2. SUMMARY
 City & TX Department of Transportation (TxDOT) to
apply for funding from TxDOT’s 2023
Transportation Alternatives (TA) Set-Aside Call for
Projects
 Funding request for $5M to $25M to support
roadway & stormwater improvements for Lower
Broadway project
 City requesting TxDOT to serve as application
sponsor for project on TxDOT ROW

3. BACKGROUND
 TxDOT’s 2023 TA Project Call (TA Program) includes
$250M to fund bicycle and pedestrian infrastructure &
planning
 Award for large scale active transportation infrastructure
projects - $5M to $25M
 Timeline
 January 27th – preliminary application due (COMPLETED)
 June 5th – detailed application (Phase 2) due
 Requires Resolution of Support from local governing body
 October 2023 – funding awarded

4. BACKGROUND
 TA program application for Lower Broadway road &
stormwater improvement project (State Loop 368 Project)
 Broadway, between Austin Hwy & Burr Rd
 Project on TxDOT-owned ROW to improve
 Roadway
 Shared use path
 Traffic signals
 Underground storm
water system
 City-owned water & sewer
 Landscaping
 LID features
 Overhead utilities burial
(potentially)
 No reduction in number of travel
lanes

5. LOWER BROADWAY PROJECT
 Staff regularly meeting with TxDOT regarding
project design & plans since August 2022
 Project area developed, owned & maintained by
TxDOT
 Overseeing all details regarding SL 368 Project

6. RESOLUTION
 City requesting TxDOT serve as sponsor for TA
program application
 City supports application for TA funding of SL
368 Project & commits to project
 Resolution of Support requirement of application

7. POLICY ANALYSIS
 Applying for TA Program funding consistent
with City’s intent to explore funding options to
support roadway & stormwater project
 Project will help address flooding issues &
provides multi-modal enhancements

9. FISCAL IMPACT
 Resolution authorizes support for TxDOT’s 2023
TA Program application for amount of $5M to
$25M
 Federal reimbursement program – if awarded, eligible
expenses to be paid by project sponsors (City & TxDOT), then
reimbursed
 If awarded, agreement to be developed with City’s financial
services providers to obtain initial funding, to be reimbursed
