Bush provides the nation with a National Strategy for Pandemic Influenza as a result of the current strains impacting Asia and its migratory potential of reaching the North American continent.While the document may outline the roles to be imposed by the federal government, it also outlines the roles to be taken by the State and local governments, private industries, and international partners, and “most importantly individual citizens” to protect your family and yourself.The US government acknowledges that annually, 36,000 deaths and over 200,000 are hospitalized as a result of some type of influenza, as well as costing over $10 billion to the US.Any type of pandemic will “dwarf” these figures and place a grave impact on our medical infrastructure, with billions of dollars being applied both “directly and indirectly” if an event of this magnitude occurs.
- The Center for Disease Control has implied data that states the H5N1 genetic structure will change. They completed an analysis in 2005 with an outbreak in Turkey in October which was limited to poultry. In November 2005 in a separate region of Turkey another outbreak occurred which involved poultry and humans. They conducted genetic molecular evolution of the virus in contrast to the October virus and noted changes in the amino acids and concluded that a mutation is occurring. In the WHO Avian Flu FAQ, they state “Despite an advance warning that has lasted almost two years, the world is ill-prepared to defend itself during a pandemic”World Health Organization, 2008They have urged developed countries to begin preparation, but only 40 countries have done so, and only 30 countries have begun to stock pile vaccines. However, manufactures have no further orders to fill. It is also the opinion that hundreds of developing countries will not have access to vaccines, thus increasing the concern of spreading the virus.The Food and Agricultural Organization of the United Nations states that a “health crisis” have occurred within the animal kingdom from developing countries in the past 10 years that have resulted in the transmission to humans. A total of 60 countries in Asia, Europe and Africa. While most outbreaks have occurred in domestic poultry, they proposed a system in which to improve the health conditions of animals – as a “prevention of source” in these countries.HHS issued a statement in their Oct 2, 2007 release by Kevin Yeskey MD, Deputy Asst, Secretary Director, Human Health Services, that preparation is a shared responsibility and that preparedness is challenged across all spectrums.OPPONENTSNon Governmental Agencies are limited, but out their stating an oppositional view of the potential bird flu scenario. - Within the first 72 hours of an outbreak, many of the services we rely on can have complete to limited disruption. Even the governmental agency state that you should plan to be without some elements of normal resources for the first three days. Such as: Emergency services, Public services, like banking, ATMS, Schools, post offices, and so forth. Food and water will become a item many will be fighting for, just look at the recent events this past Friday during “black Friday” In California shootings at a Toys R’ Us occurred. In New York a person was trampled to death during a rush to get in side to by the discounted items. Everyone will be fighting for survival. If you rely on public transportation, this may not even be available.Hospitals will be overcrowd or lacking staff due to vaccine unavailability. The level of service will be based on level of criticalness. Also, with that many sick, it will become a breeding ground for those who are well enough to provide services. Plus we must remember the vaccines first issued are not a true vaccine against the virus, but only a treatment for the symptoms, not the flu itself. - Survivors Lament – in 1918 there were numerous deaths, as well as survivor stories. We can learn from our history and apply those lessons to our survival. Preparation does not take on a major issue. We prepare for tornados and earthquakes. We never know when one is going to occur, but we prepare.
