5. Definition
• A cluster is a group of agencies that gather to work
together towards common objectives within a
particular sector of emergency response.
• The cluster approach, instituted in 2006 as part of
the UN Humanitarian Reform process.

6. Cluster Approach Aims
• To improve the predictability, timeliness, and
effectiveness of humanitarian response, and pave the
way for recovery.
• It strengthens leadership and accountability in key
sectors.
• Seeks to enhance partnerships and complementarity
among the UN.

respond to the humanitarian
disaster

9. What is Humanitarian Management ?
• Humanitarian acts happen at small, medium and
large scales.
• For example, going overseas to help feed starving
children is a humanitarian act, as is an individual
giving a small monthly contribution to a local
charity for the homeless or sponsoring a hungry
child who lives in another country.

10. Examples
• Not everyone in the world has health care.
Therefore, Doctors Without Borders strives to
bring medical attention, surgical procedures,
vaccinations for children, etc.
• Save the Children is a well-known group that
works to assist children in need in areas of the
world where there is not enough money for proper
nutrition, medicine and other basic needs

• We will discuss the example of the 2010
Pakistan flood which is the worst natural
disaster - floodwater inundated up to one fifth of
the country and affected an estimated 20 million
people.
• In 2012 fresh flooding in Pakistan's southern
Sindh province put millions of people at
renewed risk of disease and widespread
malnutrition.

• Oxfam launched an immediate response to
provide aid to more than 2.4 million people.
• Oxfam has helped 70,000 people worst affected by
renewed flooding.

• Pakistan is one of the world’s most hazard-prone
countries, with each humanitarian crisis costing
lives and money and deepening the alarming
levels of poverty and malnutrition.
• Pakistan’s 2012 flood emergency left hundreds of
thousands of people needing help to meet their
basic needs, including clean water, food, shelter,
health and medical services, sanitation facilities,
and cash to buy other essentials.

• This joint-agency briefing shows how, although
most flood-affected people returned to their
communities after floodwaters finally receded,
many of them found their homes damaged or
destroyed.
• Many farming families missed the winter sowing
season because of prolonged flooding, depriving
them of their usual food and income sources.

authorities to build on recent progress and
accelerate efforts to prepare the country more
