The plight of Assam seems no bound! Again the state has been
caught by another severe conflict, the demand for separate state.
Already she has witnessed some intense movements and struggles
violent and non violent as well; strikes, road blockades since the
finalization of giving separate state status to Telengana by the
UPA government. In the meantime, the regions from where the
voice of bifurcation is raised have reached to a critical juncture.
Nevertheless, there are some serious causes and concerns behind
this demand. Already the central Govt. has invited all the groups
and organizations demanding separate Bodoland, Karbiland and
Kamatapur of Assam to a formal tripartite talk. Accordingly,
talks will be held from 2nd Sep to 5th Sep in New Delhi. If we
analyze the separate statehood demand, will notice that it is
mostly ethnocentric. For instance, separate Bodoland is
demanded by Bodo community but not the other castes and
communities residing in BTAD. Likewise, separate Kamatapur
is demanded by Koch- Rajbangshi community and Karbiland
by Karbi and Dimasa communities. Here the question arises, Is
this just and right to create a state merely keeping in view the
interest of a certain community? What our constitution says?
On the other hand, we should not ignore the economic viability
for a state. Several thousand crores of rupees would be needed
to run state machinery per year. Looking into the current scenario
of the financial crisis it is quite ironical. In the forthcoming days,
the state is bound to experience more intense moments.

The National
Food Security Bill, 2013
T he Upper House of the Parliament,
Rajya Sabha on 2nd September, 2013 has
passed the National Food Security Bill
2013. The Bill was approved by Rajya
Sabha via the voice vote.The Union
Cabinet, headed by Prime Minister
Manmohan Singh, on 19 March 2013
approved the National Food Security Bill.
Lok Sabha on 26 August 2013 passed
the National Food Security Bill 2013. The
Bill was adopted by the House through a
voice vote after a day-long debate.
Objective of the National Food
Security Bill 2013 : The primary
objective of the National Food Security
Bill 2013 is to provide for food and
nutritional security in human life cycle
approach. This will be done by ensuring
access to adequate quantify of quality
food at affordable prices to people so that
they can live a life with dignity and matters
connected therewith or incidental thereto.

Food Security Bill 2013
• National Food Security Bill 2013 will
guarantee 5 kg of rice, wheat and coarse
cereals per month per person at 3, 2 and
1 Rupees respectively.
• The Bill will enable India to join the

