MUMBAI: Even as the rains are expected to hit the city around June 6,
only 30% of the desilting work at Mithi river's crucial 17.8km stretch and
50% desilting of all major nullahs has been completed in the name of the
city's monsoon-preparedness. Corporators monitoring the desilting work are
skeptical whether the civic body will meet its June 6 deadline.
According to the storm water drain (SWD) department data, a total of
328km and 7.4 lakh cubic metre silt should be removed. Till date, though,
desilting of only 160km of nullahs is complete and 3.9 lakh cubic metre silt
has been removed. The BMC should complete 70% desilting before mon-
soon, 20% during the season and 10% after the rains. "How does one esti-
mate how much silt has been removed? If you visit major nullahs, you will
see that no desilting work has been done. There is no logic in calculating
percentage. It needs urgent attention and I request the mayor to hold an
urgent meeting tomorrow. There will be floods, at least in my ward in
Mankhurd," said Rais Shaikh, corporator and Samajwadi Party leader.
BJP corporator Manoj Kotak added the question of completing 50%
desilting work of major nullahs does not arise as the BMC started its work

Only floating material and a part of the nullah's silt has been removed. We
are keeping an eye on the work and we will tell the officials to complete it
by around June 5. They can meet the deadline only if they pick up pace."
L S Vhatkar, chief engineer, storm water drains, said, "We started
desilting at the Mithi on May 10 and 30% of the work is complete. We aim
to complete it by June 10." The BMC also plans to install dustbins along
nullahs around 400 spots in the city. "We noticed one metre width of silt and
garbage in nullahs where slums co-existed." The cleaning of nullahs is de-
layed despite the use of a robotic multi-purpose excavator and the recently
procured recycling jetting machines. "The robot removed 2km silt from
Mithi and 1.5km silt from Dharavi nullah. The recycling jetting machine
removes 80 cubic metre (eight trucks) of silt every day. It can go to 30-foot
depth and in an eight-hour shift, clean up to 10 manholes and drains up to
200 metres in length. This is useful as labourers can't enter five-foot drain
chambers. So far, 100km drains and chambers have been desilted in the
island city."

Editorial
The BJP seems to have transformed from
the principal Opposition party to the party of
perennial protest. For weeks now, as it held
up Parliament, its grouse was that the UPA
government was not showing railway minister
Pawan Kumar Bansal and law minister
Ashwani Kumar the door. It has done so now,
though somewhat belatedly. Now, the BJP
has upped the ante and wants nothing less
than the prime minister's resignation, to add
to the long list of people whose departure
from government it has sought in the past. It
now says it will launch a jail bharo andolan
across the country, something which would
be more in keeping with the mercurial
Trinamool Congress chief Mamata Banerjee
than the main Opposition party.
Unkind though this may be, many might
think that these theatrics are a ploy to cover
up for the fact that the BJP does not have
any real agenda of its own or indeed any ideas
to counter the government's schemes which
it does not approve of. It also plans to use
the andolan to explain to the people why it
did not let Parliament function. It should not
be too surprised if it finds that its
explanations have few takers. The BJP
leadership owes it to the people to ensure
that the party functions in a constructive
manner even when it acts as a check on the
government. The UPA has time and again said
that it would like the BJP and its allies to
debate contentious issues in Parliament. But
the latter has taken the easy way out and
blocked the functioning of the House.
The BJP may think that by tripping up the
government, it will win accolades from the
people. It could not be more off the mark.
They have been voted to Parliament to make
policies and laws, not to be a burden on the
exchequer and indulge in street corner
politics. There is no doubt that the
government has erred on many counts. But
by wasting taxpayers' money by creating a
policy gridlock, the Opposition is doing a
great disservice to the people who have voted
for it. By constantly indulging in the politics
of obstruction, the Opposition is highlighting
its poverty of ideas and imagination. It should
put aside its counterproductive histrionics and
come up with a proper counter to the
government's policies, if it can. By behaving
in the manner it is doing now, it is allowing
the government to get away with a lot more
than it should. The Opposition is the
government-in-waiting. But at the rate it is
going now, it looks like it will be waiting for a
mighty long time before it gets anywhere near
the corridors of power.

been taken hostage by the insurgents, a police
official in the know of the combing operations
said.

