3. 1- The ENPI Programme at a glance
• Through its European Neighbourhood Policy (ENP), the EU works with
its southern and eastern neighbours to achieve the closest possible
political association and the greatest possible degree of economic
integration.
• Enlargements in 2004 and 2007 pushed the EU’s borders further east
and south, raising the question of how the EU should handle relations
with its new neighbours. So the EU developed a new European ENP
governing relations with its neighbours to the east (Armenia,
Azerbaijan, Belarus, Georgia, Moldova and Ukraine), and to the south
(Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, the occupied
Palestinian territory, Syria and Tunisia).
4. 1- The ENPI Programme at a glance
• Since 1995, the southern Mediterranean countries have been linked to
the European Union through political, economic and diplomatic ties
known as the ‘Barcelona process’, later re-named the Euro-
Mediterranean Partnership. At a summit meeting in Paris in July 2008,
this partnership was relaunched as the Union for the Mediterranean,
bringing together the 27 member states of the European Union and 16
partner countries across the southern Mediterranean and the Middle
East. The EU’s financial assistance to both groups of countries is
managed by the European Neighbourhood and Partnership Instrument
(ENPI).

General objective: to promote the sustainable and harmonious cooperation
process at the Mediterranean Basin level by dealing with the common
challenges and enhancing its endogenous potential.
Budget: € 200 million (€ 183 million for projects funding).
Joint Managing Authority: Autonomous Region of Sardinia
(Italy).
Partnership as main driver: projects to be presented by at least three
different organisations representing one EU country and one Partner
country.

Specific objective of the project
Transfer know-how and technical competences regarding the solar
energy innovative field to the target groups (designers, private sector
(PV sector SMEs) and to the final beneficiaries (citizens, local
administrators).

A TSC of 14 experts will provide some guidelines for the pilot projects (on new solar PV
technologies and architectonic integration of solar plants in existing buildings and new
ones)and guidelines for the training paths.

WP7: Pilot Projects
5 Solar PV plants will be installed in 5 out 6 regions involved. Public buildings will be
selected in order to test different technologies and innovative architectural integration
solutions.

• 5 Pilot projects
• 85 kWp(kiloWattPicco) of PV panels installed (of about 17 kWpper plant).
