manufacturer startups, NGOs using drones, Benin Flying Labs, Global Partners, ADN.

Outcome:
Participants have a better knowledge of the Benin Flying Labs
The diagnosis of the drones sector in Benin is established.
UAV users in Benin have a better knowledge of the law governing the sector.
The participants were informed of the preliminary results of the national census of actors using drones.
Areas for regulatory improvement have been identified

Purpose of the training:
To provide participants with basic knowledge of how to operate drones
Train participants on manual piloting of multi-copter drones.

Outcome:
The participants acquired the fundamental knowledge of drones and drones piloting
Participants know how to manually control the DJI phantom 4 UAV
All participants successfully completed the aptitude test required to obtain the training certificate.

Project for the Identification and Management of Urban Waste
in the Commune of Abomey-Calavi (PIGDAC)
Major challenges: The city of Abomey-Calavi faces many challenges related to the collection and management
of urban waste. There are many illegal dumpsites in the city, which can pollute the rivers and groundwater in the
municipality. This will affect the health and well-being of both populations and aquatic species.
The objective of the project is to locate the areas where waste is concentrated in the city and to be able to
estimate the size of the population affected by this waste dumped in the open air without any prior precaution.
This pilot project started in April 2019 with a first series of data collection by drones. In the coming weeks, further
data sets will be collected and analysis will also be carried out.

analysis of UAV data and the interpretation of results.
Participants: Benin Flying Labs, Cameroon Flying Labs, Cote d'Ivoire Flying Labs, Senegal Flying Labs, Agence
National d'Amenagement du Territoire (ANAT), Ministry of Environment, African Institute of Statistics and
Mathematics, Ministry of Agriculture, Institut National de la Statistique et de la Démographie.
Outcome:
Participants acquired the theoretical and practical knowledge necessary to conduct drone mapping operations
(from planning the collection mission to generating the final products)
Participants acquired the theoretical and practical knowledge necessary for the use of QGIS for the analysis of
UAV data and the interpretation of results.
Participants were equipped with the necessary skills to train others in their respective countries.

Dassa-Zoumè City Drone Mapping Project (PCDD)
Major challenges: Like all the other municipalities in the department of the hills, the municipality of Dassa-Zoumè,
the capital of the department, faces major difficulties in land management, assessing the state of the
municipality's vegetation cover and preventing natural risks such as flooding. To help overcome these difficulties,
the ''Groupement Intercommunal des Collines'' (GIC) supports the municipalities of the department in local socio-
economic development.
One of the major objectives of the IAG (Niagara Falls) is to develop a Geoportal for the department that will help
to better address the challenges mentioned above. It is within this framework that the IAG, in partnership with the
town hall of Dassa-Zoumè, requested the implementation of this pilot project. The objective of the project is to
show the various stakeholders the potential offered by drones in the creation of the geoportal and in the
improvement of communal management and living conditions of the populations.
The PCDD was implemented thanks to various partners such as WeRobotics, Global Partners, the Digital
Development Agency (ADN), the GIC and the Dassa-Zoumè City Hall. The project was implemented from October
2018 to February 2019. During this period, an information session and a demonstration flight were conducted in
Dassa-Zoumè and data was collected by drones for the production of the city map. In addition, analyses were
carried out and a feedback workshop was organized.
The direct beneficiaries of the project are the GIC, the town hall of Dassa-Zoumè. The indirect beneficiaries are
the other mayors of the department, the other actors of local development in the municipality as well as the
population of the city of Dassa-Zoumè.
The project has enabled the town hall of Dassa-Zoumè to have different maps of the city and to have a better
knowledge of its various applications in order to better achieve the town hall's objectives. In addition, some maps
were shared with history and geography teachers to better illustrate their courses. The project also made it
possible to identify the constraints to the use of drones by town halls and to formulate a solution approach. The
perceptions of local development actors on drones were also assessed. Indeed, at the end of the project, 53.60%
and 39.30% of local development actors were respectively convinced and very convinced of the ability of drones
to contribute to local development.

teachers, NGOs, opinion leaders, citizens, BFL, Global Partners, ADN.
Number of participants: 42 (2 women)
Results:
The participants were informed of the results of the analysis of the data collected by drone in the city
Some of the city's strategic buildings and resources are identified on the map by participants;
The municipal authorities witnessed a demonstration of the use of the database for tax collection and land
management;
The constraints on the use of drones for land use planning and urban management are identified;
The recommendations for a better use of drones for land use planning and urban management are formulated
by the stakeholders;
Participants' perceptions of the use of drones in local development are assessed.

Workshop on the appropriation and capitalization of good practices in e-agriculture and the identification
of strategic needs in e-agriculture in Benin

Fisheries (MAEP)
Objectives:
Share experiences and good practices in e-agriculture at national and international level.
Identify strategic needs in e-agriculture in Benin
Stimulate a new dynamic in Beninese agriculture through digital technology, which represents an important
pole of development.
Participants : MENC, MAEP, Agency for Digital Development, Beninese Universal Services Agency of Electronic
Communications and Post (ABSU-CEP), NGOs, Startups, International Telecommunication Union (ITU), private
digital and communication companies.
Results:
Good practices and experiences in e-agriculture in Benin and around the world were presented
Benin's various strategic e-agriculture needs have been identified and prioritized.
Thanks to the contribution of the BFL, the drones have been integrated as a technology to be used in the
project.

