The general objective of “Smart Green Europe” is to advance a smart inclusive society and a world-leading economy based on real
democracy, knowledge, innovation and future technologies and integrated sustainable development of regions and Member States, urban
and rural areas . As it is, Europe is so feeble and unsustainable that it might be dissolved as the Soviet Union, once Greece, “the
motherland of western civilization”, is to leave the Union.
To rebuild Europe, more than 2 trillion euros are at stakes now, one trillion and more as allocated for Europe 2020 and 1.1 trillion euros as
assigned for the Quantitative Easing Program of the Central Bank of Europe, which should be allocated to the “Smart Green Europe”
programs and projects.
Greece is proposed as a Smart Eco Europe Member State proving ground under the QE Program, as the intelligent liquidity operations pilot.

3. DISRUPTING THE WORLD: RESTORING A REAL GREEK
DEMOCRACY
Democracy originally means rule by the people, demos, ‘people’; kratos, ‘rule’, or the form of government where the
sovereignty resides in the people.
In a theory of government, in true Democracy, “the state should be controlled by the people, each sharing equally in privileges,
duties, and responsibilities, and each participating personally in the government, as in the city-states of ancient Greece”.
In practice, the powers, legislative and administrative, and control are vested in a small portion of the people, “elective
officers” or “public administration”, “the elite”, thus violating a true democracy, political, legal and social equality.
In fact, there are two polar types of democracy as the forms of government, or polity: real direct democracy, or true polity, and
false democracies, presented by representative democracy (republic) and liberal, constitutional democracy.
Applied to most forms of government, republics considered as giving more liberty and equality than kingdoms, empires, or
dictatorships.
Historically, Greek democracy has a small direct influence on the practice of modern states since the fall of the city-states.
Instead, most modern states are shaped by the ideas and institutions of medieval Europe, from European kings practices,
marked with the power-restraining concepts of divine, natural and customary law, added up with the concepts of natural rights
and political equality, social ideals and free enterprise appearing during the Enlightenment and Renaissance, American and
French political revolutions and the Industrial revolution.
The central institutions of such democratic governments became again representative parliaments, as supreme legislative
bodies, or national assemblies supposed to represent various estates.
As a result of loosing the Greek democracy, the present “democratic” world is a world of “the elite”, by “the elite” and for “the
elite”, in which the majority subsidizes the minority.
In 2013, the total global wealth amounted to $240.8 trillion. Share of wealth for the bottom half of the population was 0.71
percent, while the richest one percent had 46 percent (amounting to $110 trillion), while $18.5 trillion is held unrecorded and
offshore.
In 2014-2015, the extreme economic inequality, as well as social and political, is only increasing, making the world liable to
any crises and disruptions, of which a digital direct democracy disruption is the best scenario.

4. CREATING REAL DEMOCRACY, TRUE POLITY OR SMART
REPUBLIC: 3D INTELLIGENT GOVERNMENT
Basing on intelligent government solutions, smart digital platforms and innovative technologies, a Digitally Direct Democracy
(DDD), or 3D Government, is to replace the representational political systems, such as Social Democracy and Liberal
Democracy, the prevailing political system in the world.
The 3D Government is a “form of government in which the right to make political decisions is exercised directly by the whole
citizen body, acting under procedures of majority rules”, and open standards and smart services of the iGovernment
Technology Platform.
It is then to reduce most critical social risks and challenges, as political, economic, legal and social inequalities, coming from
lack of real democracy, replaced by its imitations, known as “representative democracy” or “liberal, constitutional democracy”,
largely shaped by the ideas and institutions of medieval Europe.
The 3D Government is making invalid plutocracy and bureaucracy, and a “representational democracy” division between a
“largely passive, uninvolved and often uninformed electorate” vs. “professional policymakers”, “a body of individuals, who
control and exercise control over political decision-making” to their own benefits and special group interests.
In all, the 3D Government is a system of sustainable and smart governance where creativity, innovation, intelligence, wisdom,
trust and integrity to rule, with valuable decision-making contributions of smart civil society and knowledgeable people, the
educated and technical experts, doctors, engineers, scientists, professionals and technologists, as well as politicians,
businessmen, and economists.
To create a true commonwealth society (republica), Europe needs to be digitally democratized, while its Member States
intelligently republicanized, with good governance based on the principles of
openness and participation,
accountability and effectiveness,
coherence and subsidiarity, where all citizens have all opportunities for social, economic, political, cultural and democratic
participation.

