs working rhythm and academic
working rhythm.
! the successful transfer requires a permanent intermediate agent/structure
! so far the personal transfer approach focuses mainly on solving technical problems; social
aspects and questions of management taks should be intergarted too
! Does the method of personal transfer work without public funding?
Finally, the following perspectives were sketched out:
! activities should develop clusters of academic suppliers which are needed to ensure a) a
broad coverage of various competences, b) a network for interdisciplinar intervention.
! Innovation policy design should switch from the idea of "technology transfer" to "knowledge
transfer"
! Personal transfer programmes must be tailored to the situation in the region and to the
funding possibilities
! Possibilities for privat funding have to be improved.

Four presentations were held within Parallel Session II highlighting the topic of exploitation and
commercialisation of reasearch and development results - there of two presentations of DELCOSI
subprojects.

Mr. Putz reported on DELCOSI Subproject 1 consisting in an active technology transfer from
universities to SMEs which is acting within the Strategic Programme Upper Austria 2000.
Main objectives of this programme are:
! Deepening the cooperative research and technology transfer between science and industry
of Upper Austrian.
Research and Development in order to find new ways for product and process improvement
focussing in the fields of:
! Pharmaceuticals,
! pulp and paper industry,
! plastics,
! environmental technologies.
The impact for the region is to increase the competitive advantage of Upper Austrian SMEs in
chemistry and related branches.
The importance of technology transfer was documented by two main reasons:
! passive cooperation readiness of SMEs with research institutes
! the scope of institutes and universities are not known by most of SMEs.
Mr. Putz presented the implementation strategy of technology transfer which consisted in multiple
steps. These steps can be devided in two areas:
! steps to achieve the knowledge transfer (first area) and
! additional steps which lead to the technology transfer and lead to pilot projects (second
area).
These results have an impact for the region by showing the necessary of technology transfer for
SMEs. The project helps to raise the competitive advantage of Upper Austrian SMEs and aimes to
improve the communication between Upper Austrian SMEs and the university. The activities of

subproject 1 will proceed by providing suitable technologies transfer schemes that can easily be
adapted by institutes of the Upper Austrian government in cooperation with the university.
Recommendation for other regions are:
After tuning the model with the results of marketing evaluations this improved programme can be
adapted by other regions and the future results from the recently established pilot projects help to
raise the efficiency by implementing this programme in other European regions.

The Presentation of Mr. Höglinger consisted in a description of a Upper Austrian research company
which he defined as a bridge that leads from pilot technology transfer projects to sustainable
projects.
One of the essential tasks which might be also the essential challenge is the coordination of R&D
activities and research capacities in Upper Austrian. The philosophy of the Upper Austrian Research
Company can be also taken as a guideline for other regions. This philosophy is dominated by three
keywords:
! Networking,
! Coordination,
! Learning.
It follows a logical path:
Leadership in business requires leadership in technology, whereas leadership in technology itself
requires leadership in technology synergy. The workout of leadership in technology synergy can be
actively supported by technology exchange networks (TENs). As a result accelerated learning by
TENs is a strategic weapon to sustainable competitive advantages.
By the example of the Software Competence Centre Hagenberg (in Linz) Mr. Höglinger
demonstrated how to achieve a success story when core competencies are extended with
additional competencies by academic partners as well as by partner companies.
As a recommendation other regions might be achieve analogue success stories by following the
described pathway implementing it into its regional strategy.

The item of this presentation was the exploitation of scientific results from science and SMEs in
Bremen which correspond to the DELCOSI subproject 2. The firstly presented statistical figures
demonstrated the importance of a commercialisation supporting infrastructure within a region. As
shown in the presentation the highest rate of employment is mainly forced by Venture Capital (VC)
financed companies and only to a very small amount by the Top 500 companies. VC-companies in
turn invest mainly in high tech companies and markets.
This fact demonstrates the importance of supporting high tech companies in their
commercialisation process because only an effective commercialisation of a high tech product
generates the turnover that is needed for a sustainable growth.
The main objective of the DELCOSI subproject 2 was to tackle with the fact, that most companies
develop products with a high market-potential but lacking commercialisation strategies and
efficient support in commercialisation processes.
The identification and definition of supporting infrastructures was in a first phase carried out
through pilot projects which had not exploited products. AXON Technology Consult supported
these companies in their commercialisation process through professional consultancy services.
These support resulted finally in a selection of potential distribution partners and direct contacts.

