Power Projects 013-015
 Chinese government approved immediate execution of 14 power projects
 To generate upto 10,400 megawatts (MW) of electricity
 Be started immediately and put into operation by the year 2017-2018
In addition to Below mentioned power projects, a few other power generation
projects totaling to 6,445 MW which would be completed in the second phase on
fast track basis.
Power Projects 013-015
Port Qasim (Coal Fired)
Private Power and Infrastructure Board (PPIB) has issued a Letter of Support (LOS) to
Siddiqsons Energy Limited for establishment of a 350 MW imported coal-fired power
project at Port Qasim, Karachi. NEPRA has already approved upfront Tariff for this 350
MW Coal-fired Supercritical Power Plant being established by Siddiqsons Group. This
350 MW Supercritical Coal-fired Power Plant will be Pakistan’s first ever coal power
project of its kind at Port Qasim, Karachi.
The estimated cost of the project is US$ 600 million and financial close is expected by
first quarter of 2016. Chief Executive Officer, Siddiqsons Energy Limited, A. Rahim Rafi
said that his company is fully cognizant of the fact that low-cost electricity is extremely
crucial for the economic growth and stability of the country.
Sukki Kanari (Hydropower)
4418 canals of land construct 870MW power production project in Mansehra district
near Kaghan
These decisions were formally incorporated in to the agreement, which states that the
KP government will make 4418 canals of land available for the project through the
acquisition process.
Section 4 was already imposed in Kaghan valley for acquisition of the land as
government wanted to address the energy crisis in the province.
Sahiwal (Coal Fired)
the chief minister said that two coal-based energy projects of 660 megawatts each
are being set up in Sahiwal and it is an important project of China-Pakistan
Economic

