BUKLOD TAO
 formed in February 1996 at the height of
  community protest against construction of
  cement batching plant
 a people’s organization which aims to strengthen
  the capacities of the community in disaster
  preparedness and environmental conservation
 Core Programs:
 Community Based Disaster Risk Management
 Ecological Solid Waste Management
 Education and Training
 Advocacy and Environmental Paralegal
1st Wave Mainstreaming
NON-STRUCTURAL MITIGATION EFFORTS
Period: September 1996- May 1997
Impact to Poverty Alleviation of the 1st Wave:
  Community people realized that they are the
  main actors of development, productivity,
  organizational reinforcement and
  strengthening.
Advocacy work in the community was carried out in pursuance of the
     organization’s goals for the betterment of Mother Nature
2nd Wave Mainstreaming
  COMMUNITY-BASED DISASTER RISK
  MANAGEMENT INITIATIVES
  Period: June 1997-February 1998)
Impact to Poverty Alleviation of the 2nd Wave:
  The poor communities realized that disaster
  preparedness should start from their ranks
Rescue Teams composed of the
                            members of the organization
                            were equipped for better
                            operation
Disaster Management teams
were composed of men and
women members
3rd Wave Mainstreaming
REINFORCEMENT AND STRENGTHENING
  STRUCTURAL AND NON-STRUCTURAL
  MITIGATION EFFORTS
Period: March 1998 to Present
Impact to Poverty Alleviation of the 3rd Wave:
    Livelihood opportunities crop up
    Increased and wider partnership
Sandbagging and planting of   Participation in forum on
bamboos in the river banks    Disaster Risk Reduction
were done as part of the
community’s mitigation
measures
International and local
organizations
conducted study visits
in the community to
learn on their CBDRM
practices
Fiber glass boats are used for     Life vests and evacuation bags
evacuation as well as search and   (GO Bags) were produced by the
rescue when the community is       women members for children
inundated                          living in high risk areas
The children were involved in
                                    Tutorial sessions on
identifying the risks and hazards
                                    environmental for children were
present in their community
                                    also facilitated in partnership with
                                    a university
