2. The Provincial Governor , as the chief executive of the
provincial government, is mandated to exercise powers and
perform duties and functions necessary to promote the
general welfare of the locality and its inhabitants.
~The Local Government Code of 1991~
The governor shall ensure that the acts of the
component cities and municipalities of the
province and of its officials and employees are
within the scope of his prescribed Powers, Duties
and Functions.
3. (1) Exercises general supervision and controls over all programs,
projects, services, and activities
(2) Enforces all laws and ordinances and the exercise of the
appropriate Corporate Powers provided in Section 22, and implements
all approved policies, programs, projects, services and activities of the
local government
(3) Initiates and maximizes the generation of resources and revenues,
and apply the same to the implementation of development plans, program
objectives and priorities as provided in Section 18.
(4) Ensures the delivery of basic services and the provision of
adequate facilities provided in Section 17,
(5) Exercises such other powers and perform such other duties and
functions as may prescribed by law or ordinances

Appoints all officials and employees of the sangguniang
panlalawigan
Assumes the office of the governor for the unexpired
term (permanent vacancy)
Exercise the powers and perform the duties and functions of the governor
(temporary vacancy)

Review all ordinances approved by the Sanggunian of
component cities and municipalities and executive orders.
Maintain peace and order
Approve ordinances imposing a fine and/or imprisonment
for the violation of a provincial ordinance;
Protection of inhabitants from man-made or natural
disasters and calamities
Enact ordinances to prevent, suppress and impose
appropriate penalties on activites inimical to the welfare and
morals of the inhabitants of the province;
Protect the environment and impose appropriate penalties

Determine the powers and duties of officials and employees
of the province as well as their compensation
Authorize the payment of compensation
Provide a mechanism and the appropriate funds to ensure the
safety and protection of all provincial government property

Enact the annual and supplemental appropriations..

Authorize the provincial governor to negotiate and contract

provincial government to private persons or entities

Adopt measures and safeguards against pollution and
preservation of the natural ecosystem

waterworks system or district waterworks
Establishment and operation of vocational and technical
schools

jails and detention centers
Establish a provincial council whose purpose is the promotion
of culture and the arts
Establish a provincial council for the elderly
