Utilities must comply with the new Mercury and Air Toxics Standards by April 16, 2015. This presentation discusses some of the upcoming milestones for compliance.

2. For most U.S. utilities, the compliance date for
the Mercury and Air Toxics Standards (MATS)
is April 16, 2015

3. THAT’S LESS THAN
8 MONTHS AWAY

4. The compliance requirements
are spelled out in Subpart
UUUUU of 40 CFR Part 63

5. About 460 plants will be affected by
these requirements

6. Compliance with the rule
begins next April. Plants
can demonstrate
compliance through stack
testing up to 12 months
prior to this date, or….

7. They will have 180-days after 4/16 to
demonstrate that they are meeting the
new emissions limits and work practices.

8. Unless they have filed for and were
granted a one-year extension.
In that case, the dates move to 2016.

9. There is a lot of work that needs to happen
prior to next April. For example, utilities need
to…

10. Submit the overall site-specific Monitoring
Plan at least 60 days prior to any
compliance tests or CEMS performance
tests.
Example compliance test date of June 9-10

11. Submit a mercury CEMS Monitoring Plan
by March 26, 2015.

12. Submit a CEMS QA/QC Plan prior to
beginning any monitor certification
tests.

13. Submit a site-specific Performance
Evaluation Plan at least 60 days prior to any
compliance or CEMS performance tests.

14. Notify the agency of compliance or
CEMS performance test dates at least 60
days in advance.

15. Some compliance
tests will consist of
a 30-day
performance test
using the plant’s
CEMS (or STMS)
data.

16. These CEMS must be certified PRIOR to
that performance test.

17. Plants may opt to demonstrate ongoing
PM and HCl compliance through
quarterly testing instead of CEMS.

18. In those cases, the first quarterly test
must be done within 180 days of the
compliance deadline…

19. And must consist of three runs while the
unit is operating at 90-110% of design
capacity (or at maximum normal
operating load).
