INSTITUTIONAL TRAINING REPORT AT
COCHIN INTERNATIONAL AIRPORT,
KERALA
Submitted to
MADURAI KAMARAJ UNIVERSITY
SEPTEMBER 2020
SUMMARY
This report represents the training course which I have undertaken in CIASL
for ten days. In this report, firstly we will talk about how this airport started
functioning. It must be said that this place is a huge airfield in India, that is
run only by solar power which also made that in 2018 was awarded as
Champion of the Earth by UNO, also the location allows the people goes there
enjoy the nature and connect with it. Secondly, in this report, we will discuss
about various objectives that will be acquired with the training not only the
theoretical but the practical as well. Thirdly we will see how they manage the
“business” itself but also the internal organization and how their structure is
formed and the proper functioning of it, and the division in different
departments that increases the specialization of workers and with its
productivity. Fourthly, we will speak about the observations realized by the
student in the training period about their surrounds (terminal, costumers,
departure/arrival departures, facilities for airlines… etc.). Fifthly, we will see
what are Airport Rescue and Fire Fighting Service and how it works in CIAL.
In last place, we will show the problems that have been found the solutions as
well and finally the conclusions extracted.
INTRODUCTION
The Global Airline industry comprises air transport service
providers of passenger and cargo. Industry services are used by
individuals and business – international, domestic and regional and
governments around the world. The industry is fragmented in terms
of suppliers and buyers. North America led this industry, followed
by Europe and Asia in 2012. Growth of the North American market is
driven by growing demand in long-haul international services.
Airline industry directly (or) indirectly facilitates global
trade, tourism and economic growth. Thus, it is key to the advent of
globalization taking place in many other industries.
In the last few decades, international airlines have
aggressively expanded their reach to new markets globally, through
establishment of alliances and partnerships. Most of the major
airlines now command global presence.

AIRPORT RESCUE AND FIRE FIGHTING SERVICE
Aircraft rescue and fire fighting (ARFF) is a type of fire
fighting that involves the emergency response, mitigation,
evacuation, and rescue of passengers and crew
of aircraft involved in aviation accidents and incidents.
Airports with scheduled passenger flights are obliged to
have fire fighters and fire fighting apparatus on location ready
for duty any time aircraft operate. Airports may have regulatory
oversight by an arm of their individual national governments or
voluntarily under standards of the International Civil Aviation
Organization.
INSPECTION OF ARFF SERVICE
 Note vehicle colour, markings and
beacons.
 Ensure vehicles and agents meet
level requirements and the ACM is
current.
 Conduct walk around inspection of
vehicles and fire station with ARFF
personnel.
 Ask questions throughout the
inspection to determine fire fighter
knowledge.
 Note overall condition of the ARFF
vehicles.
 A clean vehicle generally indicates
a well-maintained vehicle.
 Note if fire fighters know what
equipment is located in truck
compartments before they are
opened.
 Training records should include
training on the equipment.
 Inspect equipment for signs of use
from practical training.
 Have personnel demonstrate or
explain equipment operation to
help determine the adequacy of the
ARFF training program.
 Check the condition of tires - worn
tires provide poor traction in
muddy off-pavement conditions.
 Check nitrogen tank gauges to
ensure they are not discharged or
below minimum pressure.
 Check fire extinguishers to make
sure they are not discharged and
are suitable for ARFF use.
CLOTHING OF ARFF PERSONNEL
Acceptable head
protection includes a
proximity protective
helmet meeting NFPA
1976 latest edition. They
can provide additional
protection for fire
fighters if equipped with
aluminized neck shroud
and 6” face shield.
Aluminized clothing
provides the best
protection for fire
fighters. An aluminized
outer shell can reflect
90% of the radiant heat
from a large fuel fire.
COMMON ARFF PROBLEMS
Inadequate training curriculum is the basic and common
faced by ARFF department. ARFF personnel must be
trained properly. If not, it’s dangerous to both airport and
aircraft passengers. All ARFF personnel did not participate
in live fire drill in past 12 months is the most common
problem in this department. ARFF vehicle foam or DC
systems may not operate properly. There is a chance of
failed response test. Incomplete or missing training
records will make a mess during staffing of ARFF
personnel. The problem that caused often in this
department is that the training won’t get completed within
the 12 month requirement. Procedures for maintaining fire
fighting vehicles are maintained poorly.
CIAL’S AIRPORT RESCUE AND FIRE FIGHTING
SERVICE
Cochin International Airport Limited is a Category 9 airport that
requires an appropriate Rescue and Fire Fighting Service to
protect life and property against some unique risks. The number
of flights and the size of aircraft to facilitate our passengers
necessitates a well-equipped and highly trained ARFF service.
