3. The characteristic feature of post- Soviet states is the high level of adult literacy,
but the low level of digital literacy.
4. Russia has more than 61.472.000 Internet users or 44% of penetration.
The process of implementation social networking in education of Russia and post-Soviet states
has been intense in recent years.
5. Social media faces many challenges in post-Soviet states, in particular the prohibition of
international sites and services (Facebook, YouTube and Twitter).
6. Today many educational institutions have limited access to global and regional social networks,
such as www.odnoklassniki.ru and www.vk.com.
