on record, the toll rising for a fourth straight year and even surpassing the suicide rate among

In 1962 President John F. Kennedy re–instated the Presidents Committee on equal opportunity in the
Armed Forces. This was known as the Gesell Committee and was chaired by attorney Gerhard
Gesell and was made to bring qualified African Americans into military service. At the time African
Americans made up 13% of the U.S population but only made up 9% of the Armed Forces. The
committee aimed to make these numbers more equal and bring more military interest and benefits to
Blacks, however before the committee could act, the war in Vietnam solved the problems. The new
military expansions, discriminatory draft, and government programs brought increased African
American participation and new forms of discrimination.
The new U.S. involvement in the Vietnam conflict overlapped the roaring Civil Rights movement
bringing the misuse and mistreatment of African Americans troops in the draft and in war itself.
Many Civil Rights leaders not only saw discrimination in the war and war programs, but they also
used it as leverage for their movement. Dr. Martin Luther King described the Vietnam War as: "a
white man's war, a black man's fight" and felt that the number of black youths drafted was
disproportionate to whites, and that African Americans faced a greater chance of being in combat or
placed in front lines.

structure to be present. The fact I have more than one supervisor, as in a project and functional
manager illustrate (Wheelen and Hunger 231). This is manifested by the emphasis that work is
important not the formal structure surrounding it (Nohria and Eccles 193). A result of multitasking
requirements and a limited amount of resources available to non–federal units. But overall, at least
upon the surface a functional organizational structure is present. A boundaryless organizational
