E-Rate is a program that provides discounts to schools and libraries in the United States for attaining telecommunications and internet access. Schools and school districts can apply for around $2.25 billion dollars each year under four categories of service: telecommunications services, Internet access, internal connections, and basic maintenance of internal connections. Discounts range from 20% to 90% depending on the level of poverty and urban/rural status served. Lubbock ISD's Instructional Technology Implementation Plan aims to provide classroom technology like projectors and printers to all teachers, wireless internet access at every school, individual student and staff computers, and electrical upgrades to support new technologies.
