Project Description/Statement of Work
IYF will manage the implementation of an Analytical Mapping (AM) of Life Skills Education (LSE)
activities in Middle East and North Africa (MENA) Region and based on the AM, develop a Conceptual
Programmatic Framework (CPF) to support MENA countries in improving the quality and relevance of
education programs and of learning achievements through life skills based education. Please note, this
consultancy is contingent upon us receiving funding from UNICEF.
As part of this assignment, IYF conduct site visits to four MENA Region countries selected in
collaboration with UNICEF where they will conduct more in-depth research and analysis.
Egypt was selected for the in-depth country research. The mission is scheduled to take place between 28
February-3 March, 2016.
As part of this process, IYF seeks to engage a local technical consultant who will assist the Research Lead,
and in coordination with UNICEF, will organize meetings and focus groups, as well as facilitate other
required tasks. The local coordinators will accompany the Research Lead for the duration of the country
visit; a total of 5 working days per country.
Preliminary country activities include:
In‐Depth Interviews
In-depth interviews will be conducted with:
Government officials from the Ministries of Education and Higher Education (and others as
relevant), as well as government sponsored vocational high schools/colleges;
School/college/university administration, as well as a sample of teachers and counselors at
schools that implement life skills programs (formal sector);
Youth Serving Institutions (YSIs) that implement life skills programs in various non-formal
outlets (whether non-profit or for profit);
2. Other relevant stakeholders/experts as identified per the Analytical Mapping exercise such as
private sector players.
Interviews with government officials will be held in capital cities, while local travel to other governorates
will be determined by stakeholder locations.
IYF will also conduct a minimum of at least three focus groups as follows:
Life skills trainers/facilitators/teachers. This session will focus on examining their training
capacities and support required in order to enhance their skill sets.
Youth/students who have benefitted from life skills programs – as the ultimate beneficiaries of
LSBE activities. This session will shed light on their learning and career related needs and what
works/does not work in terms of effective teaching pedagogies.
Further focus groups may be organized based on the need.
The consultant shall conduct the following tasks:
1. Agenda Preparation
o In close coordination IYF and the UNICEF Egypt, participate in the preparation of the
agenda, including suggestion meetings, proposing focus group participants, and
sequencing of meetings.
2. Country Visit Preparation
o Based on agenda, and in close coordination IYF and the UNICEF Egypt, lead the
preparation and set up of meetings including arranging travel, accommodation, times,
meeting venues and logistics, transportation means, and other preparation items needed
for a successful mission.
3. Country Visit Support:
o Accompany IYF to all meetings, ensure proper set-up of meetings and confirm meetings.
Insure all logistics are being addressed.
Reporting
This position will report directly to the IYF MENA Program Director in Baltimore. The consultant will
also work in close coordination with IYF’s research team. All materials will be submitted in English.
Required Skills and Qualifications
The consultant should have the following qualifications
At least 3 years of experience the employment, entrepreneurship, service learning, and other
related programming for youth in Egypt.
Strong network in the employment, entrepreneurship, service learning, and other related
programming for youth in Egypt.
Strong organization skills.
Oral and written fluency in both English and Arabic.
Compensation
The consultant will be paid a daily rate for up to 15 days.
