Estrategia de Operadores Portuarios Singapore minister warns of PSA challenges Junio 27, 2005 MAERSK Sealand’s bid for P&O Nedlloyd has prompted Singapore’s Minister Mentor, Lee Kuan Yew , to warn of challenges ahead for PSA International. “ The shipping lines, like those in banks and airlines, are consolidating. Maersk's acquisition of P&O Nedlloyd represents this changing environment . Other shipping lines will respond, probably by forming similar alliances or mergers,” MM Lee said in a speech to the Singapore Port Workers Union 59th anniversary dinner. “ The contest has shifted from a port versus port competition, to one between PSA and a port-shipping line alliance ,” he noted. Although MM Lee did not directly state that P&O Nedlloyd would be shifting its transhipment business from Singapore to neighbouring rival the Port of Tanjung Pelepas, it is widely expected in the market that this will be the case. Maersk’s sister company AP Moller Terminals owns a 30% stake in Tanjung Pelepas, an acquisition which led to the Danish line making its headline grabbing move to the new Malaysian port in 2000. The opening part of MM Lee’s speech dwelt on the loss of both Maersk and then Evergreen Marine in 2002 to Tanjung Pelepas. While a restructuring exercise at PSA, including the controversial decision to end a no redundancies policy, was seen as having turning the terminal operator around the Minister warned of challenges ahead. With the prospect of more shipping mergers in the future cost pressures are expected to get greater. “ These huge shipping groups will exert pressure on all ports, including PSA, to deliver cheaper (cost per box) and faster (time to destination) services . They will have the bargaining power to press their claims,” he said. “PSA have to meet their needs to our best ability.” He added that PSA would remain competitive as long as it was nimble, flexible, adapting an changing . At the time it lost Maersk and Evergreen PSA was widely criticised in the industry for being inflexible. Since then PSA has opened up to the possibility of dedicated terminals for the first time ever and has signed one such deal with China Ocean Shipping Co for a two berth facility in Singapore.

LOCKS WERE CONSTRUCTED AT BOTH ENDS OF THE CANAL. THEREFORE, THE EFFICIENT AND SAFE OPERATION OF THE CANAL DEPENDS GREATLY ON THE AVAILABILITY OF FRESH WATER AND THE CONTINUOUS MAINTENANCE AND IMPROVEMENTS OF ITS EQUIPMENT AND INFRASTRUCTURE. WHEN VESSELS TRANSIT THROUGH THE CANAL, THEY ACTUALLY NAVIGATE THROUGH ONE OF THE COUNTRY’S RIVER SYSTEMS.
THE PRINCIPAL LIMITATION THAT THE CANAL IMPOSES ON SHIPPING IS THE SIZE OF ITS LOCKS CHAMBERS. THESE DIMENSIONS DETERMINE THE MAXIMUM SIZE VESSEL THAT CAN TRANSIT THROUGH THE CANAL; IN OTHER WORDS, THIS DEFINES A PANAMAX VESSEL. THE MAXIMUM DEAD WEIGHT TONNAGE OF A PANAMAX VESSEL VARIES BASED ON THE TYPE OF VESSEL AND THE CARGO IT IS DESIGNED TO CARRY, BUT IN GENERAL, IT CAN BE SAID THAT IT IS AROUND 70 TO 80,000 DWT. DEPENDING ON THE TYPE OF CARGO, THIS IS A CONVENIENT SIZE. SOME BULKS, PARTICULARLY LIQUID BULKS, ARE A LOT LARGER THAN THAT, REACHING SIZES OF UP TO 500,000 DWT. BUT THEY ARE MAINLY TO TRANSPORT CRUDE OIL WHICH WILL NEVER NEED TO GO THROUGH THIS ROUTE.
The increase in the number of Panamax vessels continues as the shipping industry seeks higher efficiencies through economies of scale. The increase from FY2002 to the projected FY2003 is of almost three percentage points. This trend places tremendous strain on our current navigational rules, which will have to be modified in order to allow meeting of Panamax vessels in the Gaillard Cut and/or allowing Panamax vessels to transit at night in order to keep up with demand.
The number of transits by the largest vessels capable of transiting the Canal is also rising dramatically. From FY00 to FY02 their number of transits doubled. It is expected their FY03 total transits to reach 905, and a daily average of. In 1/11/03 the Canal broke a record when it transited 8 vessels above 900’ in a day.