Nawazuddin Siddiqui is not new to Cannes.After
all, he has been there and done that last year as well.
Full of enthusiasm of a first-timer, speaking from
Cannes, the actor can’t contain his excitement at hav-
ing three of his films getting screened at the French
Riviera this year. “To be up there with the world’s
best is a high in itself,” says the actor, who
swears by his new black suit that he packed
for the event. An excerpt:
Tell us about your Cannes expe-
rience this year?
Very good. Three of my films,
Bombay Talkies, Monsoon Shootout
and The Lunchbox are being show-
cased here. What more can an actor
ask for? The Lunchbox has won the
Critics Week Viewers ChoiceAward and
Monsoon Shootout also got a good recep-
tion. It means a lot for the entire team.
You brought in your 39th birthday
at Cannes. How did you party?
Till date, I have never had a birthday
party. The midnight screening of my film
Monsoon Shootout took place at the
Grand Lumiere hall, Palais Cannes on
May 18 and we left the hall post 12 am.
Around 1 am, a lady came up to me and
requested for a photograph. We clicked
a picture together and she told me that
it was her birthday today (May 19). I
wished her saying that co-incidentally
it was my birthday too. My film’s team
and others around heard it and then
sang Happy Birthday right there. It
was a very nice feeling.
Did you spend time deciding
on your wardrobe for the event?
I directly rushed to Cannes from
Kolkata where I was busy shooting
for Buddhadeb Dasgupta’s upcom-
ing film. I did not find any time to pay
much attention to my clothes. My black
suit saved the day as it suits most occasions.
In any case, it was a new one and I just packed
it for Cannes so my problem was solved. I take
five minutes to get ready, a bath included. However,
A long vacation will have to wait: Kareena
I don’t think anything has changed. If you are in love and you are happy, then that’s all that matters. We have
been very busy of late, so finding time is bit of an issue. Our idea of couple time includes catching a film together,
a quiet dinner or an impromptu vacation.
At the moment we are both tied up with our respective shoots so no plans as yet. Whenever we do plan to go
anywhere, it will be someplace with cool weather. Both of us love Europe and the mountains. But I guess a long
vacation will have to wait. Currently I am shooting in Bhopal and its 43 degrees here! But I ensure I keep myself
hydrated at all times, as it’s the best way to beat the heat!

I found Nicole Kidman hot. I have always found her beau-
tiful and seeing her from close quarters was quite special.
Which was your best experience on the red car-
pet?
It had to be the one forAmit Kumar’s film. It was raining
when we walked the red carpet and it fitted perfectly with
the theme and mood of the film. We could not have asked
for more.

Tendulkar, who retired from ODIs in December last year, missed
Sunday's final against two-time champions Chennai Super Kings
due to an injury on his left wrist he picked up while batting against
Sunrisers Hyderabad May 13.
"This is my last IPL. I had taken the decision before the start of
the tournament," said the 40-year-old Tendulkar in a matter of fact
way as the TV interviewer was taken aback.
"I have waited 21 years to win the first World Cup and six years
for the IPL. It has been a great and memorable journey with the
team," said Tendulkar, who got a grand send-off as he was lifted by
his team mates before the customary victory lap.
"We have to be realistic about it. I've played six seasons with the
Mumbai Indians and I have completely enjoyed it. This was the best
season for Mumbai Indians. Before this, 2010 was the best season,"
he said. Soon after, his teammates clamoured to get him in the centre
while posing for group photographs.
"This is the perfect time to say thank you to my supporters and
well-wishers. I cannot wait to lift the trophy," said the little master.
Tendulkar scored 2,334 runs averaging 34.83 in 78 IPL matches.
He has a strike rate of 119.81 and struck one century and 13 fifties.
"I think this is the right time to stop playing the IPL. I am 40. Got
to accept it. I had decided this was my last season."
Friday night, another Indian great Dravid had announced his
retirement from the IPL after his side Rajasthan Royals went down to

by Delhi Police looking for
"fixers" alleged to be conduits
of three more cricketers while
six others apprehended on the
charge of betting in Chennai,
Mumbai and Chennai during
IPL matches. Two bookies
held in Mumbai were allegedly
in telephonic contact with
their counterparts in Pakistan
for accepting bets. The spe-
cial cell Delhi Police, on the
look out for some bookies af-
ter registering a case, had
tipped off the Goa Police about
the presence a few people in
its area, police said. After
monitoring a casino where the
bets for IPL matches were be-
ing put, the police teams drew
a blank till Goa Police appre-
hended six bookies from a
rented accommodation at
Candolim, about nine
kilometres away from Panaji.
Over two dozen mobile
phones, laptops, iPads and
huge amount of cash was re-
covered from the arrested
bookies. Efforts are on to nab
three people who allegedly
used to "fix" deals on behalf
of the three cricketers other
than those arrested by Delhi
Police. The three people, who
are being referred as "fixers"
by the Delhi Police, are from
Nagpur and Jaipur and their
names cropped up during the
interrogation of Mohammed
Yahya, a bookie arrested by
Delhi Police from Hyderabad
airport when he was trying
to flee the country. In
Chennai, an accused in the
IPL betting case Sanjay
Kumar Bafna, against whom
a lookout notice had been
issued by police, was ar-
rested. Meanwhile, a
Chennai hotelier, who alleg-

