KPU Vision
• Becoming an Independent, Professional and Integrity Election Management Body for Direct, general, free,
confidential, honest and fair elections.
KPU Missions
• Building a competent human resources as an effort to create a professional Election Management Body.
• Preparing an election regulations that provides legal certainty, progressive, and participatory.
• Improving elections service quality, especially for stakeholders and generally for the whole community.
• Improving voter’s participation and quality of voter through awareness and sustainable education.
• Strengthening organization’s position in the state administration.
• Improving the integrity of the election organizers to provide intensive and comprehensive understanding,
especially regarding election organizers code of conduct.

6. EMB’s Selection Process
Based on Regulation Number 15/2011 on Electoral Management Body
• Parliament forming a selection teams by government (6 month before)
• Series of test: Administration, Written, Track Record, Interview by
selection teams.
• Selection teams submit 14 names for KPU and 10 names for Bawaslu to
President
• President submit those name to parlement.
• Fit and Proper Test by Parliament select 7 members of KPU and 5
members of Bawaslu by most voted.
• President issuing a President Decision for Members of KPU and Bawaslu
selected.
• For Provinicial KPU and Bawaslu also City/Municipal KPU, Selection team
and selection process executed by upper level.

16. The Usage of ICT on Election Process
• Information System for Voter Registration (SIDALIH), will be
discussed and explain in another session
• Information System for Counting (SITUNG), will be discussed

• Information System for Candidacy (SILON)
17. SITUNG: Scanning
● C1 Form
o A paper where votes written down in a table for every voting both.
Totally over 80 thousands C1 forms.
● Scanning
o C1 papers were being scanned in district office, 497 offices total.
o The C1 scanned images were uploaded immediately after it scanned.
o The scanning and uploading were integrated in one desktop
application that connected to the internet in a secured connection.
o The scanners type is Automatic Document Feeder (ADF)
18. SITUNG: Data Entry
● Data Entry Village Level (Kelurahan)
o Based on polling stations result, the recapitulation was written in a paper, established as
an official result in a plenary where attended by witnesses. The result named as C1.
● Data Entry Sub District Level (Kecamatan)
o Based on C1, written in a paper, established in a plenary. The result named as DA1.
o DA1 was entered in a preformatted spreadsheet, sent to District Office/Portal
● Data Entry District Level (Kabupaten)
o Based on DA1, written in a paper, established in a plenary. The result named as DB1.
o DB1 was entered in a preformatted spreadsheet and then uploaded to SITUNG Portal
● Data Entry Provincial Level (Provinsi)
o Based on DB1, written in a paper, established in a plenary. The result named as DC1.
o DC1 was entered in a preformatted spreadsheet and then uploaded to SITUNG Portal
● Data Entry National Level
o Based on DC1, written in a paper, established in a plenary. Uploaded to public portal
19. SITUNG: Verification & Publication
● Verification
o DA1, DB1 and DC1 were subject to verification
o It will be released to public portal once it verified
o Verification conducted by the same officers whose done the data
entry
● Publication
o All C1 were published without verification
o All DA1, DB1 and DC1 were published with verification
