Present Situation / Futures?
•  Innovation in planning process followed up by failure in Project
Management strategy
•  Trust broken – jump from one phase to the other with new teams/
coordinators w/out previous phase involvement
•  New political cycle halt the program – disruption of the
implementation phase
Back to ground ZERO?
Loss of resources: social capital, time & money
but
Social and intelectual capital created during 2006 is still actively feeding
an attempt to find alternative ways to overcome the difficulties!
So, the answer is NO

Premises: Local communities are Panarchic systems
Panarchy : Nested Complex Adaptive Cycles
Structures and processes are linked across scales
through interactions between slow and broad and fast and small
structures or processes
These interactions occur as:
top-down (memory)
and
bottom-up (revolt)
