- Find out also if the bill would cause problems to any groups of people.
- Write the proposal.
- At the beginning of the proposal, describe the issue.
- Discuss the benefits of the bill proposal and give examples.
- Think of the costs involved in the law and summarize the main points and benefits
of the law.