This process lead to a definition of several requirements describing a basis for regional supporting
infrastructures. In a second phase regional strategies where defined through which the experiences
made could be implemented. Within this phase basic elements were pointed out forming a kind of
guideline for other regions.
Furthermore the implementation was realised for the region of Bremen by concrete activities
together with regional actors in terms of workshops.
These workshops were dominated by the tasks:
! Analysis of the actual situation in the region
! Strength and weakness analysis
! Necessary activities
The European dimension of this project lies in the fact that these procedures and measures can be
also used for other regions. This transfer is accompanied by the recommendation that every region
is unique referring to existing infrastructures and has therefore to analyse the specific actual
situation and weight the importance of single implementation steps within the global strategy.
Since the results of this project leads to recommendations for realisation steps in the region of
Bremen a proceeding project might be consist in concrete realisation measures.

The topic of the presentation of Mr. Saitakis was the establishment of FORTH (Foundation of
research and Technology Hellas) which is the largest research organisation of Greece. Within this
organisation Mr. Saitakis reported about the establishment of STEP-C (Science and Technology
Park of Crete). The target of STEP-C is to promote the creation of a third thrust in addition to
agriculture and tourism.
The aim of STEP-C is to function as an incubator supporting spin-offs and innovative small
companies.
Situated on an island Mr. Saitakis pointed out strengths and weaknesses of the regional
development on Crete which is an important procedure when investment decisions have to be
made and when strategies should be optimised. Mr. Saitakis furthermore pointed out several
opportunities and threats. One opportunity is to develop new projects which will link high quality
health services to tourism and tries by this way to find synergies to existing infrastructures. Another
opportunity is that Crete is not only known as a sun and beach resort but also has strong capacities
in R&D and actually some of the scientific results are attracting the interest of global players
(Microsoft, Bayer). On the threat side one has to be aware that there is a low availability of venture
capital and the entrepreneurs must face a high level of economic risk.
The strategic goals of STEP-C are:
! Technology transfer
! Active promotion of STEP-C's products by a commercialisation support
! Attracting innovative companies and creating spin-offs
! Implementation of a learning centre focused in the area of management skills.
Mr. Saitakis demonstrated that there exists a number of competitive advantages finally leading to
success stories like ForthNet, which has grown to the largest internet provider in the country and
these success stories will surely have an impact on the region by forming a third thrust.

Parallel Session III comprised four presentations which covered the broad field of corporate
development support.
Mrs. Priedl and Mr. Jäger (Lower Austria) presented main ideas and results of the TRIP-project PEP
and described indepth, how the transregional PEP-activities are embedded and linked into the
regional innovation strategy of Lower Austria: based on the analysis of a former RIS-project ("SMEs'
needs for innovation support and Use of Support") and on a regional strategy with holistic approach
the PEP-project undertakes the step from intraregional to interregional cooperation by cooperative
work and exchange on topics like "innovation check" and a "monitoring of regional innovations
support schemes".
Starting with the main results of RITTS Bremen's presentation by Mr. Mündl depicted the process
of reorienting the formerly supply-driven support approach into a demand-driven. He explained how
the TRIP DELCOSI project follows these findings to implement strategies and instruments for better
matching the needs of enterprise. Two aspects were highlighted: firstly the renewing of the
innovation consulting process by regional agents like BIA and secondly the development of an
evaluation tools allowing to evaluate SMEs' needs and projects with a more holistic approach than
a primary technical one.
Luigi Amati focused on the role of financing instruments to support young, potentially fast growing
companies in their very early stage (pre-seed stage). He presented the Innovation Fund (developed
within TRIP APPLICOM), a joint venture between Regione Umbria and Regione Toscana as an
answer to this problem, when private intervention/engagement (e.g. venture capital) is not
available and public initiative can initiate a process with the objective to leverage private equity
finance in later stages.
Experiences with industrial conversion in Poland were presented by Mr. Bialynicki and Mr. Mamica.
By the example of the declining polish coal-mining industry they showed that an effective strategy
to revitalise the economy in such regions must focus on the active participation of local
communities, regional authorities and enterprises to be conversed (regional consensus). They
proposed a consequent replacement of declining industries by implementing incubator structures
and presented also the development of a regional innovation and technology transfer strategy
giving a long-term orientation in restructuring the polish economy.
Main findings of the session were:
! except the approach in Poland all three regions follow up former RITTS- or RIS-activities
! all regions try to concentrate their support activities to deepen or generate regional
advantages
! some regions try out new forms of organisation in the support system
! concerning the development of evaluation and monitoring tools, the need of instruments
has been confirmed, success criterias have been established
! a general professionalisation in the work and concept of regional innovation support can be
seen.