Engro Thar
660MW of electricity from Thar coal-fired power generation plant will start by
December 2017,
Earlier, it was estimated that power generation would start by mid 2018.
Abid Sher Ali said the abundant coal resources in the country were estimated at
around
186 billion tons out of which 175bn tons were found in Thar alone. He said the
government was committed to utilizing these resources for power generation.
Muzafargarh (Coal Fired) 1320 MW
The move to sell TPS Muzaffargarh marks a contrast in government’s policies. On
the one hand, it is selling existing power generation plants while on the other hand
four new electricity plants are being developed. Three of them will be powered by
liquefied natural gas (LNG) while the fourth will run on coal.
To develop this project estimated of 82 billion rupees are required
Gwadar Airport
In a major development, China has converted the $230 million loan for the
construction of the Gwadar airport into grants, which is scheduled to be
completed by December 2017, The News has learnt.
Beijing has also converted $140 million loan for the construction of Eastbay Expressway Project
Quaid-e-Azam Solar Park (Cholistan) 1000 MW
Some 400,000 solar panels, spread over 200 hectares of flat desert, glare defiantly at
the sun
The desolate area is currently being transformed and the Punjab government has spent
£3 million installing initial infrastructure for the new solar energy park, which it hopes
will become one largest of its kind in the world.
The initial cost of £36.5 million was covered by the Chinese government as a goodwill
gesture and it is expected that £600,000 a year will be saved in energy costs.
Dawood (Wind power, Karachi) 50 MW
China is helping Pakistan build a wind power plant near its southern port city of
Karachi with a total investment of $115 million
The Dawood wind power plant, located some 60 kilometers east of Karachi, is
expected to generate 130 million kilowatt-hours of electricity per year, meeting
the need of about 100,000 families in the local area.
Jiang Li, secretary of the corporation, told People’s Daily that the plant’s capacity is
49.5 MW. Its construction started in April of this year and is expected to be
completed in June 2016 and start to generate power three months later.
Sachal (Wind power) 50 MW
Developer Sachal Energy has secured land to build a 49.5MW wind farm in Pakistan’s
Sindh province, according to local media reports.
Karot (Hydropower) 720 MW
The Environmental Protection Agency-Punjab (Punjab-EPA) has approved the 720
megawatt (MW) Karot Hydropower Project worth $1.4 billion.
The project is proposed to be built on the Jhelum River near village Karot in Kahuta
tehsil in Rawalpindi district. The proposed project site is 65 kilometres from Rawalpindi
city.
SSRL Thar (Coal fired) 1320 MW
Thar Block-I, spread over 150 square kilometers. In the first phase, 6.5 million tons of
coal would be produced per annual, supporting a 1,400 MW (4 x 350 MW) coal plant,
the first two units of which will begin generating power in 2018. SSRL will mine the coal
and China Power International (CPI) will operate the coal plant. Eventually, the mine is
expected to reach 20 million tons per year, which will be used for additional power
plants as well as for export. The Industrial and Commercial Bank of China (ICBC) will
provide $1 billion for the mining operations. Financing for the power plant was not
discussed.[1]
World Bank approved five projects for
Pakistan
• Gul Ahmad wind power project
• Tenaga Generasi wind power project
• Gulpur hydro power project
• the acceleration of Tarbela IV extension project
• Sindh Public Sector Reform project. The energy projects are expected to add over
10,000 MW to national energy basket when operational.
World Bank disburse more than US $1.6 billion to Pakistan
The Bank is aiming to disburse US $1.25 to 1.3 billion to the government by the end of
the current fiscal year from its IDA concessional package.
This also included over Rs37.65bn government guarantee to controversial
425MW Nandipur Power Project and almost Rs50bn guarantee (first
phase) of two LNG based power projects of 2,200-2,400MW capacity in
Punjab recently contracted to Chinese firms. Another Rs18bn guarantee
was issued for Thar-Matyari transmission line to enable evacuation of
1,200MW power generation from Thar Coal to national grid.
The meeting, presided over by Finance Minister Ishaq Dar, also gave
approvals to a few decisions announced for businesses and already under
implementation.
Projects & Programs
As of January 31, 2014, the World Bank's portfolio in Pakistan consisted of 24
active projects with a total commitment of $4.4 billion. The Bank manages a
Multi-Donor Trust Fund for conflict affected areas of about $175.6 million,
which provides grants to KP, FATA and Balochistan. In addition, the Bank
maintains an extensive and ongoing analytic work program on a wide range of
economic and sector specific topics.
1. Chinese Railway Company wins bid for Karachi
Lahore motorway
• Chinese railway company secured a $1.46 billion with a Pakistani company to build
the Karachi-Lahore motorway.
• Zahir Khan and Brothers Engineers and Constructors have won the bid
• It’s a 1,152kmMotorway.
• It will cost Rs36 billion and will be completed in 30 months.
• It will reduce travelling cost
• The corridor aims to connect Gwadar port in Balochistan to China’s Xinjiang region via
a network of highways, railways and pipelines spread over 3,000km. Work on several
sections has already started but the entire project is expected to take several years to
complete.
2. Bab-e-Peshawar flyover Hayatabad
• Rs 1.70 billion mega project of Bab-e-Peshawar flyover at Phase-III Hayatabad in
provincial metropolis would be completed by December 25 and to be inaugurated by
January 1.
• Minister Pervez Khattak would formally inaugurate the project that would ensure
smooth and uninterrupted flow of millions of vehicles daily passing from this area
besides removing traffic jam hazards.
• The two-level modern flyover is among unique mega projects of the country adding
millions of the population including students, patients and teachers would be
facilitated on completion of the project.
• He said it was a mega scheme that was being completed in a record period with
accelerated speed for the first time in history of the province.
3. World Bank agrees to finance Tarbela’s extension
• 1,410-megawatt fifth extension of Tarbela hydroelectric power project that will be
built on existing infrastructure in order to enhance power generation capacity of the
large reservoir to 6,300MW.
• total project cost of about $796 million
• Work on the fifth extension will be completed in three and a half years
• The installed capacity of the 3,478MW Tarbela hydroelectric power stations will
increase to 6,300MW after completion of the ongoing fourth extension and the
planned fifth extension.
4. Lahore’s ‘Disneyland’ to be constructed on Lahore-
Islamabad Motorway
• the Lahore-Islamabad M-2 Motorway near Kala Shah Kaku
• Chinese company, Golden Bean , decided to build it
• The Chinese company has committed to invest Rs32 billion in the project
• “It is a huge project and will take around two years to complete,”
• The proposed theme park would also have a five-star hotel, water aquarium,
business and shopping centers, state-of-the-art rides and a breathtaking
rollercoaster.
• The proposed theme park will be built over an area of 320 to 350 acre and will
have direct access from the M-2 Motorway.
5. Russian Company RT Global Expected to Build
Russia- Gawadar Gas Pipeline
• The company, a Russian state corporation, will build a 1,100km-long pipeline with a
capacity of 12.4 billion cubic metres per annum to connect LNG terminals in Karachi
and Lahore.
• Russian state-owned construction company Rostekh Corporation is planning to build
a 680-mile gas pipeline in Pakistan in 2017 at an estimated cost of $2.5 billion.
6.Sindh Budget 2015-16 will Enhance Development Sector
of Karachi includes Karachi Circular Railway System
• Sindh budget for the year 2015-16 promised revival of the Karachi Circular Railway
(KCR) besides 5 bus transit, 2 metro rail transit for the mega city Karachi,
• The BRT Yellow Line project is under implementation in PPP Mode with an estimated
cost of Rs 13 billion
• We will InshaAllah start physical work on this project by October 2016. The estimated
completion time is 18 months
7.Pakistan-China Economic Corridor: Construction of Two
Eastern Alignment schemes Approved for Chinese firms
• execute the 392-kilometre Multan-Sukkur section of the Lahore-Karachi motorway
and the 120km long Thakot-Havelian section of Karakoram Highyway-II (KKH-II).

