The 21st century we are living in, is defined to be an era of
the knowledge-based society. Qualified education is the base for
the survival of humanity and its prosperity. For this reason, teachers
play the most responsible role for developing citizens capable to
live in a competitive society, respective for the traditions and culture,
self-confident, willing to learn and get educated.
The Institute of Teacher’s Professional Development is the organization
working under the Ministry of Education, culture, science and sports
of Mongolia, and is responsible to support continuous development
of preschool, primary and secondary school teachers, administrators
and staff members.
In recent years, the institute has been conducting various activities,
which are based on ICT, for teachers’ professional development,
and has achieved certain results. For instance, a structure of national
professional development training for teachers and school staff
members has been developed as a blended form of face-to-face
and online teaching.
ITPD is working to be an institute which is supportive for accessible and
flexible activities, innovative ideas, creativity and positive attitude.
I hope you would find useful information about our organization, its
activities and brief history in this brochure.

Face-to-face training
Professional development training for teachers and
school staff members is conducted at nationwide level.
It is aimed to provide professional theoretical and
methodological support based on target groups’ needs.
Online training
Online training is organized 14 days before
face-to-face training, and during 30 days of online training
through an e-campus. Target groups are involved in online
workplace training.
Regardless of the property type, provide preschool and secondary school teachers’ professional
development every five years within the state budget. (Article 40.8, Law on primary and secondary education)
Duration of the basic training for teachers will be 50 days, and 35 days for administrators and other staff
members.

Structure:
The training aims to disseminate the national polices, strategies and reforms on preschool, primary
and secondary education.
The specialized traning on policy implementation is organized locally by national teacher trainers.
The training and consulting services are conducted upon requests of educational organizations
according to the teachers and school staff members’ needs.

OTHER ACTIVITIES FOR SUPPORTING TEACHERS` DEVELOPMENT
The Institute of Teacher’s professional development collaborates with the National University
of Mongolia, Mongolian National University of Education, Education and Evaluation Center, Research
Institute of Education and successfully organizes conferences on educational issues among scholars,
researchers, methodologists and secondary school teachers.
“Educational psychology problems, solutions and measures” conference
• The conference aims to encourage and promote educational research institutions for identifying the
ways to find solutions to the psychological issues in education, propose new ideas for development
and discuss possibilities for further development.
“Teaching methodology for supporting child development” theoretical and practical conference
• In cooperation with the Classroom research association, there is a tradition to discuss and evaluate
outcomes and innovative methodology on child development progress through classroom research,
research findings and methodology of teaching and learning in order to improve the results of the
piloted methodology and quality of classroom teaching.

TEACHER EXCHANGE PROGRAMS
• ITPD has been conducting teacher exchange programs with following countries/organizations such
as Ministry of Education of Republic of Korea, and UNESCO-APCEIU since 2012, Russian Education
Academy of Eastern Siberia since 2013, and Shizuoka Prefectural Board of Education, Japan since
2016. These programs aim to enhance teachers’ professional skills, exchange experiences, and
develop countries’ biletaral cooperation in the field of education.
INTERNATIONAL PROJECTS AND PROGRAMS
• In order to achieve the Sustainable Development Goals on 2030 Agenda for Sustainable
• Development from UN, ITPD has been working with “Education for Sustainable Development”
project in Mongolia since 2014, and conducted training for teachers and school staff members to
introduce the ESD concept, develop a training module and guidelines, and strengthen capacity
building of ITPD employees.
• ITPD is a member of RDTC (Resource Distribution and Training Centers), and NEQMAP (Network on
Education Quality Monitoring in the Asia-Pacific) of UNESCO-Bangkok since 2016.
• It has been cooperating with JICA since 2013 on the dissemination of teaching methodology and
capacity building of ITPD employees.
