To understand the matters, the following background is helpful. The San Francisco Superior Court is organized into Departments. The high visibility Housing Court deals with every case relating to any real estate matter. This can include eviction, foreclosure actions, disputes between lenders and owners to name a few. Since May 2019, the Department has been overseen by Judge Charles F. Haines – who has been a judge since 2001. It is not clear how the judges get placed in a given department, but we must assume they must – like in any other job, have some experience. It is our position that Judge Charles F. Haines is corrupt because he does not follow the law. It is not our role to determine why, whether bias, overwork, lack of training or otherwise.

2. If he is permitted to not follow the law,
justice suffers as he in effect runs his
own monarchy. To give an example,
before a tenant can be evicted, there
are legal procedures that any
landlord must follow. The first thing is
that they owner must issue a 3-Day
Notice which must comply with strict
requirements of law. Then, they must
wait for the 3-Day period to expire;
and then file an Eviction Action.
Judge Haines has operated
Department 501 in most egregious
and corrupt manner.

4. Despite overseeing numerous
eviction cases, in October 2019,
Judge Charles F. Haines signed
an order to evict my sister,
Christina, from our own
building at 71 Hill Street, San
Francisco where she resided as
an owner and not a tenant.

In our case, Judge Haines used his power to abusively sign an order asking to evict
my sister without ANY single procedure that would be given to any San Francisco
tenant (which would start with a 3 3-Day Notice and followed by trial).
Furthermore, the Order was to be enforced on Christmas Eve – December 24th,
2019. He even refused to provide a holiday accommodation despite the illegality of
his Order. Fortunately, the San Francisco Sheriff, upon learning that there was a 4-
month-old occupant, refused to enforce the Order during the holidays.
