In 1949, Mao Zedong established the People’s Republic of China with himself as the ruler. Mao’s influence on China can hardly be overstated; under his dictatorial leadership, China underwent significant social, cultural, and economic change. Mao’s “Little Red Book” of communist thought and ideology was, and still is, required reading throughout China. His modernization programs quickly industrialized the country, but the Cultural Revolution decimated professional classes and easily set China back. Following his death, the Communist Party of China instituted a term limit for presidents at two five-year terms in order to limit the type of power Mao had acquired. While Chinese presidents remain quite powerful, perhaps even authoritarian, politicians since Mao have abided by these rules. However, in March 2018, China’s National People’s Congress agreed to abolish term limits on China’s president, which had been in place since Mao Zedong in order to allow its current president, Xi Jinping, to hold power for many years to come. In addition to his position as president, Xi also holds the positions of general secretary of the Chinese Communist Party’s Central Committee and chairman of the Central Military Commission. While many in the West had hoped that economic reforms in China, allowing for some capitalist practices, would eventually lead the country to a democratic future, Xi’s consolidation of power for the foreseeable time means that nothing like democratic principles appear to be at work. The challenge, then, for political scientists, is to understand the complex politics of a country as large and as complicated as China. With its long historical traditions and blending of communism and capitalism, it is a country that the West often misunderstands. Comparative politics is the study of countries and politics around the world; comparativists examine the same thing political scientists do in American politics but do it in an international manner. They study institutions, political parties, public opinion, and voting all around the world. Some will compare patterns in one country to patterns in another or study the politics of an entire region. The name comparative politics also applies to another aspect of study: the methodology used. Different starting points, similar processes and different outcomes can be identified when comparing East Central Europe and East and South Asia. The two regions face similar global challenges, follow regional patterns of democratization and face crises. In communist times, East Central Europe was economically marginalized in the world economy, while some parts of Asia integrated well in the global economy under authoritarian rule. Europeanization and a favorable external environment encouraged the former communist countries to opt for the Western-style rule of law and democracy. Different external factors helped the Third Wave democracies in Asia, especially South Korea and Taiwan, which benefited from the support of the United States and other global economic, military and cultural partnerships to develop their human rights culture and democracy while facing their totalitarian counterparts, namely the People’s Republic of China and North Korea. The very different positions Taiwan and Hungary have in their respective regions follow from the different capacities of their transformation management since 1988–1989. Taiwan preserved its leading role and stable democracy despite the threat to its sovereignty from the People’s Republic of China. Hungary never had such an influential and problematic neighbor and was ensured security and welfare partnership by the European Union, which Taiwan lacked. While Taiwan was less secure, economic and social conditions were more favorable for democratization than those in Hungary. Hungary, in turn, held a leading position in democratization processes in the period of post-communist transition which was lost during the crisis and conflicts of the last decade (after 2006 and especially since 2010). Despite the fact that liberalization prepared the way for peaceful transition in both countries and resulted in similar processes of democratic consolidation in the 1990s, Hungary joined the ‘loser’ group in its region, whereas Taiwan is among the top ‘winning’ countries in its region. Taiwan at the moment is starting comprehensive reform processes toward enhanced democracy, civil rights and the rule of law, and Hungarian development is criticized by many external and internal analysts as straying from the path of European-style consolidated democracies towards illiberal trends and hybridization. Western global concepts of democratization may help to identify similarities and differences, and compare stronger and weaker factors in the democratic transitions in Asia and Europe within the Third Wave democracies.