Summary of the National food
Security Bill (As passed in the Lok
Sabha on 26 August 2013)
1. Preliminaries : The Bill extends to
the whole of India and “shall be
deemed to have come into force on the
5th day of July 2013”. [NB: This is the
date when the National Food Security
Ordinance 2013 came into force.]
2. Entitlements : Priority households
are entitled to 5 kgs of foodgrains per
person per month, and Antyodaya
households to 35 kgs per household
per month. The combined coverage of
Priority and Antyodaya households
(called “eligible households”) shall
extend “up to 75% of the rural
population and up to 50% of the urban
population”. The PDS issue prices are
given in Schedule I: Rs 3/2/1 per kg for
rice/wheat/millets. These may be
revised after three years.
Children’s Entitlements
For children in the age group of 6
months to 6 years: an age-appropriate
meal, free of charge, through the local
anganwadi. For children aged 6-14
years, one free mid-day meal every day
(except on school holidays) in all
government and government-aided
shools, up to Class VIII. For children
below six months, “exclusive
breastfeeding shall be promoted”. For
children who suffer from malnutrition,
meals will be provided to them free of
charge “through the local anganwadi”.
Entitlements of Pregnant and
Lactating Women
Every pregnant and lactating mother is
entitled to a free meal at the local
anganwadi (during pregnancy and six
months after child birth) as well as
maternity benefits of Rs 6,000, in
instalments.
3. Identification of Eligible
Households : The Bill does not
specify criteria for the identification of
households eligible for PDS
entitlements. The Central Government
is to determine the state-wise
coverage of the PDS (proportion of
the rural/urban population). Then the
number of eligible persons will be
calculated from Census population
figures. The identification of eligible
households is left to state
governments, subject to the scheme’s
guidelines for Antyodaya, and subject
to guidelines to be “specified” by the
state government for
Priority households. The
identification of eligible
households is to be
completed within 365
days. The lists of eligible
households are to be
placed in the public
domain and “displayed
prominently”.
4. Food Commissions :
The Bill provides for the
creation of State Food
Commissions. The main
function of the State
Commission is to monitor the
implementation of the Act, give advice
to the states governments and their
agencies, and inquire into violations of
entitlements. State Commissions also
have to hear appeals against orders of
the District Grievance Redressal
Officer and prepare annual reports.
5. Transparency and Grievance
Redressal : The Bill provides for a
two-tier grievance redressal
structure, involving the District
Grievance Redressal Officer (DGRO)
and State Food Commission. State
governments must also put in place
an internal grievance redressal
mechanism which may include call
centres, help lines, etc.
Transparency Provisions
Mandatory transparency provisions
include: (1) placing all PDS-related
records in the public domain; (2)
conducting periodic social audits of
the PDS and other welfare schemes;
(3) using information and
communication technology “to ensure
transparent recording of transactions
at all levels”; (4) setting up vigilance
committees at all levels to supervise all
schemes under the Act.
District Grievance Redressal
Officers
DGROs shall be appointed by state
governments for each district to hear
complaints and take necessary action
according to norms to be prescribed by
state governments. If a complainant is
not satisfied, he or she may file an
appeal before the State Food
Commission.
Penalties and Compensation
The Food Commissions have powers
to impose penalties. If an order of the
DGRO is not complied with, the
concerned authority or officer can be
fined up to Rs. 5,000. The Commission
can authorise “any of its members” to
act as an adjudicating officer for this
purpose. In case of “non-supply of the
entitled quantities of foodgrains or
meals to entitled persons”, such
persons will be entitled to a food
security allowance from the state
government, as prescribed by the
central government.

project for Northeast
T he central government has come
forward with 33,688 crore special Road
Development Project for the
improvement of road connectivity of the
North Eastern region. Under Special
Accelerated Road Development Project
(SARDP) phase-I already it has
implemented various project to improve
the road network, national highway of
the NE states including Sikkim. Within
12th financial plan, it aims to develop total
6,418 km road of this region. Union
Minister for Road Transport and
Highways Oscar Farnandes reviewed
the progress of National Highway works
and other centrally sponsored road
project of all the North Eastern states in
a meeting held at Guwahati recently.

access to Assam and Meghalaya.

Manipur/Nagaland
1. The road transport & Highway
Ministry has decided to carry out
feasibility study for construction of
Imphal Bypass.
2. It has decided to conduct a feasibility
study for an alternative/ additional
highway between Chumukedima near
Dimapur in Nagaland and Maram in
Manipur on NH-39 to avoid sinking
zones in Nagaland and Manipur on NH39 so as to tackle perennial problem of
frequent traffic disruptions.
3. The Maram – Peren road taken up
under SARDp-NE Phase “A” to
connect Dimapur via Ghaspani would be
extended to 2 lanes to provide alternative
connectivity to Manipur and also develop
about 65 km of road in Nagaland.

revised estimate for Shillong-NongstoinTura (Rs. 1694.16) has been issued.

There will be an alternative highway to
Gangtok via Bagrakot- Nimbonglolegaon-Algarah-Rhenok-PakyongRanipul- Gangtok with spur from
Rehnok- Aritar-Rolep- Menla. This will
provide connectivity to Pakyong Airport,
presently under construction, to provide
air connectivity to the state of Sikkim.

Dima-Hasao has reached a critical juncture. Fuelled by separate Telengana the concerned people,

KarbiAnglong under article 244(a) of Indian Constitution. Feeling left out, neglected for years by years, the
Karbi and the Dimasas believed that separate state is the only solution for marching towards a better future.
It is well known fact, separate state would never be possible without economic viability. Otherwise it will fall
down, there would be anarchy everywhere. Thousand crores of rupees is needed to run a state machinery.

