2. เอกสารเปิดสาธารณะ (Open access-OA)
• เป็นแนวคิดเปิดเป็นสาธารณะ เข้าถึงได้อย่างเสรี
• ไม่จากัดสิทธิในการใช้ โดยอนุญาตให้ผู้ใช้สามารถกระทาการ
เชื่อมโยง คัดลอก ถ่ายโอนไปใช้ ทาการแจกจ่าย การทาสาเนา
ทาการดัดแปลง และนาไปใช้เพื่อการค้า ได้โดยไม่ต้องขอ
อนุญาต
• OA จะเน้นบทความวิจัย/วิชาการในรูปแบบดิจิทัลที่ให้บริการ
บนอินเตอร์เน็ต
• ปัจจุบัน ครอบคลุม วิทยานิพนธ์ เอกสารการประชุม เอกสาร
การสอน รายงาน สิ่งพิมพ์รัฐบาล
สื่อโสตทัศนวัสดุ เช่น วิดโอ เพลง ภาพ

3. เอกสารเปิดสาธารณะ (Open access-OA)
• OA จะไม่หมายรวมถึง นวนิยาย บทความในนิตยสาร รวมถึง
เว็บไซต์ เช่น wikis, blogs ที่เปิดให้เข้าดูได้ เพราะมีรูปแบบที่
เปิดเนื้อหาให้อ่านได้เป็นสาธารณะ แต่ผู้จัดทาจะยังคงความ
เป็นเจ้าของเนื้อหาที่ไม่อนุญาตให้นาไปใช้ ยกเว้นมีการแจ้งว่า
เป็น OA
• แนวคิดเริ่มเกิดในประเทศสหรัฐอเมริกา จากกลุ่มนักวิชาการ
สายวิทยาศาสตร์ธรรมชาติ(Natural sciences)

8. Free Documentation Licenses
• GNU Free Documentation License - GFDL
– This is a license intended for use on copylefted free

• จัดให้มีความช่วยเหลือในการนาเข้าเอกสาร ทั้งการจัดทาวารสาร
เปิดและคลังจัดเก็บเอกสารแบบเปิด
• ควรจัดทาวารสารเปิด
• พยายามบอกเลิกรับเป็นสมาชิกฐานข้อมูลที่มีราคาแพงในกรณีมร
คลังเกสาร หรือ เอกสารเปิดในสาขาวิชานั้นๆ และทาการ
ประชาสัมพันธ์เหตุผลในการเลิกบอกรับ

• ทาการประชาสัมพันธ์เกี่ยวกับเอกสารเปิด และการจัดทาเอกสาร