be issued summons to ap-
pear before the Mumbai
crime branch probing the
racket, police said.
"Vikram Agarwal, a hote-
lier, who was handling
Chennai operations of the
betting syndicate, and a cru-
cial link between Meiyappan
and Vindu, will be issued sum-
mons asking him to appear be-
fore us," joint commissioner
(crime) Himanshu Roy told re-
porters.
Roy claimed, Agarwal,
owner of Radisson Blu hotel,
was also a "key link" between
the betting syndicate and
Bollywood celebrities. He,
however, did not divulge the
names of tinsel town person-
alities who were in touch with
Agarwal. The crime branch
chief said a team from Mumbai
on Sunday searched
Meiyappan's yacht at Marina
in Chennai and seized a mo-
bile phone which figured dur-
ing the investigations that led
to the CSK honcho's arrest.
Two mobile phones and a di-
ary were seized on Sunday
during the search of
Meiyappan's Chennai resi-
dence.
According to Roy,Agarwal
knew Meiyappan for the last
15 years and received impor-
tant insider information about
players from CSK and other
IPL teams from him.

(CAG) reported that

discrepancies in the
contracts that were
awarded ion the past
few years.
Besides, the civic
body has decided not to
go for variation
proposal. Variation here
means spending more
by altering the basic
proposal or proposing
additional work without
inviting separate tender.

ensure that it doesn’t
accept variation
proposals,” he added.
The CAG report,
which came during
Winter Session of the
state assembly,

worth Rs 1,160 crore,
were increased to Rs
1,863 crore without
inviting fresh tenders.
According to the
BMC circular, variation
is permissible only up
to 15 per cent of the
total cost of the
project. However, out of
the 88 contracts that
were awarded between
2009 and 2011, 59 road
contracts violated the
rule. Following the
blatant violations, the
cost increased by a
whopping Rs 703 crore.

Ateenage girl jumped out of a moving
autorickshaw to save herself from the
clutches of three men, who allegedly tried
to molest and kidnap her in Mumbra town-
ship of Thane district, police said today.

an autorickshaw on a shared basis along
with two men in Mumbra Thursday
morning. However, when she
realised that the autorickshaw
driver was taking the vehicle
on a different route, she
raised an alarm, police sub-

said. The men sharing the
auto with her tried to
molest her in the mov-
ing vehicle and as-
saulted her. How-
ever, the girl man-
aged to jump out
from the moving
vehicle to save
herself and
later went to
Mumbra police station and filed a
complaint against three unidenti-
fied persons, including the
autorickshaw driver, Shetty said.
Police have registered an offence
under sections 366 (abduction), 354
(assault or criminal force to woman
with intent to outrage her modesty)
and 323 of the IPC and have
launched a
search for
the accused.

