Introduction
TheFTCtakesinreportsfromconsumersaboutproblemstheyexperienceinthemarketplace.Thereports
arestoredintheConsumerSentinelNetwork(Sentinel),asecureonlinedatabaseavailableonlytolaw
enforcement.WhiletheFTCdoesnotinterveneinindividualconsumerdisputes,itslawenforcement
partners–whethertheyaredownthestreet,acrossthenation,oraroundtheworld–canuseinformation
inthedatabasetospottrends,identifyquestionablebusinesspracticesandtargets,andenforcethelaw.
Since1997,Sentinelhascollectedtensofmillionsofconsumerreportsaboutfraud,identitytheft,and
otherconsumerprotectiontopics.During2019,Sentinelreceivedover3.2millionconsumerreports,which
theFTChassortedinto29topcategories.The2019ConsumerSentinelNetworkDataBook(SentinelData
Book)hasaggregatedinformationaboutwhatconsumerstolduslastyearonthefullrangeoffraud,
identitytheftandotherconsumerprotectiontopics.Thisyear,ConsumerSentineldataisalsoavailable
onlineinaninteractiveformat,withupdatesprovidedquarterly.TheSentinelDataBookisbasedon
unverifiedreportsfiledbyconsumers.Thedataisnotbasedonaconsumersurvey.Sentinelhasafive-year
dataretentionpolicy,withreportsolderthanfiveyearspurgedbiannually.
InadditiontotakingconsumerreportsdirectlyfrompeoplewhocalltheFTC’scallcenterorreportonline,
Sentinelalsoincludesreportsfiledwithotherfederal,state,local,andinternationallawenforcement
agencies,aswellasotherorganizations,liketheBetterBusinessBureauandPublishersClearingHouse.
In2019,theFTCwaspleasedtowelcomethedatacontributionsofUtilitiesUnitedAgainstScams.Afull
listingofdatacontributorsisavailableinAppendixA3andA4.Non-governmentorganizationsthat
contributereportsdonothaveaccesstoSentinelreports,asaccessislimitedtolawenforcementagencies.

ReportstoSentinelsometimesindicatemoneywaslost,andsometimesindicatenomoneywaslost.
Often,peoplemakethesereportsaftertheyexperiencesomethingproblematicinthemarketplace,
avoidlosinganymoney,andwishtoalertothers.Exceptwhereotherwisestated,numbersarebasedon
reportsbothfrompeoplewhoindicatedalossandpeoplewhodidnot.
Calculationsofdollaramountslostarebasedonreportsinwhichconsumersindicatedtheylost
between$1and$999,999.Priorto2017,reported“amountpaid”includedvaluesof$0to$999,999.
StatesandMetropolitanAreasarerankedbasedonthenumberofreportsper100,000population.

Areas,MicropolitanStatisticalAreas,andCombinedStatisticalAreas,andGuidanceonUsesofthe
DelineationsofTheseAreas”(April10,2018).

In2019,peoplefiledmorereportsaboutIdentityTheft(20.3%ofallreports),inallitsvariousforms,
thananyothertypeofcomplaint.ImposterScams,asubsetofFraudreports,followedclosebehindwith
647,472reportsfromconsumersin2019(20.2%ofallreports).TelephoneandMobileServices(6%of
allreports)roundedoutthetopthreereportstoSentinel.
Fraud
Therewereover647,000imposterscamreportstoSentinel.Thirteenpercentofthosereportedadollar
loss,totalingnearly$667millionlosttoimposterscamsin2019.Thesescamsinclude,forexample,
romancescams,peoplefalselyclaimingtobethegovernment,arelativeindistress,awell-known
business,oratechnicalsupportexpert,togetaconsumer’smoney.
Ofthe1.7millionfraudreports,23%indicatedmoneywaslost.In2019,peoplereportedlosingmore
than$1.9billiontofraud–anincreaseof$293millionoverwhatwasreportedin2018.
Themedianlossforallfraudreportsin2019is$320.Themedianindividuallosseswerehighestin
thesefraudcategories:
-ForeignMoneyOffersandCounterfeitCheckScams($1,500)
-MortgageForeclosureReliefandDebtManagement($1,290)
-BusinessandJobOpportunities($1,000)
Telephonewasthemethodofcontactfor74%offraudreportswithacontactmethodidentified.Only
fivepercentofthosepeoplereportedlosingmoneytothescammer–butthat5%reportedan
aggregatelossof$493million,anda$1,000medianloss.
Wiretransferscontinuetobethemostfrequentlyreportedpaymentmethodforfraud,withareported
aggregatelossof$439million.
Ofpeoplewhoreportedtheirage,thoseaged20-29reportedlosingmoneytofraudin33%ofreports
filedwiththeFTC,whilepeopleaged70–79reportedlosingmoneyin13%oftheirreportsandpeople
80andoverreporteditinjust11%oftheirreports.Butwhentheydidexperiencealoss,peopleaged
70andolderreportedmuchhighermedianlossesthananyotheragegroup.
IdentityTheft
Creditcardfraudtopsthelistofidentitytheftreportsin2019.TheFTCreceivedmorethan271,000
reportsfrompeoplewhosaidtheirinformationwasmisusedonanexistingaccountortoopenanew
creditcardaccount.
Military
Militaryconsumersreportedmorethan58,000fraudcomplaints,includingover35,000imposter
scamsthatcostthemover$27millionin2019.Imposterscamswerethelargestsinglecategoryof
reportsfrommilitaryconsumers.
TopStates
Thestateswiththehighestpercapitaratesofreportedfraudin2019wereNevada,Florida,Delaware,
Maryland,andGeorgia.Forreportedidentitytheft,thetopstatesin2019wereGeorgia,Florida,
California,Texas,andNevada.
