PCP-FMD is framework which assists countries in
controlling Foot-and-Mouth Disease

• At the next step, this knowledge is used to plan the initial strategic

Non prescriptive
• The PCP does not tell a country exactly what it has to do. It focuses
on results or outcomes.
• Also non -prescriptive in terms of how far countries should progress
along the pathway:
• A country does not have to progress the whole way “up” the
pathway. Disease eradication may not be achievable.
• The approach can be applied at national level, but it also
only in a specific production sector or geographical
region/zone.

Key principles of PCP-FMD
Prioritize risks that are considered most important
• PCP-FMD uses risk analysis principles to identify and prioritise risk
“hotspots”.
• A risk “hotspot” might be a production sector, activity or geographical
area where there is a high likelihood of spread of disease, or where
disease leads to high impacts and losses.
• Once these risk “hotspots” are identified, these are used to define the
objectives, tactics and activities of a risk-based strategic plan.

Countries which are endemic for FMD often have limited resources.
Time, personnel and budget
many competing animal health concerns
Using risk based principles, the PCP-FMD seeks to make best use of
these limited resources, applying them where they can have the
most impact.

Every stage of the PCP-FMD involves collecting and analysing
evidence
to guide our decision making, continuously monitor our
control measures and adapt them as necessary to the
situation
The PCP requires countries to progressively monitor the level of
implementation of planned activities and evaluate the impact of these on
occurrence of FMD.

NB: Once a country has entered the GF-TADs–supported PCP-
Stage 3 and has decided it wants to continue along the pathway to
Stage 4 and beyond, implicating the intention to eradicate FMD
virus from the domestic animal population, it may ask for formal
OIE-endorsement of its national FMD eradication programme

This is a rather technical remark: consider disease for clinical signs of FMD, where as circulation refers to virus circulation (be it clinical or subclinical). Thus disease circulation cannot be used. The pathway begins with understanding the routes of transmission of FMD virus and the impact of clinical FMD on livestock and livelihoods.
It may be good to have a reference to a slide explaining this difference.