6-yr-old identified suspect
from line-up of 26 studentsSleuths of the Hadapsar police
station, who cracked the rape case of a 6-
year-old girl and arrested the 18-year-old
student of a private college, used good
old detective skills to zero in on the suspect
in record time, though they had little
evidence to go with. The sleuths said that
they had detained 26 students from a
particular college, who are all residents of
MHADA colony, and then conducted a
police line-up of the detained students.
The victim and her mother were taken to
the police station and the suspects were
produced for identification. When suspect
number 21 was brought in, the victim
clung on to her mother and buried her face
in her bosom, which was enough for the
sleuths to know that they had got their man.
On Tuesday morning around 7.30 am, the
minor had gone along with her 4-year-old
cousin to answer the call of nature, when
Abhishek Shinde forced himself upon her
in the bushes near MHADA colony. The
CCTV footage recovered from a housing
society is grainy, which made it difficult for
the investigating officers to identify the
suspect seen taking the minor away. The
sleuths were however able to make out
that the suspect was wearing a white shirt
and black trousers, and he had a
knapsack on his back and realised that
he was a student from a nearby junior
college. “During the investigation, we only
had the CCTV footage, which was quite
blurred and out of focus. Taking note of
his mannerisms, walking style and
uniform colour, our investigating led us
to the college. We detained around 26
students, who are residents of the
MHADA colony and the surrounding
areas,” said Inspector Raghunath
Jadhav of Hadapsar police station. He
added that they produced all the
detained students before the girl, who
immediately identified the suspect.
Shinde was once again produced
before the victim at Sassoon Hospital,
where she has been admitted, and she
confirmed that he was the rapist. “The
moment we showed her detainee
number 21, she got scared and clung
to her mother. She later confirmed that
he was the one,” Jadhav said.
According to the inspector, Shinde is
still giving vague answers during
questioning. Shinde was produced
before the Cantonment Court yesterday
where Judicial Magistrate First Class,
Vinay Muglikar, remanded him in police
custody till January 10. While seeking
police custody, Public Prosecutor, B R Patil
told the court that police need to recover
the clothes the accused was wearing at
the time he committed the crime, and also
that they would need to conduct a medical
examination of the suspect.

BMC FIELDS MOST RTI QUERIES IN STATE
MUMBAI: The
Brihanmumbai Municipal
Corporation (BMC), the
country'slargestcivicbody,
has been fielding the most
Right to Information (RTI)
queries of any public insti-
tution across the state. Ob-
servers said this indicates
the desire of Mumbai's citi-
zens to have greater partici-
pationinpublicaffairs.
Of the over 6.5 lakh RTI
queries filed across
Maharashtrain2012,nearly
16% (or 1.02 lakh) were
directed at the BMC, ac-
cordingtodatacompiledby
the state. While the 2012
state-widefigureisyettobe
finalized,theBMCfigureis
final. The BMC's share of
state-wide RTI queries has
been steadily increasing,
from11.3%in2008to14%
in 2011. Out of 6.45 lakh
RTIqueriesin2011,90,419
were for the BMC. In
2013, the BMC has already
fielded 39,000 queries till
April 30, which means the
2012 figure could be over-
hauled by the year-end.
Activists said the BMC
shouldn'tprideitselfonget-
ting such a high number of
queries, as this indicates a
lack of transparency. "This
means the BMC has failed
to put up information on its
website suo moto. The
BMC must understand that
Mumbai is an active city,
withgreatercitizens'partici-
pation. So there are bound
tobemoreRTIapplications
in the absence of data from
the BMC," said Shailesh
Gandhi, former central in-
formation commissioner
and chairman of the techni-
cal advisory committee
(TAC) on RTI set up by the
BMC.Another activist said
thelargenumberofRTIap-
plicationsisapositivetrend.
It shows people are not tak-
ing things lying down and
want to be informed. "As
the BMC affects the daily
lifeofpeople,severalappli-
cations are filed. It's good
that people have started
questioningtheauthorities,"
he said.
The highest number of
queries were sent to the
building proposals and
buildings and factories de-
partments of the BMC.
Both these departments
give permissions for build-
ings and shops. Illegal con-
structionisamajorproblem
in Mumbai. Many queries
are also made about open
spaces and health. Officials
said queries for the BMC
come not only from
Mumbai, but Pune, Nashik
and even outside the
state.Civic officials said
there are queries filed to
settle scores and blackmail
people,butexpertssaidthat
unlessdataprovessuchmis-
use no action can be taken.
"Eventhe2Gscamwasun-
earthed by just a plain-
looking RTI application,"
said Gandhi. Maharashtra
wasapioneer,adoptingRTI
in 2002, much before the
centralgovernmentadopted
it in 2005.
TEACHER BURNED
ALIVEBYCOLLEAGUES
PURNIA: In a horrific incident, a school teacher was
burntalivebyhiscolleaguesinsidetheschoolpremisesin
Purnia district today. Superintendent of police Kim al-
legedthatagroupofteachersalongwiththeprincipalofa
middle school under Maranga police station took the
teacher Ranjit Kumar (40) to a toilet, tied his hands and
legs, and poured kerosene on him before setting him on
fire. The ghastly incident took place before the classes
began this morning and students were yet to come in.
Hearing his screams for help, people staying in the
neighbourhood rushed in and took the teacher to Katihar
Medical College where he succumbed to his injuries in
the evening, the SP said, adding the reason behind the
ghastly incident is yet to be known.
Kim said the attackers are absconding since the inci-
dent and the police have launched a search for them.