Pakistan Project 2013-2015

  • 1. Power Projects 013-015  Chinese government approved immediate execution of 14 power projects  To generate upto 10,400 megawatts (MW) of electricity  Be started immediately and put into operation by the year 2017-2018 In addition to Below mentioned power projects, a few other power generation projects totaling to 6,445 MW which would be completed in the second phase on fast track basis.
  • 3. Port Qasim (Coal Fired) Private Power and Infrastructure Board (PPIB) has issued a Letter of Support (LOS) to Siddiqsons Energy Limited for establishment of a 350 MW imported coal-fired power project at Port Qasim, Karachi. NEPRA has already approved upfront Tariff for this 350 MW Coal-fired Supercritical Power Plant being established by Siddiqsons Group. This 350 MW Supercritical Coal-fired Power Plant will be Pakistan’s first ever coal power project of its kind at Port Qasim, Karachi. The estimated cost of the project is US$ 600 million and financial close is expected by first quarter of 2016. Chief Executive Officer, Siddiqsons Energy Limited, A. Rahim Rafi said that his company is fully cognizant of the fact that low-cost electricity is extremely crucial for the economic growth and stability of the country.
  • 4. Sukki Kanari (Hydropower) 4418 canals of land construct 870MW power production project in Mansehra district near Kaghan These decisions were formally incorporated in to the agreement, which states that the KP government will make 4418 canals of land available for the project through the acquisition process. Section 4 was already imposed in Kaghan valley for acquisition of the land as government wanted to address the energy crisis in the province.
  • 5. Sahiwal (Coal Fired) the chief minister said that two coal-based energy projects of 660 megawatts each are being set up in Sahiwal and it is an important project of China-Pakistan Economic China is going to invest in this power project
  • 6. Engro Thar 660MW of electricity from Thar coal-fired power generation plant will start by December 2017, Earlier, it was estimated that power generation would start by mid 2018. Abid Sher Ali said the abundant coal resources in the country were estimated at around 186 billion tons out of which 175bn tons were found in Thar alone. He said the government was committed to utilizing these resources for power generation.
  • 7. Muzafargarh (Coal Fired) 1320 MW The move to sell TPS Muzaffargarh marks a contrast in government’s policies. On the one hand, it is selling existing power generation plants while on the other hand four new electricity plants are being developed. Gwadar Airport In a major development, China has converted the $230 million loan for the construction of the Gwadar airport into grants, which is scheduled to be completed by December 2017, The News has learnt. Beijing has also converted $140 million loan for the construction of Eastbay Expressway Project

Quaid-e-Azam Solar Park (Cholistan) 1000 MW Some 400,000 solar panels, spread over 200 hectares of flat desert, glare defiantly at the sun The desolate area is currently being transformed and the Punjab government has spent £3 million installing initial infrastructure for the new solar energy park, which it hopes will become one largest of its kind in the world. The initial cost of £36.5 million was covered by the Chinese government as a goodwill gesture and it is expected that £600,000 a year will be saved in energy costs.

Dawood (Wind power, Karachi) 50 MW China is helping Pakistan build a wind power plant near its southern port city of Karachi with a total investment of $115 million The Dawood wind power plant, located some 60 kilometers east of Karachi, is expected to generate 130 million kilowatt-hours of electricity per year, meeting the need of about 100,000 families in the local area. Jiang Li, secretary of the corporation, told People’s Daily that the plant’s capacity is 49.5 MW. Its construction started in April of this year and is expected to be completed in June 2016 and start to generate power three months later.
  • 11. Sachal (Wind power) 50 MW Developer Sachal Energy has secured land to build a 49.5MW wind farm in Pakistan’s Sindh province, according to local media reports. Karot (Hydropower) 720 MW The Environmental Protection Agency-Punjab (Punjab-EPA) has approved the 720 megawatt (MW) Karot Hydropower Project worth $1.4 billion. The project is proposed to be built on the Jhelum River near village Karot in Kahuta tehsil in Rawalpindi district. The proposed project site is 65 kilometres from Rawalpindi city.
  • 12. SSRL Thar (Coal fired) 1320 MW Thar Block-I, spread over 150 square kilometers. In the first phase, 6.5 million tons of coal would be produced per annual, supporting a 1,400 MW (4 x 350 MW) coal plant, the first two units of which will begin generating power in 2018. SSRL will mine the coal and China Power International (CPI) will operate the coal plant. Eventually, the mine is expected to reach 20 million tons per year, which will be used for additional power plants as well as for export. The Industrial and Commercial Bank of China (ICBC) will provide $1 billion for the mining operations. Financing for the power plant was not discussed.[1]

