There are 185 nations which signed it.

The principal purpose of the Warsaw Convention was to determine the liability of air carriers in the case of an accident, both in regards to passengers and also baggage and cargo. In particular, the Warsaw Convention mandates carriers to issue passenger tickets.

CHICAGO CONVENTION: CHICAGO CONVENTION It was formed in Chicago, Illinois, on 7 December 1944. 54 nations met at Chicago from November 1 to December 7, 1944, to "make arrangements for the immediate establishment of provisional world air routes and services“. The document was signed on December7, 1944 in Chicago, Illinois, by 52 signatory states. And went into effect on April 4, 1947, the same date that ICAO came into being.
