immediate release of all the hostages and persons who are detained
illegally;
adoption of the law on avoidance of prosecution and punishment regarding
the events in Separate Areas of Donetsk/Luhansk Districts (SADD/SALD);
taking measures to improve the humanitarian situation in Donbas;
withdrawal of illegal military formations (IMF), military equipment, militants
and mercenaries from the territory of Ukraine.

withdrawal of heavy weapons in certain areas at certain distances (for the Ukrainian
armed forces, from actual contact line), (for IMF SADD/SALD from the contact line)
the Minsk Memorandum dated19 September 2014:
25 km in both directions (safety zone at least 50 km) for the artillery systems with
caliber 100 mm and more;
35 km in both directions (safety zone not less than 70 km) for multi launch rocket
system (MLRS);
70 km in both directions (safety zone not less than 140 km) for “Tornado-S”, “Uragan”,
“Smerch”, rocket system “Tochka”;
providing effective monitoring and verification by the OSCE of the ceasefire and
withdrawal of heavy weapons;
release and exchange all hostages;
establishment of complete control over the state border of Ukraine;
withdrawal of all illegal armed groups, military equipment, militants and other
paramilitary formations from the Ukrainian territory under OSCE supervision.
