IATA – Recommendation on electronic standards
      IATA recommends the use of electronic standards to reduce the cost of
      managing diversity in systems integration

      IATA publishes electronic standards:
           Cargo Interchange Message Procedures, i.e. CIMP focused on
           communications with airlines regarding transportation
           XML focused on communications of trade information mainly for Customs
           purposes

      IATA recommends the use of WCO electronic standards for Customs
      interface
           WCO is developing XML equivalents of their existing EDIFACT standards

IATA – Strategy for new XML standards
      The industry bodies (CBPP & CPCMG & CDITF) reviewed and endorsed
      the IATA position paper on XML and agreed that:
           Where no standards existed to meet the industry requirements, IATA and
           supply chain stakeholders created task forces to develop XML standards
           (e.g. Invoice, Packing List)
           For existing CIMP messages that should have an XML equivalent, IATA and
           supply chain stakeholders created this task force to develop XML standards

      The Cargo Committee endorsed “ambitious” target dates to develop the
      following messages in XML
           House Waybill                         June 09
           Air Waybill                           August 09
           Shipper’s Letter of Instruction       October 09
           House Manifest                        December 09

Task Force – Objectives
      Provide recommendations concerning XML requirements
      for new message (LoI) and existing core CIMP messages

      Identify appropriate business data elements based on
      UN/CEFACT Standards with a view to enable flexible
      exchanges such as:
           Cross-border
           Multi-modal
           Cross-industry

Task Force – Members
       In order to ensure that the required data elements are included in the
       standard messages the membership of the task force shall comprise:
           1.   Shippers
           2.   Freight Forwards
           3.   Carriers
           4.   Ground Handling Agents
           5.   Customs Brokers/Agent
           6.   International and National Organizations
           7.   IT Service Providers (as Observers)

       Membership of the Task Force shall include a maximum of 25 Members
       and reflect as much as possible a fair representation from the regions of
       the world

Task Force – Deliverables
        Standard electronic message specifications that will list the data elements
        included in the standard messages.




        Use where feasible international standard code lists for each of the fields that
        require a code e.g. country code list
        XML schema definition based on the message specifications as well as samples
        (technical experts will support this deliverable)
        IATA will provide some example of existing standard form (layout) that allows to
        display/print the electronic messages in a readable format

Task Force – Communication
      MEANS
           Web Conference (weekly depending on availability)
           Face to face meeting (1 or 2 if necessary)
           Extranet (available for members only)

      PROCEDURE
           Invitation and supporting materials (e.g. specifications) will be provided prior to the
           web conference
           During the web conferences the Task Force will review the supporting materials
           (e.g. specifications) & agree on changes
           After the conference call minutes will be made available to the Task Force members
           for their review and endorsement at the next web conference
           During the face to face meeting the the Task Force will agree on the final
           recommendations
           An extranet would be available to share information such as supporting materials,
           minutes and allow for discussions (forums)

Task Force – Governance
      Task Force members provide recommended specifications based on
      XML requirements

      The recommended XML specifications are being shared with IATA
      e-freight Central Action Group (e-CAG) & IATA FIATA Consultative
      Council (IFCC) for comments

      Cargo Business Processes Panel (CBPP) review and endorse the
      XML specifications

      Cargo Business Processes Panel (CBPP) advises the Cargo Services
      Conferences (CSC) and the Cargo Committee (CC)

      SHIPPERS’ LETTER OF INSTRUCTION:
       - Shipping instructions: Document advising details of cargo and exporter’s
         requirement for its physical movement.
       - Forwarding instructions: Document issued by a consignor to a freight
         forwarder, giving instructions regarding the action to be taken by the freight
         forwarder for the forwarding of goods described therein.


  ⇒ Target : October 2009
  ⇒ To be discussed at a later date (anticipated to have synergies with the
    House Waybill)

      HOUSE WAYBILL: A document made out by an agent / consolidator which
      specifies the contract between the shipper and the agent/consolidator for the
      arrangement of carriage of goods (e.g. CIMP FZB).

      HOUSE MANIFEST: A document containing the same information as a
      cargo manifest and additional details on freight amounts, etc. (CIMP FHL
      check list and/or FHL details).

      AIR WAYBILL: A document made out by or on behalf of the shipper, which
      evidences the contract between the shipper and airline(s) for the carriage of
      cargo over the routes of the airline(s) (e.g. CIMP FWB).

  ⇒ These messages have a high priority and therefore will be tackled first.