Far-sighted investment in the new appliances and training is
ensuring that our Fire Service has the professional manpower
and modern facilities to respond quickly and efficiently to any
emergency incident.
ARFF team of CIAL is dedicated to ensure that a high standard
of professional efficiency is maintained at all times.
DISABLED AIRCRAFT RECOVERY SERVICE
Aircraft Recovery Service of CIAL delivers the support and equipment
that guarantees a safe and timely removal of disabled aircrafts and
thereby reduces the downtime of an entire airport or parts thereof in
case of incidents.
They have a dedicated Disabled Aircraft Recovery Team (DART)
trained and certified by the Fraport AG Fire Training Center® (“FTC”)
facilities in Frankfurt am Main, Germany based on the Standards and
Recommended Practices (SARP's) published by the ICAO in Airport
Services Manual Part 5 and Annex 14 as well as internationally
recognized standards developed and published by IATA and the
Association of German Airports.
Their recovery kit is capable to recover narrow body aircrafts like
B737, B727, A319, A320, A321 etc. or bigger aircraft in case of partial
undercarriage failure.
PROBLEMS FOUND IN CIAL
CIAL follows a different style of management. The management
mainly concentrates on end results and not the usual management
style. Though the previous history shows that the company
management style was a great success, this type of management style
is very risky. The employees duties are not clearly defined which has
both advantages and disadvantages. The advantages are faster
execution of job, cost effectiveness and better utilization of manpower.
The disadvantages are dissatisfaction among certain employees and
inexperienced decision may bring in loss for company. Since the
company has less manpower to handle, the management can
implement a policy that best suits the company.
MAJOR PROBLEMS :
 Company does not have a mission and vision statement. So the
employee are not clear about the vision and mission of the company
 Company can prepare mission and vision statement and should
make it known to the employees.
SUGGESTIONS
 Speed up passenger and cargo movements, office
administration etc. by computerization in the
organization.
 Proper marketing of CIAL’s products and services
has to be done urgently.
 Construction of railway station near to CIAL.
 Own more cold storage & refrigerated trucks.
 There is no bay for freighter planes in front of cargo
complex.
CONCLUSION
CIAL has good opportunity in the globalize market. It tries to bring
other companies to come up in the field and as a result of that people
with new and innovative ideas will come forward which in turn
contribute much more to this industry.
The Airport has future plan for development and for this purpose it
has surplus lands of, around 400 acres. Developments could include:
 Bay for freighter planes
 Parallel Runway construction
 Weighing bridge
 Expansion of Bay
 Fire service training center

  • 2. SUMMARY This report represents the training course which I have undertaken in CIASL for ten days. In this report, firstly we will talk about how this airport started functioning. It must be said that this place is a huge airfield in India, that is run only by solar power which also made that in 2018 was awarded as Champion of the Earth by UNO, also the location allows the people goes there enjoy the nature and connect with it. Secondly, in this report, we will discuss about various objectives that will be acquired with the training not only the theoretical but the practical as well. Thirdly we will see how they manage the “business” itself but also the internal organization and how their structure is formed and the proper functioning of it, and the division in different departments that increases the specialization of workers and with its productivity. Fourthly, we will speak about the observations realized by the student in the training period about their surrounds (terminal, costumers, departure/arrival departures, facilities for airlines… etc.). Fifthly, we will see what are Airport Rescue and Fire Fighting Service and how it works in CIAL. In last place, we will show the problems that have been found the solutions as well and finally the conclusions extracted.
  • 3. INTRODUCTION The Global Airline industry comprises air transport service providers of passenger and cargo. Industry services are used by individuals and business – international, domestic and regional and governments around the world. The industry is fragmented in terms of suppliers and buyers. North America led this industry, followed by Europe and Asia in 2012. Growth of the North American market is driven by growing demand in long-haul international services. Airline industry directly (or) indirectly facilitates global trade, tourism and economic growth. Thus, it is key to the advent of globalization taking place in many other industries. In the last few decades, international airlines have aggressively expanded their reach to new markets globally, through establishment of alliances and partnerships. Most of the major airlines now command global presence.
  • 4. INTRODUCTION ABOUT CIAL i) CIAL- Cochin International Airport was the first public- private partnership project in the aviation sector in India. ii) It is the first airport in the world to be completely powered by solar energy. iii) In 2018, the CIAL was awarded as the Champion of the Earth honoured by United Nations Organisation environment (UNO) for running the whole airport completely powered by solar energy.

  • 10. AIRPORT RESCUE AND FIRE FIGHTING SERVICE Aircraft rescue and fire fighting (ARFF) is a type of fire fighting that involves the emergency response, mitigation, evacuation, and rescue of passengers and crew of aircraft involved in aviation accidents and incidents. Airports with scheduled passenger flights are obliged to have fire fighters and fire fighting apparatus on location ready for duty any time aircraft operate. Airports may have regulatory oversight by an arm of their individual national governments or voluntarily under standards of the International Civil Aviation Organization.
