Summary/History: The Ordinance ordering the General and Special is a routine action required by
the Election Code 3.005(a) to set the date of the election, possible runoff, and place for early voting. The
General and Special Election will be conducted to fill full terms for Mayor, and Single Member Districts 1,
2, 4, 5 and 6.
4. Financial Impact: The expense of the election is shared on a prorata basis with Tom Green County and local
Independent School Districts. The agreement(s) for the election service will be presented for approval at the
next regularly scheduled meeting.
City-wide election costs are shared accordingly for each entity. Costs for the election have been reduced due to
the combining of polling locations. Staff negotiated and executed a joint election services agreement with Tom
Green County for this and subsequent elections until 2022. The master agreement outlines that the Elections
Administrator will continue to hold elections for the municipality on the May uniform election date, and
participating entities agreed to purchase additional equipment and hire additional personnel for the conduct of
said elections. The total cost for the 2012 election was $36,000.00 and we have budgeted $40,000.00 for this
election. If warranted, a budget amendment will be submitted for additional funds in account 101-0500-411.06-
16.
Other Information/Recommendation: Staff request consideration by Council to adopt the ordinance calling for
the general and special election.

Consideration of approving an amendment to the Neighborhood Stabilization Program
(NSP) contract between the City and the Texas Department of Housing and Community
Affairs (TDHCA) and authorizing the City Manager to execute related documents
------------------------------------------------------------------------------------------------------------------------------------------------
Summary: Request approval of an amendment to the city’s NSP contract with TDHCA to extend the
expiration date from Mar 1, 2013 to Aug 31, 2013. This extension will allow the completion of the NSP
projects and allow for the city to receive reimbursement from the state.
History: On Dec 1, 2009 Council accepted the NSP grant funds in the amount of $525K to purchase,
rehabilitate, and resell foreclosed homes to low income citizens in Tom Green County and authorized the
City Manager to execute the contract. The current contract expired Mar 1, 2013. The NSP grant allowed
the city to build 3 new homes for sale to low income homebuyers with TDHCA set to carry the note. The
original contract was for two years with a termination date of Aug 2011. However, HUD extended the
program to Aug 2012 to allow states to complete projects. HUD then once again extended the program
to Mar 1, 2013 for the same reasons. This is the third and final time HUD will allow extensions. We have
completed construction of the 3 units and submitted all the required documents, but TDHCA staff has not
been able to get to our closing due to the large workload. The extension will give additional time for the
state to get through the backlog and hopefully close on our 3 units.
Financial Impact: No change to the contract amount.
Related Vision Item: Neighborhood Revitalization.