This ideal of democratic citizenship dates back to the ancient Greek city-states, which were small enough to permit direct democracy (self-representation of enfranchised adults through public assemblies and plebiscites). Political socialization is the process whereby citizens develop the values, attitudes, beliefs, and opinions that enable them to relate to and function within the political system. Specific influences on the developing citizen include the family, religion, public education, the mass media, the law, peer groups, and key political values. Political socialization is of paramount importance; if a nation fails to socialize its citizenry on a large-scale basis, its political stability can be endangered. Summary of chapter 6 Totalitarian states attempt to realize a utopian vision and create a new political order. Like authoritarian states, totalitarian states are nondemocratic. Yet these two regime types differ in several important respects. In particular, totalitarian regimes seek total control over all aspects of their citizens’ lives and demand active participation, rather than passive acquiescence, on the part of the citizenry. The three major totalitarian states of the past century—Soviet Russia, Nazi Germany, and Maoist China—appear to have gone through several distinct stages of development. The first stage coincides with a period of violent revolution. The five major elements necessary for a successful revolution are charismatic leadership, ideology, organization, propaganda, and violence. During the second stage, power in the hands of the totalitarian ruler is consolidated, opposition parties are eliminated, the party faithful are put in charge, and real or imagined rivals within the party are killed. The third stage attempts to bring about the total transformation of society. In the Soviet Union, Stalin launched this effort in 1928 with the first Five-Year Plan. In Nazi Germany, Hitler’s goal of “racial purification” provided the rationale for a totalitarian drive that culminated in World War II and the Holocaust. In Maoist China, the first attempt to transform Chinese society, the Great Leap Forward, failed miserably in the late 1950s and was followed by the Cultural Revolution of the 1960s. The human costs of totalitarianism have been staggering. Actual numbers cannot be verified, but even the roughest estimates suggest the totalitarian experiments of the twentieth century brought death or appalling hardship to many millions of people. The Greek Sovereign Debt Crisis When the euro was established, some critics worried that free-spending countries in the euro zone (such as Italy and Greece) might borrow excessively, running up large public- sector deficits that they could not finance. This would then rock the value of the euro, requiring their more sober brethren, such as Germany or France, to step in and bail out the profligate nation. In 2010, this worry became a reality as a financial crisis in Greece hit the value of the euro. The financial crisis had its roots in a decade of free spending by the Greek government, which ran up a high level of debt to finance extensive spending in the public sector. Much of the spending increase could be characterized as an attempt by the government to buy off powerful interest groups in Greek society, from teachers and farmers to public-sector employees, rewarding them with high pay and extensive benefits. To make matters worse, the government misled the international community about the level of its indebtedness. In October 2009, a new government took power and quickly announced that the 2009 public-sector deficit, which had been projected to be around 5 percent, would actually be 12.7 percent. The previous government had apparently been cooking the books. This shattered any faith that international investors might have had in the Greek economy. Interest rates on Greek government debt quickly surged to 7.1 percent, about 4 percentage points higher than the rate on German bonds. Two of the three international rating agencies also cut their ratings on Greek bonds and warned that further downgrades were likely. The main concern now was that the Greek government might not be able to refinance some 20 billion of debt that would mature in April or May 2010. A further concern was that the Greek government might lack the political willpower to make the large cuts in public spending necessary to bring down the deficit and restore investor confidence. The Chilean Mine Disaster: A Case Study On August 5, 2010, 33 Chilean miners drilling for copper and gold almost a half mile beneath the surface were trapped by a massive cave-in. Within hours of the accident, the miners found one another, all alive and unharmed, and began to organize for what was sure to be a long stay underground and for a possible rescue attempt. For the next 17 days, the miners were cut off completely from the outside world, living in what they called their "refuge" and carefully monitoring food, water, and sanitation. Though the miners rarely talked about those first days (once they were finally removed from the cavern), some divulged that there were serious meltdowns among some of the younger members and strong hints of friction in the beginning stages of the disaster - as you might imagine. Then a drill operator on the surface felt some vibrations, a drill came back up with red paint, and another came up with a note, saying, "We are fine in the refuge - the 33." With that, hope of rescue was ignited beneath the ground while the rescue effort above became even more focused. The country's president promised to use all available resources to extract the miners. While the intensity of the rescue effort above ground was difficult and stressful, the courage and skill of the miners in managing their situation became legendary to people around the world. Health officials were initially concerned about the emotional state of several of the miners, but the miners developed their own team or "society," including roles to care for their fellow captives. Some were assigned to make a space for exercise; others were assigned to make a plan for allocating resources. The shift leader, Luis Urzua, 54, became the leader of the group, acting through democratic processes on major decisions but also bringing order to the group through his calm and unflustered manner. Another miner commented, "We had a boss who every day said we must stay strong." It was he who also insisted that everyone wait to eat until all had been served through the tiny shaft that first connected the miners with the surface. Another veteran of the mines, 65-year-old Mario Gomez, became the spiritual leader of the group, urging prayers and helping to counsel members of the group who were most susceptible to distress. (In this, he often communicated with a group of psychologists on the surface). Finally, Yonny Barrios, 50, who took a 6-month nursing course many years ago, became the group's medical "doctor," administering shots and vaccinations, as well as dispensing medicines sent from the surface.
