THE ‘GOVERNMENT OF INDIA’, WHICH
FORMULATES INDIA’S FIVE YEAR PLANS,
AMONG OTHER FUNCTIONS.
THE EX-OFFICIO CHAIRMAN IS ALWAYS THE
PRIME MINISTER OF INDIA.
THE COMMISSION HAS ALSO A NOMINATED
DEPUTY CHAIRMAN,WHO IS GIVEN THE RANK
OF A FULL CABINET MINISTER.

13. 1ST PLAN (1951-56) 2nd PLAN (1956-61)
Based on Herold-domar
model.
The aim was to start process
of balanced development of
economy.
Agriculture was on top
priority.
This plan was successful due
to achievement of 3.6%growth
rate.
There was a increase of 18%
national and 11% per capita
income.
Based on P.C Mahalanobis
model.
The aim was rapid
industrialisation with
particular emphasis on basic
and heavy industries.
Industries &minerals were on
top priority.
This plan was also successful
due to achievement of 4.1%
growth rate.
Transport & communication
were 2nd priority of this plan.
THE 1ST AND 2ND FIVE YEAR PLAN
14. 3RD PLAN(1961-66) 4th PLAN(1969-74)
This plan is also called
“GADGIL YOJNA”.
The aim was to make the
economy independent.
The top priority were
agriculture & industries
both.
This plan couldn’t
achieve its aim due to
Indo-China and Indo-
Pakistan war.
This plan was based on
A.rudra & A.S.Manney mod
The aim was ‘growth with
stability’& ‘garibi hatao’.
The top priority was
‘Establishment of socialist
order’.
This plan also couldn’t
achieve its aim due to
adversity of climate &
refugees of Bangladesh.
THE 3RD AND 4TH FIVE YEAR PLAN
15. 5TH PLAN (1974-79) 6TH PLAN (1980-85)
This Plan was also called
“Investment model of
Planning Commission”.
The aim of this plan were
poverty eradication and
attainment of self reliance.
The top priority were
agriculture, industry &
mines.
This plan was generally
successful.
This Plan was based on
“Investment Yojana” &
Infrastructural Changing.
The basic aim of this plan was
removal of Poverty.
The top priority were
improving the quality of
poorest through the M.N.P
(minimum needs program)
This plan was very successful
due to more achievement of
growth rate.
THE 5TH & 6TH FIVE YEAR PLAN
16. 7TH PLAN (1985-90) 8TH PLAN (1992-97)
This plan was prepared by
Pranab Mukherjee.
The aim of this plan was to
increase production in all
sectors & to generate
employment.
Top priority were rise of
private sectors.
Employment programs like
Jawahar Rojgar Yojana
were started.
This Plan was also very
successful due to higher
GDP.
Based on J W Miller model.
At this time our country were
facing a severe economic crisis
like rising debt burden,budget
deficit, mounting inflation and
recession.
The utmost priority was given
to Employment, Education &
Public health.
This plan was also called Plan
of economic reforms.
This plan was also successful
due to 6.8% GDP against of
5.6%.
THE 7TH & 8TH FIVE YEAR PLAN
17. 9TH PLAN(1997-02) 10TH PLAN(2002-07)
It was created by Planning
Commission.
This plan was launched in
the 50th yr of Independence.
The focus of this plan was
“Growth with Social justice
& equity”.
The priority were
agriculture & rural
development.
This plan was a failure due
to recession in International
Economy.
It was also created by
Planning Commission.
The aim of this plan was to
eradicate poverty &
unemployment & to double
the per capita income.
This plan could not achieve
its target but has taken the
economy to a higher
trajectory of GDP 7.6% as
against 5.5% in the 9th plan.
THE 9TH & 10TH FIVE YEAR PLAN
18. 11TH PLAN (2007-12) 12TH PLAN (2O12-17)
This plan was prepared by
C. Rangrajan.
The NDC endorsed the
11th plan document.
The main objective were
income & poverty,
education, health, women
& children, Infrastructure
& environment.
It was almost a successful
plan.
It is prepared by planning
comission
GOI has decided the
growth rate 8.2% but NDC
approved 8% growth rate.
The govt. intends to
reduce poverty by 10 %
during the 12th five year
plan.
Lets see how succesful this
plan would be.
THE 11TH & 12TH FIVE YEAR PLAN
19. CONCLUSION
Planning Commission helps in mobilising and allocating
the resources in desired manner.
Objective of Planning Commission are:-
Reduce inequality
Economic growth
Balanced regional growth
Modernisation
Each five year plan aims at achieving certain target.
Five year plans constitute the steps towards the
fulfillment of objectives of Planning Commission.
