The NDCs’ collective contribution to the Paris goals has been examined in a number of studies6 7 . These clearly show that the NDCs represent a considerable step forward compared to a baseline without global climate action. However, achieving the NDCs would leave global emissions in 2030 above a level consistent with well below 2°C. They are broadly consistent with pathways resulting in 3°C warming by 2100, and, according to the IPCC8 , would not limit warming to 1.5°C even if supplemented by very challenging emissions reduction after 2030. The Joint Research Centre, in its annual Global Energy and Climate Outlook9 , found that achieving the targets of the NDCs10 would still lead to continued global emission increases in the coming decade, with potential global emissions peaking at 51 GtCO2eq per year as early as 2025. Assuming a continuation of efforts at this level11 beyond 2030, would see emissions starting to decrease at a global scale but not at all at the scale required to achieve the well below 2C objective. Projections instead see these efforts as consistent with a temperature rise of around 3°C by the end of the century (Figure 1). -------------------------------------- From Transformation in Time: Continuing to work through gradual incremental changes will not be enough. What is needed now is a fundamental transformation of economic, social and financial systems that will trigger exponential change in decarbonisation rates and strengthen climate resilience. ------------------------------------ The IPCC Special Report on 1.5 degrees listed scores of different scenarios. Even the riskiest, least ambitious requires what the IPCC calls “rapid, far-reaching and unprecedented changes in all aspects of society.” There’s no escaping it. Beyond a necessary energy transition, we also need transformations in the way we manage land and the way we produce materials and products, which together make up the 45% of emissions not covered by energy transition. Business as usual and substitution will not be enough to trigger the exponential changes we now need. -------------------------------------------- NOTES ON NET ZERO Our position on zero: Getting real about 1.5 means that richer nations will need to carve out ambitious pathways to zero along the safest (most ambitious) possible courses outlined in the IPCC’s Special Report. To do its fair share, Europe would need to achieve net-zero fossil carbon emissions by the mid-2030s. This is a much more ambitious pathway than agreed EU targets and very far from the progress being made so far.