The idea of the members was to have three main programme parts: a first plenary session on Workshop day 1 highlighting key topics of recent innovation policy themes, a second part of parallel sessions in which the three DELCOSI topics ("Improvement of Technology and Personal Transfer", "Exploitation and Commercialisation ofR&D Results", "Supporting Corporate Development") were discussed in more detail. The Workshop should close up on the second day with a summing-up of the results of the parallel sessions and again with plenary presentations (experiences of companies from Bremen and Milano, and a visioning for regional innovation support). The idea was to start on Workshop day 1 very general by giving all participants an overview on the recent status of relevant fields of innovation support and regional development (Knut Koschatzky, Fraunhofer Institute for Systems and Innovations Research, Karlsruhe, D). For covering the field of start-up-support and the development of entrepreneurship Magnus Klofsten from Linköping University confirmed his presentation ("The business platform – cornerstones"). Since financing is a crucial point especially for young technology-oriented start-ups in the early stage, the organisers decided to set financing innovation as third plenary presentation for day 1. Here, the main topic was private financing possibilities (role and support of the European Business Angel Network (Kristiina Urpalainen, EBAN)). After these three main presentations the programme was to bring down then to the content of three parallel sessions. This was done by Anja Turkowsky (Bremer Innovations-Agentur GmbH), who introduced the corresponding three DELCOSI topics. Four presentation were given: three highlighted regional innovation support efforts, in - Upper Austria (Innovation Assistant Programme), - Southern Sweden (Kunskaps bron [Knowledge Bridge]), - Milan (Tirocini di eccellenza [Programme for Technology Transfer by Heads]), and one presentation depicted a national innovation support programme: - ESPRC (Teaching Company Scheme). As commonalities were identified for all programmes: ! the needs of small and medium sized enterprises as the starting point ! scientific institutions as programme partner which is able to provide technical support according to the SMEs needs, ! public funding ! low costs. Main differences among the personal transfer programmes are: ! the various time spans for projects (project duration) ! the level of experience (the EPSRC programme exists over 25 years, whereas the other programmes are relatively young (1-5 years)) ! the people involved in the transfer process: a professional coach in the Upper Austrian Innovation Assistant Programme, an academic tutor in Milan and a regional project leader in Southern Sweden. As main findings of Parallel Session I were stressed: ! personal transfer can be actuated in various ways, all effective to reach the goals, ! personal transfer / transfer by heads can be seen as an effective instrument to support technology transfer, ! personal transfer utilizes existing know-how in an effective way, ! such programmes improve the relationship between SMEs and academic institutions (already existing links are strengthened, new links are created) ! personal transfer programmes open up job opportunities. Research and Development in order to find new ways for product and process improvement focussing in the fields of: ! Pharmaceuticals, ! pulp and paper industry, ! plastics, ! environmental technologies. The impact for the region is to increase the competitive advantage of Upper Austrian SMEs in chemistry and related branches. The importance of technology transfer was documented by two main reasons: ! passive cooperation readiness of SMEs with research institutes ! the scope of institutes and universities are not known by most of SMEs. Mr. Putz presented the implementation strategy of technology transfer which consisted in multiple steps. These steps can be devided in two areas: ! steps to achieve the knowledge transfer (first area) and ! additional steps which lead to the technology transfer and lead to pilot projects (second area). These results have an impact for the region by showing the necessary of technology transfer for SMEs. One of the essential tasks which might be also the essential challenge is the coordination of R&D activities and research capacities in Upper Austrian. The philosophy of the Upper Austrian Research Company can be also taken as a guideline for other regions. This philosophy is dominated by three keywords: ! Networking, ! Coordination, ! Learning. It follows a logical path: Leadership in business requires leadership in technology, whereas leadership in technology itself requires leadership in technology synergy. The workout of leadership in technology synergy can be actively supported by technology exchange networks (TENs). As a result accelerated learning by TENs is a strategic weapon to sustainable competitive advantages. By the example of the Software Competence Centre Hagenberg (in Linz) Mr. Höglinger demonstrated how to achieve a success story when core competencies are extended with additional competencies by academic partners as well as by partner companies. As a recommendation other regions might be achieve analogue success stories by following the described pathway implementing it into its regional strategy. The firstly presented statistical figures demonstrated the importance of a commercialisation supporting infrastructure within a region. As shown in the presentation the highest rate of employment is mainly forced by Venture Capital (VC) financed companies and only to a very small amount by the Top 500 companies. VC-companies in turn invest mainly in high tech companies and markets. This fact demonstrates the importance of supporting high tech companies in their commercialisation process because only an effective commercialisation of a high tech product generates the turnover that is needed for a sustainable growth. The main objective of the DELCOSI subproject 2 was to tackle with the fact, that most companies develop products with a high market-potential but lacking commercialisation strategies and efficient support in commercialisation processes. The identification and definition of supporting infrastructures was in a first phase carried out through pilot projects which had not exploited products. AXON Technology Consult supported these companies in their commercialisation process through professional consultancy services. These support resulted finally in a selection of potential distribution partners and direct contacts.

