2012 and 2016
2. What is Planned?
» Gradual creation of better climate for inward
investment through convergence of legislation in areas
such as ariff rates, non-tariff barriers, intellectual
property rights protection, etc.
» Reduction of average tariff rates from about 12% to 8%
» Easening of non-tariff barriers such as technical
regulations and standards, customs procedures,
decreasing customs clearance fees, etc.
4. What is to be Expected?
» The overall tariff reduction is unlikely to influence
foreign manufacturers’ plans to develop their local
production as a large number of segments remains
highly protected.
» EU and US officials privately expect the first few years
of Russian membership to be difficult. Nobody seems
to expect Russia to be particularly constructive or
instinctively compliant as a WTO member. (source: Global Counsel UK)
» It means implementing tariff reduction might take longer
than planned.