5. ELIMINATING BUREAUCRACY, CORRUPTION AND
POVERTY: I-EUROPE GOVERNMENT DIGITAL PLATFORM
Bureaucracy together with Incompetency and Corruption make three “deadly sins” of any government or public administration, the root
causes of social evils: Unemployment, Poverty, Decay, and Wars.
The most efficient weapons to combat the social evils are social innovations, disruptive technologies and intelligent governance systems.
The benefits of smart technology , digital platforms and mobile Internet connectivity are ranging from economic development, to
infrastructure upgrades to smart open governance to civic empowerment , thus creating efficient, effective and equitable socio-political
environments.
Basing on intelligent government solutions and smart technologies, the 4i-Government Digital Platform is innovated as enabling a Digitally
Direct Democracy (DDD) to replace representational political systems, such as Social Democracy and Liberal Democracy, the prevailing
political system in the world.
The i-Government Smart Digital Systems are to meet a top socio-political risk: “unresponsive, unaccountable, inefficient, and ineffective
bureaucracies seem impossible to change with the current tools in place, requiring a new approach, called citizen-centered reform
model”. The World Bank.
The European Union is selected as a future model of intelligent community government system of direct digital democracy. Currently, the
EU has a competitive disadvantage of one of the most “unresponsive, unaccountable, inefficient, and ineffective bureaucracies” at all
levels, European, national, urban and local, set by the former European presidents and their teams.
The EU Public Administration competes with the Russian Government, but the latter could be restructured since it inclines to finally
accept the Smart Eco Russia Strategy , with its projects financed under the National Sovereign Fund and Pension Fund.
Again, the Russians are secured by a special constitutional article to be responded within a month, be it the president or the prime-
minister or mayor of Moscow, while Europeans could be legally ignored without any feedback at all government levels.
If Europe is planning to prosper and thrive, there are must be structural and institutional changes, centralizing on real citizen
empowerment via intelligent digital infrastructures and smart citizens.
The I-Europe Government Digital System is an intelligent tool to provide openness and transparency and accountability, information and
knowledge, trust and integrity, responsibility and productivity.
It is thus designed to become an open smart government platform managing and coordinating all meaningful interactions among the
citizens, civil societies, political bodies and institutions, as national governments, the Commission, the Council, and the judiciary, as
national courts of justice or the European Court of Justice.

6. EUROPE: TO BE OR NOT TO BE
Europe has two choices : Prosperity or Poverty, depending on how deep the governmental evils ingrained in the government
body, and if it is able to adopt the Smart Green Europe as a strategic investment agenda as underpinning the adopted
'strategic agenda' of five priority areas for EU action, see A strategic agenda for the EU.
In 2013, as to Eurostat, 122.6 million people, or 24.5% of the population, in the EU were at risk of poverty or social exclusion
(AROPE), being in one of the following three conditions: at-risk-of-poverty after social transfers (income poverty), severely
materially deprived or living in households with very low work intensity.
That means, no individual’s income and flows of disposable income, no jobs, salaries and wages, no interest and dividend
payments from financial assets, no rents and net profits from businesses, no capital gains on real assets, but only taxes, direct
and indirect, property foreclosures, and, maybe, food banks assistance.
The 3D Government is a “form of government in which the right to make political decisions is exercised directly by the whole
citizen body, acting under procedures of majority rules”, and open standards and smart services of the iGovernment
Technology Platform.
As a DDD Open Government Platform, it gives the citizens and civil societies a decisive voice in defining the EU strategies,
policies, rules and regulations, and politically critical appointments: the President of the European Council, the President of the
European Commission, the President of the European Central Bank, virtually electing the MEPs according to a uniform
intelligent voting system.
The i-Europe Governance Platform is to monitor, manage and guide the Europe 2020 Strategy implementation, its 3 Priorities,
5 Objectives and 7 Flagships, from Innovation Union to European Platform against Poverty.
As the things go now, the Union’s Strategy 2020 is risking to follow the Lisbon Strategy due to maladministration and lack of
unifying comprehensive program and pan-European digital governance platform, with heavy irreversible consequences.
As it is, Europe is so feeble and unsustainable that it might be dissolved as the Soviet Union, once Greece, “the motherland of
the western civilization”, is to leave the Union.
As supplemented, one can find e-communication with the new president of the European Commission and the president of
the ECB regarding the Smart Green Europe Investment Program and the Pan-European i-Government Platform aiming to
rebuild Europe as a smart Direct Democracy Union of National Polities and True Republics.

