AS Center for the empowerment of youth PLWHA0 in Belgrade is one of eight civil society organizations that was founded and run by PLWHA and actively participate in the creation and implementation of new policies, not only in Serbia, but also at European level, with a mission to unite civil society will work together to influence the policy of HIV and working to effective responses to HIV, such as ensuring that the voices of civil society heard by policy makers, the State and EU institutions and key stakeholders page, because respect for democracy, human rights and fundamental freedoms include the right of all citizens to access services and a complete, accurate, objective, understandable and reliable information to all their questions and real needs.

AS Center was founded in 2009 and legally established 2010th and managed by 56 young people with HIV infection or AIDS and 21 young healthy people, and as such, we have a unique association in Serbia, which contributes to democracy, the rule of law and build a unified support system through the active participation of people living with HIV (PLHIV) in the process adoption, approval and implementation of decisions and policies in all areas and at all levels of management.
 Our vision is to AS Center and persons with HIV infection or AIDS, active dedicated and responsible part in the contemporary social trends, enjoy all the rights of full capacity, without stigma and discrimination and therefore have an efficient support of the community.
 Our mission is to Empower youth people living with HIV and AIDS, promotion of Pozitive prevention, healthy lifestyles and the protection of fundamental human rights in line with the Serbian, European and international legislation, through scientific research and professional rights and status of persons with HIV infection or AIDS, educating the public, professionals, parents and young people and raising awareness about human rights.
 The purpose of our existence is to raise public awareness about sexual and reproductive health, human rights, health security, the prevention and suppression of corruption, violence, stigma, discrimination, torture, sexually transmitted infections and HIV in society. Exchanging personal experiences with young people and informing the public of the social position of people with HIV, leading to the National Strategy for HIV and AIDS of the Republic of Serbia (2011-2015)1, and GIPA principle (Greater Involvement of People with HIV/AIDS)2.
 AS Center promotes solidarity, motivate and encourage the community, people with HIV, their families, friends, people who are affected by prejudice and increased risk for HIV infection, to join forces to build healthy lifestyles, tolerance and equality, to provide respect for human rights and freedoms, to create a tolerant environment in which to accept and appreciate diversity and to provide high quality and universal access to social, legal and health protection.
Main topics and activities are primarily aimed at re-socialization and people living with HIV, to actively participate in addressing the challenges they face every day, to explore the causes of the violation of their rights to make comments and suggestions and take coordinated actions to remedy these problems by insurance substantiated evidence of human rights violations to the competent institutions are unable or is their responsibility to solve these problems. Joint planning and actions, we encourage each other to activism, volunteerism and encourages team work with a creative and artistic expression by emphasizing our own preferences, resources and talents. Everyday working together that can meet our needs, enables us to develop programs and implement them in accordance with their interests.
Services AS Centre include organizing psychosocial support and counseling, Internship program, self-help groups, legal advice support, home and Hospital visits, practical help and support, training to improve life skills, discussions, debates, round tables, theater and creative workshops, exhibitions, festivals, concerts, members birthdays, get-togethers, trips, sports activities, services for the most vulnerable, lodging, food.

Participation the social processes of policy changes occurs In accordance with the new Law on Associations, Guidelines for the inclusion of civil society in the drafting process "Official Gazette of the Republic of Serbia" No. 05 011-8872 / 2014, adopted by the Government of the Republic of Serbia, Belgrade, 26 August 2014. Gender and Equal right during the Sustainability support, implementing partners will strive towards gender mainstreaming as one of the criteria for participants selection. Implementing partners will create all the preconditions so that equal rights will be fully respected - equal opportunities will be given to all potential participants to apply regardless of their gender, physical ability, nationality and religion, or any minority status. All the requirements of participants during the project implementation rising from their needs, religious believes and social attitudes will be fully respected and secured. We adopted 2010 year Policy for gender equality in the fight against HIV.
Monitoring, evaluation and reporting of the entire work process provides immeasurable success, the possibility of comparison with the previous state of the work and quality of communication and transparency. Plan evaluation and monitoring of principle of participation of the school guidance provided by the professional staff to monitor and analyze data.
The methods and techniques used for monitoring the implementation of activities and evaluation results are the following:

Professionalism and Quality reflected that Team project development work has an active role in the facilitation/moderation and preparation of education, training, conferences, held once a month motivational/educational meeting with activists/volunteers and regular reports submitted to the Programme Coordinator, regularly monitor progress of the project and worked on improving the knowledge and skills needed for project management, application of theoretical knowledge in a practical context; efficient in teamwork; take responsibility for their own learning and progress; timely respond to changes in the work environment; recognizes the business opportunities in the workplace and the wider social environment; implement safety and health measures in the work process; implement environmental protection measures in accordance with the concept of sustainable development:
 In accordance with regulations, thus leading to the register of members, other registries and a national database of HIV in accordance with long-term work plans and project proposal, promoted system for monitoring and supervision of persons engaged and their reporting within and outside the organization; procurement is conducted in accordance with the developed procedures for the release of the VAT in accordance with a defined budget and positive regulations.
 Gathered relevant information and exchanged with users, representatives of the Ministry of Health for development programs in the field of improving the quality life of PLHIV and their capacity building used information technology to collect, organize and use regular and timely information and motivation, fueled activism and visibility of PLHIV.