In a second phase regional strategies where defined through which the experiences made could be implemented. Within this phase basic elements were pointed out forming a kind of guideline for other regions. Furthermore the implementation was realised for the region of Bremen by concrete activities together with regional actors in terms of workshops. These workshops were dominated by the tasks: ! Analysis of the actual situation in the region ! Strength and weakness analysis ! Necessary activities The European dimension of this project lies in the fact that these procedures and measures can be also used for other regions. This transfer is accompanied by the recommendation that every region is unique referring to existing infrastructures and has therefore to analyse the specific actual situation and weight the importance of single implementation steps within the global strategy. Since the results of this project leads to recommendations for realisation steps in the region of Bremen a proceeding project might be consist in concrete realisation measures. Within this organisation Mr. Saitakis reported about the establishment of STEP-C (Science and Technology Park of Crete). The target of STEP-C is to promote the creation of a third thrust in addition to agriculture and tourism. The aim of STEP-C is to function as an incubator supporting spin-offs and innovative small companies. Situated on an island Mr. Saitakis pointed out strengths and weaknesses of the regional development on Crete which is an important procedure when investment decisions have to be made and when strategies should be optimised. Mr. Saitakis furthermore pointed out several opportunities and threats. One opportunity is to develop new projects which will link high quality health services to tourism and tries by this way to find synergies to existing infrastructures. Another opportunity is that Crete is not only known as a sun and beach resort but also has strong capacities in R&D and actually some of the scientific results are attracting the interest of global players (Microsoft, Bayer). On the threat side one has to be aware that there is a low availability of venture capital and the entrepreneurs must face a high level of economic risk. The strategic goals of STEP-C are: ! Technology transfer ! Active promotion of STEP-C's products by a commercialisation support ! Attracting innovative companies and creating spin-offs ! Implementation of a learning centre focused in the area of management skills. Mr. Saitakis demonstrated that there exists a number of competitive advantages finally leading to success stories like ForthNet, which has grown to the largest internet provider in the country and these success stories will surely have an impact on the region by forming a third thrust.

Mrs. Priedl and Mr. Jäger (Lower Austria) presented main ideas and results of the TRIP-project PEP and described indepth, how the transregional PEP-activities are embedded and linked into the regional innovation strategy of Lower Austria: based on the analysis of a former RIS-project ("SMEs' needs for innovation support and Use of Support") and on a regional strategy with holistic approach the PEP-project undertakes the step from intraregional to interregional cooperation by cooperative work and exchange on topics like "innovation check" and a "monitoring of regional innovations support schemes". Starting with the main results of RITTS Bremen's presentation by Mr. Mündl depicted the process of reorienting the formerly supply-driven support approach into a demand-driven. He explained how the TRIP DELCOSI project follows these findings to implement strategies and instruments for better matching the needs of enterprise. Two aspects were highlighted: firstly the renewing of the innovation consulting process by regional agents like BIA and secondly the development of an evaluation tools allowing to evaluate SMEs' needs and projects with a more holistic approach than a primary technical one. Luigi Amati focused on the role of financing instruments to support young, potentially fast growing companies in their very early stage (pre-seed stage). He presented the Innovation Fund (developed within TRIP APPLICOM), a joint venture between Regione Umbria and Regione Toscana as an answer to this problem, when private intervention/engagement (e.g. venture capital) is not available and public initiative can initiate a process with the objective to leverage private equity finance in later stages. Experiences with industrial conversion in Poland were presented by Mr. Bialynicki and Mr. Mamica. By the example of the declining polish coal-mining industry they showed that an effective strategy to revitalise the economy in such regions must focus on the active participation of local communities, regional authorities and enterprises to be conversed (regional consensus). They proposed a consequent replacement of declining industries by implementing incubator structures and presented also the development of a regional innovation and technology transfer strategy giving a long-term orientation in restructuring the polish economy. Main findings of the session were: ! except the approach in Poland all three regions follow up former RITTS- or RIS-activities ! all regions try to concentrate their support activities to deepen or generate regional advantages ! some regions try out new forms of organisation in the support system ! concerning the development of evaluation and monitoring tools, the need of instruments has been confirmed, success criterias have been established ! a general professionalisation in the work and concept of regional innovation support can be seen. ............
