2. • Main intention of the reforms
• Ease business and allow shops and establishments to
compete with online businesses.
• Applicability of the bill
• Applies to shops, hotels, restaurants, theatres and
recreation centres for public, to which provisions of the
Factories Act do not apply.

3. • 24/7 operations
• Condition: requires police permission
• Norms to be followed will be finalised by the police
• Timings will be decided by the police
• Factors to be considered: location and
repercussions on law and order
• Can take the required permission online

4. • Allows women to work form 9.30 pm to 7 am with
their consent and with the establishment providing
safety measures
• Working hours: 9 hours a day & 48 hours a week,
overtime at twice the wage rate
• Leaves, holidays and welfare: Weekly holidays for
workers; entitled to paid leave, maternity leave and
welfare provisions, including crèche and canteen
facilities
• Penalty: Violation of provisions can invite a fine of Rs
1 lakh; violation leading to death or accident of an
employee can invite 6 months imprisonment and a fine

5. • Need not register under the Act.
• Need to intimate a State-appointed facilitator with
self-certified documents.
• Need to inform the facilitator in 30 days in order to
shut down.
• Permitted to operate 24/7.
• No inspection to check for violation of laws.
• Safeguards and welfare measures in the Bill not
applicable.
• Will be covered by the Minimum Wages Act and the
Maternity Benefit Act.