The people of Assam saw the birth of a
new district i.e. the United Mikir and North
Cachar Hills District on the 17th

Moni Manik Gogoi was
born in the year 1971 in a remote
village of Dibrugarh district.
Having been motivated by the
freedom struggle of Cuba and
Vietnam, inspired by the
communism ideology, he left
home, and joined in the armed
struggle for a sovereign state.
He was of the view that the
keys to all the problems of the
commoners lie in the freedom
of the land. After 10 years of
self-exile, he returned to the
main stream of the society and
started his life afresh. He
realized that the freedom of
people is possible only if the
economic condition of them can
be strengthened.
Since then he devoted
himself in the various social works and
extended his endeavour to agricultural
field in and around his locality, which could
rightly be termed as green revolution. He
has been associated with institution of
the Shalmari Digholiya Yuvak Sangha,
Bhadreswar Gogoi Memorial Library,
Tingkhang Sukumar Kala- Kendra,
and many more other social organizations
of these kinds. He is the man behind the
establishment of Mahendra Gogoi
Sishu Udyan in collaboration with Oil
India Ltd. and pioneered Tingkhang
Aanchalik Gramya Krira Samaroh.
Today Mr. Gogoi is successful in
bringing a positive change in the society.
At the initial stage, he choose agriculture

proposal of setting up of the new body
called the Tax Administration
Reform Commission.
“The commission will review
the application of tax policies and tax
laws in India in the context of global
best practices and recommend
measures to strengthen the capacity
of the tax system in India that
would reflect the best global
practices” said an official statement
released after the Cabinet meeting.
It also added-The Commission will
help in removing the ambiguity in
application of tax policy and tax
laws, thereby establishing a stable
tax regime and a non-adversarial
tax
administration.

that would enhance the tax base as
well as tax payer base.’’

of a chairman, two full-time

BlackBerry, the global leader in wireless innovation has decided to expand
its dealer network in the North-East India. The region has been a major
market for the mobile companies over the years and hence, BlackBerry would
take steps to tap this vast market. In an interview with Business Positive Mr
Prasenjit Sen, Director-Channel Sales of BlackBerry India said, “We have
seen raising demands for BlackBerry Phone’s in this north-eastern part of
India. Our market share is around 4.5 percent in this region, but considering
the demands for the BlackBerry products we are targeting 10 percent market
share during this financial year. We will increase our presence in small
towns.”Mr. Sen informed that the company has decided to increase the
existing dealer network from 120 to 200 in this region. All total BlackBerry
has 5000 retail points spread across the country. The high official of the
company revealed that BlackBerry would introduce some new schemes in
coming Puja season. However he declined to divulge more in this regard.
Off course he said, “It will be a surprise package for the customers. We

Economy of Kokrajhar
The economy of Kokrajhar district is
based on agriculture with 80 % of the
population directly engaged in
agricultural activities. The district has
89782 ha or nearly 25% is net cropped
area. Of the net cropped area, 18392
ha is irrigated of the geographical area
of the district.
Chakrashila Wildlife Sanctuary : It
is a wildlife sanctuary falling under
Dhubri and Kokrajhar districts of
Assam. It is famous for the Golden
Langur and is the second protected
habitat for Golden Langur in India.
Chakrashila Hill was first declared as
reserve forest in 1966 and on July 14,
1994 it was recognized with the status
of sanctuary by the Government of
Assam. It covers an area of 45.568 km2

DBI Bank has merged some of the maturity buckets and increased the
Rate of Interest therein for Bank’s Domestic Retail Term Deposits (defined
as deposits up to less than Rs.1 crore). Considering the unique feature of
“higher return with no penalty for premature withdrawal along with assured
liquidity”, these Retail Term Deposits have been rechristened as “Freedom
Deposits”. The revised interest rates would be effective from August 16, 2013.