ASovci - Global initiative in cooperation with Association of Hestia have aim to collect the necessary assistance, to assure that the basic conditions for overcoming the challenges after the flood, to enable a dignified life in the flood-affected population and provide assistance in the rehabilitation of flooded areas.
Improving the prevention and care of people most at risk of HIV, is supported by the Ministry of Health and the GFATM from Geneva, as a continuation of the program Do not judge misconceptions.

 Support of 53 CSO and institutions of Serbia of Joint Action for HIV and reduce the harmful effects9 initiated by the EC and DGte10 of Public Health and Consumers SANCO11, in cooperation with the EU HIV/AIDS Think Tank forum, EU Civil Society Forum on HIV, EU AIDS network12, EU Network Correlations, EU Group for the treatment of AIDS EATG,13 the EU Network for harm Reduction, Eurasian harm Reduction network, The EU Association of patients living with liver disease, the Association for harm Reduction, International Network of people who use drugs and the World hepatitis Alliance.
 Support of EU ministers of health and directors of pharmaceutical companies in Abbvie, BMS, Gilead, Janssen and Merck/MSD of universal access to treatment hepatitis C, in EU and beyond.
 Support the Ministry of Health of the EU and and beyond to express support for the restoration of political commitment to the fight against HIV/AIDS and to continuation of the implementation of the Dublin Declaration.
 Adoption and implementation of Resolution 1997 from May 2014 by the Parliamentary Assembly of Council of EU entitled Migrants and refugees and the fight against AIDS, with provide and monitoring goal 9.1., 9.2. and 9.3. with policy EU.
 The Report EC 2013 for Serbia and Third EU Health Programme 2014-2020, with the Work Plan for 2014 are instruments of the EC for implementation of the EU Health Strategy Together for Health, which supports the overall EU 2020 strategy.
 Prolonged Action Plan EU and neighboring countries on HIV/AIDS and general Communication objectives defined of EC;
 Agenda for the representation of PLHIV, was a revolutionary document launched in December 2012 by the Global Network of PLHIV and CSO, with a Call to action and defined Operational Programme “Positive health, Dignity and Prevention”.

OUR PLAN:
AS Center and establishment of Balkan Forum of CSO (CSF) for improvement of the position of PLHIV30 in Serbia and Western Balkan countries
Plans to contribute PLHIV CSO to policy development on European level
The main motive of our participation is to contribute to improving the quality of life and social status of persons with HIV infection or AIDS, their families and friends, through their dedicated and responsible, active participation in the systematic process of creating, adopting, planning measures, implementation of activities, evaluation of the results and implementation of new programs and policies in all segments of the community and all levels of management. Political reforms set in the center of the current transition, reinforced the prospect of Euro-Atlantic integration and the accession of the Serbia in the EU, provides political momentum for influence, lobbying and advocacy for the development and implementation of relevant laws and procedures on the rights of PLHIV. This context creates a real opportunity and the chance to stand up for change disturbing the position, taking into account the real needs of PLHIV in Serbia and the region for social policy reforms and decentralization of social services.
Organisation PLHIV will involve other HIV/AIDS organisations in the country:
Initiating the creation of a common institutional framework for inter-agency co-operation and participation in the process of establishing and maintaining institutional cross-sectoral dialogue31 between the public, private and CSO32 sector,
The establishment of modern Internet technologies in business, improve communication and better cooperation among people with HIV, civil society organizations and the community at large;
Organizing various activities such as panel discussions, roundtables, workshops, debates, conferences, seminars, festivals, exhibitions, concerts, Summit, tours, theme nights, study visits and exchanges, in order to affirm the civil society, inter- sectoral cooperation and participation people living with HIV in society;
Media promotion of inter-sectoral cooperation and transparent implementation of other activities that contribute to achieving the objectives of GIPA Principle;
Lobbying, advocacy, advocacy rights of people with HIV and initiating the establishment of a national day dedicated to people living with HIV infection and AIDS, which contributes to increasing the visibility of people with HIV.
Above mentioned activities should result in:
- Real time improvement of the approach to the prevention, treatment, care and support for PLHIV which will lead to the elevation of life standard of PLHIV.
- Up to date and evidence based plicy making with clear priorities, followed with quality and deliverable strategies and action plans with allocated budgets and in scope of EU best practices and policies.
- Strong networking with EU think tenk organisations in field of HIV/AIDS, inatitutions
- And finally developed and sustainable one stop shop services for PLHIV.
