5. Why do I Need it In the Eyes of the Enforcing Authorities Ignorance is no defence!!! The law states that all workers have a right to work in places where risks to their Health and Safety are properly controlled. On January 16th 2009 a new act came into force called the Health and Safety (Offences) Act 2008 which made imprisonment an option for MOST health and safety offences. It imposed new fines thresholds too, which now makes breaking the law COSTLY. Health and Safety incidents and accidents are very costly.
