4. • To improve access to quality screening, diagnostic and treatment services there is need
to have a robust, scalable and a sustainable PPP Model in Health Sector. It is proposed
to involve NGOs, civil society and private sector in health promotion, early diagnosis and
treatment of common diseases.

Help in Decongesting the Tertiary health facilities at the State level.
Reducing Out of Pocket (OOP) expenditure on diagnosis, treatment and care.
Augmenting capacity at District Hospitals to provide at least basic Tertiary care and
advanced secondary care.
Importance of PPP Model
5. • Chandigarh has a population of approx 13 lacs having a footfall of 877503 as OPD in
GMSH 16.
• Chandigarh Health Department is on a constant move to facilitate its beneficiaries.
• Therefore way back in year 2000 when it was found that people were finding it difficult to
get their radiological procedures done due to long waiting dates or Non functional
machines at Govt Hospital. The idea of Empanelment was conceived and centres were
duly empanelled for services after tendering the process.
• This in turn worked as a very convenient arrangement for the Hospital as well as for the
patient.
• Moving with the time and to provide better services it was thought to start the services of
CT and MRI.

7. • This initiative was started in 2007 at GMSH Sector 16.
• The tender was floated to ascertain the rates of both the procedures.
• The shortlisted firm was provided land and building by the Health department and the rates at which
the procedures were to be undertaken. The machinery, equipments, the maintenance as well as
electricity and water bills are being taken care of by the firm.
• The project was started with Dual Slice CT Scan Machine.
• After 9 years of successful functioning, this project was again launched by upgrading the CT Scan
Machine with 16 slices in December 2017.
• The premises of the present centre has been expanded for better working and convenience of the
patients.
• Services are offered to all those who are visiting the health facilities and are required to undertake
these procedures.

8. • The services are extended to all the beneficiaries irrespective of their
status the provision of poor free is also available.
• All the doctors at the health facilities have been entrusted with the powers
to declare any needy patient as poor free. 10 % of cases are catered as
poor free.
• The Doctors in the hospital can see the scans in the institution and discuss
the reports with Radiologists/ Consultants for better management of
patients.

9. • The availability of service for 24X7 in the district hospital has come as relief to the patient
and also increased the demand.
• It has helped the health department in managing the case load and better service
delivery is ensured.
• The provision and availability of poor free has created a confidence of efficient services
and increased its utilization and popularity.
• Diagnosis of different kind and challenging cases.
• The facilities of CT Scan and MRI in the Hospital is advantageous to the routine and
critical patients.
