I am the CEO of XQual (http://www.xqual.com), a startup delivering XStudio, a web test management tool (also available on Windows, Linux and MacOSX platforms as fat clients). I see a huge opportunity in building a good test management solution as most of the existing products provide inadequate, useless or too-costly features.
