The race committee can shorten to the designated finishing line only if the sailing instructions happen to require that line to be crossed during a lap, or if a mark of the finishing line is also a rounding mark of the course, or if the sailing instructions say so. When the course is shortened to a gate, the finishing line is between the gate marks, so the finishing vessel should get as close as possible to one of the gate marks to avoid confusion.
Unlike at a starting mark, at a finishing mark there is no switch-off of rule 18.2(b) entitlement to room. When a boat is entitled to mark- room she does not need to hail in order for the other boat to give it, but it’s obviously good practice, safer, and good evidence in a protest hearing.