World Bank approved five projects for Pakistan • Gul Ahmad wind power project • Tenaga Generasi wind power project • Gulpur hydro power project • the acceleration of Tarbela IV extension project • Sindh Public Sector Reform project. The energy projects are expected to add over 10,000 MW to national energy basket when operational. World Bank disburse more than US $1.6 billion to Pakistan The Bank is aiming to disburse US $1.25 to 1.3 billion to the government by the end of the current fiscal year from its IDA concessional package.

This also included over Rs37.65bn government guarantee to controversial 425MW Nandipur Power Project and almost Rs50bn guarantee (first phase) of two LNG based power projects of 2,200-2,400MW capacity in Punjab recently contracted to Chinese firms. Another Rs18bn guarantee was issued for Thar-Matyari transmission line to enable evacuation of 1,200MW power generation from Thar Coal to national grid. The meeting, presided over by Finance Minister Ishaq Dar, also gave approvals to a few decisions announced for businesses and already under implementation.
  • 15. Projects & Programs As of January 31, 2014, the World Bank's portfolio in Pakistan consisted of 24 active projects with a total commitment of $4.4 billion. The Bank manages a Multi-Donor Trust Fund for conflict affected areas of about $175.6 million, which provides grants to KP, FATA and Balochistan. In addition, the Bank maintains an extensive and ongoing analytic work program on a wide range of economic and sector specific topics.

Chinese Railway Company wins bid for Karachi Lahore motorway • Chinese railway company secured a $1.46 billion with a Pakistani company to build the Karachi-Lahore motorway. • Zahir Khan and Brothers Engineers and Constructors have won the bid • It’s a 1,152kmMotorway. • It will cost Rs36 billion and will be completed in 30 months. • It will reduce travelling cost • The corridor aims to connect Gwadar port in Balochistan to China’s Xinjiang region via a network of highways, railways and pipelines spread over 3,000km. Work on several sections has already started but the entire project is expected to take several years to complete.

Bab-e-Peshawar flyover Hayatabad • Rs 1.70 billion mega project of Bab-e-Peshawar flyover at Phase-III Hayatabad in provincial metropolis would be completed by December 25 and to be inaugurated by January 1. • Minister Pervez Khattak would formally inaugurate the project that would ensure smooth and uninterrupted flow of millions of vehicles daily passing from this area besides removing traffic jam hazards. • The two-level modern flyover is among unique mega projects of the country adding millions of the population including students, patients and teachers would be facilitated on completion of the project. • He said it was a mega scheme that was being completed in a record period with accelerated speed for the first time in history of the province.

World Bank agrees to finance Tarbela’s extension • 1,410-megawatt fifth extension of Tarbela hydroelectric power project that will be built on existing infrastructure in order to enhance power generation capacity of the large reservoir to 6,300MW. • total project cost of about $796 million • Work on the fifth extension will be completed in three and a half years • The installed capacity of the 3,478MW Tarbela hydroelectric power stations will increase to 6,300MW after completion of the ongoing fourth extension and the planned fifth extension.

Lahore’s ‘Disneyland’ to be constructed on Lahore- Islamabad Motorway • the Lahore-Islamabad M-2 Motorway near Kala Shah Kaku • Chinese company, Golden Bean , decided to build it • The Chinese company has committed to invest Rs32 billion in the project • “It is a huge project and will take around two years to complete,” • The proposed theme park would also have a five-star hotel, water aquarium, business and shopping centers, state-of-the-art rides and a breathtaking rollercoaster. • The proposed theme park will be built over an area of 320 to 350 acre and will have direct access from the M-2 Motorway.

Russian Company RT Global Expected to Build Russia- Gawadar Gas Pipeline • The company, a Russian state corporation, will build a 1,100km-long pipeline with a capacity of 12.4 billion cubic metres per annum to connect LNG terminals in Karachi and Lahore. • Russian state-owned construction company Rostekh Corporation is planning to build a 680-mile gas pipeline in Pakistan in 2017 at an estimated cost of $2.5 billion.