  • 11. INSPECTION OF ARFF SERVICE  Note vehicle colour, markings and beacons.  Ensure vehicles and agents meet level requirements and the ACM is current.  Conduct walk around inspection of vehicles and fire station with ARFF personnel.  Ask questions throughout the inspection to determine fire fighter knowledge.  Note overall condition of the ARFF vehicles.  A clean vehicle generally indicates a well-maintained vehicle.  Note if fire fighters know what equipment is located in truck compartments before they are opened.  Training records should include training on the equipment.  Inspect equipment for signs of use from practical training.  Have personnel demonstrate or explain equipment operation to help determine the adequacy of the ARFF training program.  Check the condition of tires - worn tires provide poor traction in muddy off-pavement conditions.  Check nitrogen tank gauges to ensure they are not discharged or below minimum pressure.  Check fire extinguishers to make sure they are not discharged and are suitable for ARFF use.
  • 12. CLOTHING OF ARFF PERSONNEL Acceptable head protection includes a proximity protective helmet meeting NFPA 1976 latest edition. They can provide additional protection for fire fighters if equipped with aluminized neck shroud and 6” face shield. Aluminized clothing provides the best protection for fire fighters. An aluminized outer shell can reflect 90% of the radiant heat from a large fuel fire.
  • 13. COMMON ARFF PROBLEMS Inadequate training curriculum is the basic and common faced by ARFF department. ARFF personnel must be trained properly. If not, it’s dangerous to both airport and aircraft passengers. All ARFF personnel did not participate in live fire drill in past 12 months is the most common problem in this department. ARFF vehicle foam or DC systems may not operate properly. There is a chance of failed response test. Incomplete or missing training records will make a mess during staffing of ARFF personnel. The problem that caused often in this department is that the training won’t get completed within the 12 month requirement. Procedures for maintaining fire fighting vehicles are maintained poorly.
  • 14. CIAL’S AIRPORT RESCUE AND FIRE FIGHTING SERVICE Cochin International Airport Limited is a Category 9 airport that requires an appropriate Rescue and Fire Fighting Service to protect life and property against some unique risks. The number of flights and the size of aircraft to facilitate our passengers necessitates a well-equipped and highly trained ARFF service. Far-sighted investment in the new appliances and training is ensuring that our Fire Service has the professional manpower and modern facilities to respond quickly and efficiently to any emergency incident. ARFF team of CIAL is dedicated to ensure that a high standard of professional efficiency is maintained at all times.
  • 15. DISABLED AIRCRAFT RECOVERY SERVICE Aircraft Recovery Service of CIAL delivers the support and equipment that guarantees a safe and timely removal of disabled aircrafts and thereby reduces the downtime of an entire airport or parts thereof in case of incidents. They have a dedicated Disabled Aircraft Recovery Team (DART) trained and certified by the Fraport AG Fire Training Center® (“FTC”) facilities in Frankfurt am Main, Germany based on the Standards and Recommended Practices (SARP's) published by the ICAO in Airport Services Manual Part 5 and Annex 14 as well as internationally recognized standards developed and published by IATA and the Association of German Airports. Their recovery kit is capable to recover narrow body aircrafts like B737, B727, A319, A320, A321 etc. or bigger aircraft in case of partial undercarriage failure.
  • 16. PROBLEMS FOUND IN CIAL CIAL follows a different style of management. The management mainly concentrates on end results and not the usual management style. Though the previous history shows that the company management style was a great success, this type of management style is very risky. The employees duties are not clearly defined which has both advantages and disadvantages. The advantages are faster execution of job, cost effectiveness and better utilization of manpower. The disadvantages are dissatisfaction among certain employees and inexperienced decision may bring in loss for company. Since the company has less manpower to handle, the management can implement a policy that best suits the company. MAJOR PROBLEMS :  Company does not have a mission and vision statement. So the employee are not clear about the vision and mission of the company  Company can prepare mission and vision statement and should make it known to the employees.
  • 17. SUGGESTIONS  Speed up passenger and cargo movements, office administration etc. by computerization in the organization.  Proper marketing of CIAL’s products and services has to be done urgently.  Construction of railway station near to CIAL.  Own more cold storage & refrigerated trucks.  There is no bay for freighter planes in front of cargo complex.
  • 18. CONCLUSION CIAL has good opportunity in the globalize market. It tries to bring other companies to come up in the field and as a result of that people with new and innovative ideas will come forward which in turn contribute much more to this industry. The Airport has future plan for development and for this purpose it has surplus lands of, around 400 acres. Developments could include:  Bay for freighter planes  Parallel Runway construction  Weighing bridge  Expansion of Bay  Fire service training center