The I-Europe Government Digital System is an open smart government platform coordinating productive
interactions among the citizens, civil societies, and political bodies and institutions and public

FROM E-COMMISSION TO I-COMMISSION
The EC accounts for strategic planning, policies, initiatives, priorities and objectives, regulations, directives,
decisions, organization and realization, its president appointed by the European Council, and elected by the
European Parliament.
As such, it is responsible to deliver the EU Strategy 2020 by managing the Multi-Annual Financial Framework,
MFF, which was broken down as in:

Administration System is to act as a smart communications platform to monitor and coordinate all the
activities of the EC, the President of the EC, Vice-Presidents and Commissioners.
A social-economic impact of a fully functioning i-Europe Governance Platform is enormous; for it could lift up
of poverty millions of European citizens by saving expenses to retain ineffective bureaucracies, raising the
standard of living and economic welfare of 122.6 million people trying to survive.

As a pilot, we selected the EU, for which the “Smart Green Europe” Investment Project has been outlined.
Its general objective is building a smart inclusive society and a world-leading economy based on knowledge, innovation and
future technologies and integrated sustainable urban and rural development.
It will directly support the implementation of the Europe 2020 strategy and other Union policies.
“Smart Green Europe” is designed as a Strategic Investment of European Significance in Urban, Rural and Natural

The Project is to combine all the key investment areas such as mobility, SME-support, green energy, resource and energy

SMART ASSETS BONDS AND INTELLIGENT LIQUIDITY OPERATIONS PILOTS

Dear President, Vice-President and Members of the Governing Council,
Considering that the disruptively creative innovative ideas have the most added values for a sustainable future, the “Smart
Green Europe” has been presented to the President of the European Commission as a Pan-European Investment Platform.
The Program is in line with the mission of the European Central Bank, of creating a sustainable euro area, with the credit flows
to the green and smart economy, thus avoiding a “bad bank”, price instability and high inflation scenario.
As smart euro solutions, it proposes the ECB’s Bond buying programme as the Smart Assets Purchase Programme, as well as
the intelligent liquidity operations pilots, see as attached:
A) EUR 1.1 trillion Smart Union Program brief; B) 10b Smart Assets Pilot in Europe; C) 1b Smart Assets Pilot in Cyprus.
The Program is to support the EC’s Political Guidelines and the strategic guidelines for the Union presented by the European
Council of 27 June 2014.
Besides, the Investment Program is meeting sustainable investment demands of such key stakeholders as the European
Engineering Industries Association and the IIGCC of pension funds, insurance companies, asset managers and specialist
infrastructure funds, having collectively about €10 trillion of assets under management.
We are looking for a partnership with the ECB and the Eurosystem to advance the “Smart Green Europe” as a strategic project
of European significance under the European Fund of Strategic Investments and/or the European Projects of Common Interest.
The Project is planning to develop i-Europe Governance Platform which might have as its core element the Smart Eurosystem
Digital System facilitating the “organisational principles for the Eurosystem and the Single Supervisory Mechanism”.
The Proposal Received by 03/26/2015 . REACTION IS STILL PENDING REGARDLESS THE CRITICAL SIGNIFICANCE OF THE
MATTER FOR FUTURE EURO AREA, THE SUSTAINABLE PRICE STABILITY IN THE EUROZONE.

Dear Prime-Minister,
We invite the national government of Greece to participate in the Nation’s Challenge to the Post-2015 Global Development
Agenda under the Smart Nations Global Initiative of the Smart Green Europe Investment Plan.
Given the current socio-economic situation, the Smart Green Land/Nation Growth Strategy is the most viable solutions for
sustainable recovery. Greece is proposed as a Smart Eco Europe Member State proving ground under the QE Program, as the
intelligent liquidity operations pilot of the European Central Bank.
The “Eco Smart Greece” is also well fitting the key part of your Party Program to make a valuable contribution in the Chinese
President Initiative of building the 21st Century Silk Road Economic Belt and the Maritime Silk Road.
The Smart Nation Investment Strategy is to deliver the social and economic growth by advancing sustainable construction,
green roads, intelligent energy, business innovation, smart commerce, intelligent industry and sustainable tourism
infrastructures and cutting-edge facilities, initiating the Innovation Eco Corridor of smart cities, green communities and eco
developments.
Its strategic business model is a PPP network of the government, innovative business groups, state utilities, municipalities and
communities, academia and research institutions, with active citizen engagement and involvement.
As the initiator of the Smart Nations Global Initiative, the SEC “X” Consortium has a strategic leadership in creating the Smart
Territories of the Future: Sustainable States, Intelligent Cities, Green Communities, and Eco-Sustainable Developments.
Upon the government decision, the Overall Intelligent Growth Strategy and Implementation Plan of Sustainable and Smart
Inclusive Greece could be developed within 6 months.
Smart Nation Greece could serve globally as an socio-economic and political paradigm of smart, direct democracy “controlled
by the people, each sharing equally in privileges, duties, and responsibilities, and each participating personally in the
government, as in the city-states of ancient Greece”.
