1. Territorial development requires a long-term comprehensive territorial project spanning 5-15 years, not just short-term projects. This project must come from the territory itself.
2. Effective territorial management must address both day-to-day management and long-term strategic planning to transform the territory, despite changes in local government. It must also secure commitment from stakeholders.
3. A long-term territorial vision is needed that is unique, shared, and agreed upon for the territory. This vision can be developed through a collaborative process involving stakeholders starting with a blank slate, leveraging local intelligence, and using participatory methodology.

What are we calling development?
• Boosting a city or region takes more than 3 o 4 projects,
more than 3 to 4 years.
• Development is transforming the city in a completely
new one with new hopes, new commitments, new social
dynamics and new energies and strengths
• For this we need a comprehensive territorial project to
be deployed along, 5, 10 or 15 years.
• This project may only come up from the territory itself.

Let's translate to territorial development:
• With strategy alone (i.e. long-term vision), you will last
longer to get success, but
• With tactics alone (SDGs) you will go straight to failure in
developing your city.

So, what role for each tool?
To reach local development we need a Strategic Plan
built up from two parts:
• A Territorial Long-Term Vision +
• A working program for each SDG, taking the
Long-Term Vision Plan as a guideline

In order to do this, we are using 4 methodological tips:

• so, we'll find new unique options for our territory and

4. By means of an adhoc participatory
methodology
We'll need to combine:
• Local talent, to put in the best ideas
• And a global participation
And doing so we'll get:
1.The best possible project for the city and
2. local stakeholders and citizens actively engaged

How this process would look?
1. A group of 40 citizens will define the Local Long-Term Plan
(10 to 15 pages) in 3 days
2. An open participatory process spreads and improves the
Plan as well as getting stakeholders and citizens engaged
3. A mixed governance structure, in charge of driving the
Strategic Plan implementation, is then created, including
all relevant stakeholders in it.
4. Every required SDGs plans will be, then, defined (or revised)
taking the Long-Term Plan as the starting point

The result will be a Long-Term Plan ...
...providing a strategic frame for the territory
...which all local stakeholders aligned with and
commited to it
...encouraging synergies between stakeholders
...with a mixed governance organization
...which will boost territorial potential...
...and its impact abroad!
...and moreover, this Plan will stay as a working guide for
future local authorities
