Clark’s Board adopted our TE Plan on March
2nd of this year
WA RCW 54.16.430 regulates TE Plans and
sets funding limits (1/4 of 1% of revenue)
2021 Budget of $800,000
TE Plan Objectives:
1. Promote EV adoption, but maintain reliable,
safe and affordable electricity service
2. Collect charging data for grid planning
3. Create equitable and accessible programs
4. Reduce GHG emissions locally

3. Residential EV Programs

Level II Charger: Connected & Energy Star Certified
– $500 Rebate
– Customer agrees to be contacted about future DR / Load
Management programs
– We offer a Qualified Product List (QPL)
– Can capture a small amount of conservation savings via the BPA
Level II EV charger measure
Level II Charger: Non-Connected or Non Energy Star
– $100 Rebate
– Any 240V level II charger qualifies
4. Limited Income EV Program

Used EV Rebate Program | Income Qualified
– $2,000 rebate offered to households at or below
200% FPL
– $1,000 rebate offered to households at or below
300% FPL
– Customers self-certify income levels
– Used EV must cost $20,000 or less and be registered
in Clark County, WA
– Used EV must be 100% electric (PHEV’s do not
qualify)

– No limit to the volume of chargers per business/site
– “Networked” chargers that are publically accessible
qualify

EV-GO program is available to state and local government
agencies in Clark County
– Grant covers up to 50% of project costs
– Equipment Costs
– Electric Service Upgrades
– Construction Costs
– Aims to increase publically available charging infrastructure or
promote innovative TE projects
2021 EV-GO Projects:
– C-Tran electric bus project
– Waste Connections electric garbage truck project
– City of Ridgefield’s public charger project
