WordPress.com users cannot use plugins.They do however have the most popular plugin functionalities added to their websites.They can also request plugin functionality be added to WordPress.com. Find out more here: http://en.support.wordpress.com/plugins/ WordPress.org users, also known as self- hosted WordPress have access to any plugin they can install and will find a plugin tab in their administrative interface. Go to Plugin > Add New From there you can either search for a plugin within the WordPress plugin repository, or you can click Upload to download a plugin you have downloaded from an external website.