Newsletter 1 Q2 2019 Workshops and trainings Exchange workshop about the drone sector in Benin Date and location: 2 April 2019, Golden Tulip Le diplomate, Cotonou (Benin) Partners: Global Partners, ADN Objectives: Present the Benin Flying Labs To diagnose the drones sector in Benin. Present the results of the stakeholders' census activity Present the regulations on drones in Benin Collect proposals for solutions to improve Benin's UAV regulations. Participants: National and regional companies offering drones services, professional drones pilots, drones manufacturer startups, NGOs using drones, Benin Flying Labs, Global Partners, ADN. Number of participants: 39 (02 women) Outcome: Participants have a better knowledge of the Benin Flying Labs The diagnosis of the drones sector in Benin is established. UAV users in Benin have a better knowledge of the law governing the sector. The participants were informed of the preliminary results of the national census of actors using drones. Areas for regulatory improvement have been identified Creation of networking between actors Training on UAV piloting Date and location: 25-27 April 2019, Abomey-Calavi Partners: Global Partners and ADN Purpose of the training: To provide participants with basic knowledge of how to operate drones Train participants on manual piloting of multi-copter drones. Target: Students, professionals, development actors, etc. Number of participants: 7 Outcome: The participants acquired the fundamental knowledge of drones and drones piloting Participants know how to manually control the DJI phantom 4 UAV All participants successfully completed the aptitude test required to obtain the training certificate.

Participants contributed to the demonstration of manual piloting of a multi-copter drone. Newsletter 2 Q2 2019 Project for the Identification and Management of Urban Waste in the Commune of Abomey-Calavi (PIGDAC) Major challenges: The city of Abomey-Calavi faces many challenges related to the collection and management of urban waste. There are many illegal dumpsites in the city, which can pollute the rivers and groundwater in the municipality. This will affect the health and well-being of both populations and aquatic species. The objective of the project is to locate the areas where waste is concentrated in the city and to be able to estimate the size of the population affected by this waste dumped in the open air without any prior precaution. This pilot project started in April 2019 with a first series of data collection by drones. In the coming weeks, further data sets will be collected and analysis will also be carried out. Other activities Training of trainers on drone mapping operations and the use of GIS to analyze drone data Date: 13-18 May 2019 Location: Mamoune Residences, Dakar Organizer: WeRobotics, Senegal Flying Labs Objectives : Provide participants with the theoretical and practical knowledge to conduct drone mapping operations, from collection planning to final product generation. To provide participants with the theoretical and practical knowledge necessary for the use of GIS tools for the analysis of UAV data and the interpretation of results. Participants: Benin Flying Labs, Cameroon Flying Labs, Cote d'Ivoire Flying Labs, Senegal Flying Labs, Agence National d'Amenagement du Territoire (ANAT), Ministry of Environment, African Institute of Statistics and Mathematics, Ministry of Agriculture, Institut National de la Statistique et de la Démographie. Outcome: Participants acquired the theoretical and practical knowledge necessary to conduct drone mapping operations (from planning the collection mission to generating the final products) Participants acquired the theoretical and practical knowledge necessary for the use of QGIS for the analysis of UAV data and the interpretation of results. Newsletter 1 Q1 2019 Dassa-Zoumè City Drone Mapping Project (PCDD) Major challenges: Like all the other municipalities in the department of the hills, the municipality of Dassa-Zoumè, the capital of the department, faces major difficulties in land management, assessing the state of the municipality's vegetation cover and preventing natural risks such as flooding. To help overcome these difficulties, the ''Groupement Intercommunal des Collines'' (GIC) supports the municipalities of the department in local socio- economic development. One of the major objectives of the IAG (Niagara Falls) is to develop a Geoportal for the department that will help to better address the challenges mentioned above. It is within this framework that the IAG, in partnership with the town hall of Dassa-Zoumè, requested the implementation of this pilot project. The objective of the project is to show the various stakeholders the potential offered by drones in the creation of the geoportal and in the improvement of communal management and living conditions of the populations. The PCDD was implemented thanks to various partners such as WeRobotics, Global Partners, the Digital Development Agency (ADN), the GIC and the Dassa-Zoumè City Hall. The project was implemented from October 2018 to February 2019. During this period, an information session and a demonstration flight were conducted in Dassa-Zoumè and data was collected by drones for the production of the city map. In addition, analyses were carried out and a feedback workshop was organized. The direct beneficiaries of the project are the GIC, the town hall of Dassa-Zoumè. The indirect beneficiaries are the other mayors of the department, the other actors of local development in the municipality as well as the population of the city of Dassa-Zoumè. The project has enabled the town hall of Dassa-Zoumè to have different maps of the city and to have a better knowledge of its various applications in order to better achieve the town hall's objectives. In addition, some maps were shared with history and geography teachers to better illustrate their courses. The project also made it possible to identify the constraints to the use of drones by town halls and to formulate a solution approach. The perceptions of local development actors on drones were also assessed. Indeed, at the end of the project, 53.60% and 39.30% of local development actors were respectively convinced and very convinced of the ability of drones to contribute to local development. Participants: mayors of the six communes of the department of the hills, city hall officials, GIC, republican police, teachers, NGOs, opinion leaders, citizens, BFL, Global Partners, ADN. Newsletter 2 Q1 2019 Workshops and events Workshop on the appropriation and capitalization of good practices in e-agriculture and the identification of strategic needs in e-agriculture in Benin Date : 29 January 2019 Place: Cotonou Organizers: Ministry of Digital Economy and Communication (MENC) and Ministry of Agriculture, Livestock and Fisheries (MAEP) Objectives: Share experiences and good practices in e-agriculture at national and international level. Identify strategic needs in e-agriculture in Benin Stimulate a new dynamic in Beninese agriculture through digital technology, which represents an important pole of development. Participants : MENC, MAEP, Agency for Digital Development, Beninese Universal Services Agency of Electronic Communications and Post (ABSU-CEP), NGOs, Startups, International Telecommunication Union (ITU), private digital and communication companies.
