This document proposes an intelligent traffic simulator that would allow users to design road networks, simulate traffic signals, and find optimal routes to reduce congestion. It describes how the simulator could help traffic authorities better design infrastructure and manage traffic flow through a central monitoring point. The proposed scope of work is to create a web-based tool using Java and Google GWT that allows designing 2D road networks and implementing traffic signals.
