Powers, Duties & Functions of Governor, Vice Governor, Sangguniang Panlalawigan

2. The Provincial Governor , as the chief executive of the
provincial government, is mandated to exercise powers and
perform duties and functions necessary to promote the
general welfare of the locality and its inhabitants.
~The Local Government Code of 1991~
The governor shall ensure that the acts of the
component cities and municipalities of the
province and of its officials and employees are
within the scope of his prescribed Powers, Duties
and Functions.

3. (1) Exercises general supervision and controls over all programs,
projects, services, and activities
(2) Enforces all laws and ordinances and the exercise of the
appropriate Corporate Powers provided in Section 22, and implements
all approved policies, programs, projects, services and activities of the
local government
(3) Initiates and maximizes the generation of resources and revenues,
and apply the same to the implementation of development plans, program
objectives and priorities as provided in Section 18.
(4) Ensures the delivery of basic services and the provision of
adequate facilities provided in Section 17,
(5) Exercises such other powers and perform such other duties and
functions as may prescribed by law or ordinances

4.  Determine the guidelines of policies.
 Direct the formulation of the local development plan.
 Appointing local officials and employees
 Presentation of program, and propose policies and projects.
 Propose legislative measures proposal
 Representing the locality in all its business transaction. (bonds, contracts
& obligations)
 Emergency measures
 Determine the manner, and place of payment of salaries or wages.
 Allocation and assignment of office space & other official buildings.
 Ensure duties and functions discharge by all executive officials and employees.

5.  Examine the books, records and other documents.
 Furnishing executive orders within 72 hours after issuance .
 Visiting component cities and municipalities, municipal barangays, at
least 6 months.
 Act on leave applications of officials /employees
 Authorizing officials trips not exceeding thirty 30 days;
 Call upon any national official or employee for some advices to resolute
matters.
 Conduct an annual palarong panlalawigan.
 Payment for medical care, necessary transportation, subsistence, hospital
or medical fees.
 The Governor as inter-provincial or regional sports councils or
committees
 Submission of annual report

6.  Call conventions, seminars, or meetings of any elective and appointive officials..
 Issue such executive orders for the faithful and appropriate enforcement and
execution of laws and ordinances
 Be entitled to carry the necessary firearm
 Formulate the peace and order plan and upon its approval, implement the
same in accordance with RA 6975
 Call appropriate national law enforcement agencies to suppress disorder
 Require preparation, submission and estimate of appropriations for the
ensuing calendar year…
 Submission to the sanggunian for approval of executive and supplemental budget
 Ensure collection of taxes and revenues: payment of expenses and settlement
of obligations.
 Issue licenses and permits and suspend or revoke the same.

7.  Ensure the construction and repair of roads and highways.
 Coordinate the implementation of technical services.
 Adopt measures of conserving land, mineral, marine, forest and other
resources.
 Administrative or judicial proceedings .

8. Act as Presiding Officer of the Sangguniang Panlalawigan

 Appoints all officials and employees of the sangguniang
panlalawigan
 Assumes the office of the governor for the unexpired
term (permanent vacancy)
 Exercise the powers and perform the duties and functions of the governor
(temporary vacancy)

 Review all ordinances approved by the Sanggunian of
component cities and municipalities and executive orders.
 Maintain peace and order
 Approve ordinances imposing a fine and/or imprisonment
for the violation of a provincial ordinance;
 Protection of inhabitants from man-made or natural
disasters and calamities
 Enact ordinances to prevent, suppress and impose
appropriate penalties on activites inimical to the welfare and
morals of the inhabitants of the province;
 Protect the environment and impose appropriate penalties

 Determine the powers and duties of officials and employees
of the province as well as their compensation
 Authorize the payment of compensation
 Provide a mechanism and the appropriate funds to ensure the
safety and protection of all provincial government property
and public documents.
 Provide for additional allowances and other benefits – judges,
prosecutors, teachers
 Enact the annual and supplemental appropriations..
 Enact ordinances levying taxes, fees and charges
 Authorize the provincial governor to negotiate and contract
loans and other forms of indebtedness;

 enact ordinances authorizing the floating of bonds or other
instruments of indebtedness
 Appropriate funds for the construction and maintenance or the
rental of buildings for the use of the province
 Limits and restraints on the use of property
 Review the CLUP and zoning ordinances
 Full implementation of the national agrarian reform program
 Fix and impose fees and charges for services rendered by the
provincial government to private persons or entities
 Regulate and fix the license fees
 Adopt measures and safeguards against pollution and
preservation of the natural ecosystem

 Facilitate or provide for the establishment and maintenance of
waterworks system or district waterworks
 Establishment and operation of vocational and technical
schools
 Establish a scholarship fund.
 Approve measures and adopt quarantine regulations
 Provide for the care needy and disadvantaged persons.
 Establish and provide the maintenance and improvement of
jails and detention centers
 Establish a provincial council whose purpose is the promotion
of culture and the arts
 Establish a provincial council for the elderly