IATA – Recommendation on electronic standards IATA recommends the use of electronic standards to reduce the cost of managing diversity in systems integration IATA publishes electronic standards: Cargo Interchange Message Procedures, i.e. CIMP focused on communications with airlines regarding transportation XML focused on communications of trade information mainly for Customs purposes IATA recommends the use of WCO electronic standards for Customs interface WCO is developing XML equivalents of their existing EDIFACT standards IATA Cargo Business Process 4 © International Air Transport Association 2009

IATA – Strategy for new XML standards The industry bodies (CBPP & CPCMG & CDITF) reviewed and endorsed the IATA position paper on XML and agreed that: Where no standards existed to meet the industry requirements, IATA and supply chain stakeholders created task forces to develop XML standards (e.g. Invoice, Packing List) For existing CIMP messages that should have an XML equivalent, IATA and supply chain stakeholders created this task force to develop XML standards The Cargo Committee endorsed “ambitious” target dates to develop the following messages in XML House Waybill June 09 Air Waybill August 09 Shipper’s Letter of Instruction October 09 House Manifest December 09 IATA Cargo Business Process 5 © International Air Transport Association 2009

Task Force – Objectives Provide recommendations concerning XML requirements for new message (LoI) and existing core CIMP messages Identify appropriate business data elements based on UN/CEFACT Standards with a view to enable flexible exchanges such as: Cross-border Multi-modal Cross-industry IATA Cargo Business Process 10 © International Air Transport Association 2009

  • 12. Task Force – Members In order to ensure that the required data elements are included in the standard messages the membership of the task force shall comprise: 1. Shippers 2. Freight Forwards 3. Carriers 4. Ground Handling Agents 5. Customs Brokers/Agent 6. International and National Organizations 7. IT Service Providers (as Observers) Membership of the Task Force shall include a maximum of 25 Members and reflect as much as possible a fair representation from the regions of the world IATA Cargo Business Process 12 © International Air Transport Association 2009
  • 13. Task Force – Deliverables Standard electronic message specifications that will list the data elements included in the standard messages. Use where feasible international standard code lists for each of the fields that require a code e.g. country code list XML schema definition based on the message specifications as well as samples (technical experts will support this deliverable) IATA will provide some example of existing standard form (layout) that allows to display/print the electronic messages in a readable format IATA Cargo Business Process 13 © International Air Transport Association 2009

Task Force – Communication MEANS Web Conference (weekly depending on availability) Face to face meeting (1 or 2 if necessary) Extranet (available for members only) PROCEDURE Invitation and supporting materials (e.g. specifications) will be provided prior to the web conference During the web conferences the Task Force will review the supporting materials (e.g. specifications) & agree on changes After the conference call minutes will be made available to the Task Force members for their review and endorsement at the next web conference During the face to face meeting the the Task Force will agree on the final recommendations An extranet would be available to share information such as supporting materials, minutes and allow for discussions (forums) IATA Cargo Business Process 14 © International Air Transport Association 2009

Task Force – Governance Task Force members provide recommended specifications based on XML requirements The recommended XML specifications are being shared with IATA e-freight Central Action Group (e-CAG) & IATA FIATA Consultative Council (IFCC) for comments Cargo Business Processes Panel (CBPP) review and endorse the XML specifications Cargo Business Processes Panel (CBPP) advises the Cargo Services Conferences (CSC) and the Cargo Committee (CC) IATA Cargo Business Process 15 © International Air Transport Association 2009

Discussion Item – Messages (1/2) SHIPPERS’ LETTER OF INSTRUCTION: - Shipping instructions: Document advising details of cargo and exporter’s requirement for its physical movement. - Forwarding instructions: Document issued by a consignor to a freight forwarder, giving instructions regarding the action to be taken by the freight forwarder for the forwarding of goods described therein. ⇒ Target : October 2009 ⇒ To be discussed at a later date (anticipated to have synergies with the House Waybill) IATA Cargo Business Process 18 © International Air Transport Association 2009

Discussion Item – Messages (2/2) HOUSE WAYBILL: A document made out by an agent / consolidator which specifies the contract between the shipper and the agent/consolidator for the arrangement of carriage of goods (e.g. CIMP FZB). HOUSE MANIFEST: A document containing the same information as a cargo manifest and additional details on freight amounts, etc. (CIMP FHL check list and/or FHL details). AIR WAYBILL: A document made out by or on behalf of the shipper, which evidences the contract between the shipper and airline(s) for the carriage of cargo over the routes of the airline(s) (e.g. CIMP FWB). ⇒ These messages have a high priority and therefore will be tackled first.
