INTRODUCTION
Urban experimentation
Urban experimentation focuses on products or services for which prototypes exist but are either not
yet commercialised or commercialised in another sector; they therefore need to demonstrate their
value in a given situation and context. Experimenting represents a tool for companies to test, improve,
validate and ultimately market their innovations. It is also a tool for local authorities and partners to
find new solutions to meet their challenges and the needs of their citizens
The Innovation Districts
The Innovation Districts refer to districts of the Parisian
metropolis in which Urban Lab supports innovative
projects addressing urban challenges: mobility, social link,
revegetation, local waste management, uses of the public
space… This approach enables to optimise the tests of new
solutions in real-life conditions, the adoption by users and
the collection of their feedbacks, the assessment of the
experimentations deployed and the promotion of the
results.
This approach is supported by several public and private
partners, being genuine stakeholders: the City of Paris,
ADEME, ATC France, Banque des Territoires (Groupe
Caisse des Dépôts), Keolis, Eau de Paris, Evesa, Sogaris,
Citeo, Icade, RATP, SEMAPA, Suez, Syctom. These partners represent almost all sectors involved i
Urban Lab, the urban experimentation lab of Paris&Co, the economic development and innovation
agency of Paris, is managing the approach.
Different kind of actors are playing a role for the Innovation Districts to work:
 Project holders : companies, associations or research groups selected by a jury made up of
partners and experts;
 Users (inhabitants, workers, students, tourists,…) of the district : they are invited to contribute
to the approach by giving their opinion on the projects and become therefore part of the
conception and decision;
 Partners-territories: either public or private spaces, they host experimentation projects.
 Experts: bringing both their knowledge and know-how to help deploying the experimentation,
assessing it or making it scale up, they allow to optimise the return on the experimentation.

This call for experimentation projects is focused on the second Innovation District “ChapelleS”.
The « ChapelleS » Innovation District
This vast area regroups more than 43 000 inhabitants and 38 000 workers. It possesses numerous road,
rail and river links, which ensure the entry of essential flows for Paris but also represent spatial
ruptures between several districts. It is more than 320 hectares-wide, which more or less the
equivalent of 13 Champ-de-Mars (the long parc before the Eiffel Tower). It is also a metropolitan area
as it crosses 3 different cities : Paris (parts of both the 18th and 19th districts), Saint-Denis and
Aubervilliers. It can rely on its industrial past, its lively local life, its diversity and its youth. It is an area
which begins its transition with structural projects as the « Chapelle Charbon » garden, the Condorcet
campus or the Arena 2, iconic 2024 Olympic & Paralympic Games site. These working sites bring daily
and structural complexity for the unhabitants as well as represent opportunities to innovate and
improve their quality of life.

Objectives of the call for experimentations
This call for experimentations aims at two objectives:
 On the one hand, helping entrepreneurs with innovative projects in their development by
giving them the opportunity to test their solutions in real-life conditions,
 On the other hand, learning from these projects and drawing conclusions on key success and
failure factors for innovative projects in the sectors being explored by this program.

Why should I apply ?
Being laureate of the Innovation District means :
 Being given the opportunity to experiment one’s solution in real-life conditions, in partnership
with public and private actors of the urban-making process in two-pilotes neighborhoods of
the Parisian metropolis, and in connection with users and the City of Paris.
 Free access to the Urba Lab services :
o Support to the definition of one’s experimentation projet and associated assessment
protocol ;
o Support to the search of a suitable experimentation field, through the mobilization of
the Innovation Districts’ public and private partners
o Support to the deployment of the experimentation ;
o Opportunity to be assessed by neutral experts according to a commun grid and benefit
from their external point of view of one’s experimentation ;
o Support for the valorization of one’s experimentation’s results to decision-makers and
actors of the urban-fabric.
 Benefit from a global exposure towards the urban ecosystem and a specific one towards the
15 Innovation Districts’partners.
 Develop one’s network and find new partners.

 The first one introduces the call for experimentation (subject areas, calendar, areas, etc.);
 The second one introduces the application form that candidates must submit detailing their
application;
 The third one specifies the general terms and conditions for the tendering process.

PART 1 – OVERVIEW OF THE CALL FOR EXPERIMENTATIONS
This call for experimentations aims at selecting innovative solutions on several urban topics, and to
accompany them in the deployment of their experimentation in the Innovation District “ChapelleS”,
located in the 18th district of Paris.
One of the purposes of the approach is to identify projects enhancing the attractiveness, the resilience
and the sobriety of a sustainable, citizen-friendly and eco-smart city, in order to improve the quality of
life.
1. Topics
The call for experimentations is open to any innovative projects at the stage of the protoype,
addressing an urban challenge and wishing to make its proof of concept in real-life conditions.
We however especially target solutions addressing the three following topics:
1) Accompany the uses of the public space
The ChapelleS neighborhood is a lively and animated area, where inhabitants and workers have a more
intensive use of the public space, throughout the day, than any other Parisian neighborhood. This
pressure leads to a competition between uses in the public space, and sometimes a deregulation but
also pulls the light on some very generous spaces with very little uses. The neighborhood is globally
very mineral, with fewer green and water spaces than the rest of the Metropolis.
Challenges raised in this topic are :
 How to offer a better experience of the public space (for workers, inhabitants, tourists) ?
 How to bring more comfort for pausing or passing through ?
 How to offer more services directly in the public space (refreshment, waste management,
charging, connection, culture, entertainment…), especially for people in precarious
condition ?
 How to ensure a universal accessibility ?
 How to ensure that people feel safe ?
 How to ensure a diversity of users so that any one can appropriate the space without feeling
excluded ?
 How to optimize spaces facing competing for its use ?
 How to create meeting and mutual aid places ?
2) Accompany the urban fabric in a neighborhood in transition
The ChapelleS district is undergoing a transformation. An important part of it is undergoing current or
scheduled in the 5 years to come works, with numerous structural amenities (Condorcet Campus,
Chapelle Charbon garden, Ordonner Poissoniers, Hébert, Mines Station, Arena 2…). As the rest of Paris,

it is also undergoing numerous continuous modifications (on roads, on networks, on traffic lights, on
street lights, on Velib’s…). It therefore allows a reflexion on new ways to build the city, may it be before,
during or after the presence of the working site : nuisances, programmation, citizens consultation,
temporary uses, creation of new habits, resources uses…
Challenges raised here are therefore :
 How to think programmation and prefiguration in a more agile way ?
 How ongoing operations, the period of the works included, can benefit to local populations ?
 How to promote local concertation and citizen's involvment in this transformation process ?
 How to rethink resources integration and use in the urban development (water, materials,
energy, waste…) ?
 How to use real estate undergoing transformation (temporary urbanism, storage and
mutualization spaces…) ?
 How to reduce working sites’ nuisances (noise, air quality, new ruptures, congestion) ?
 How to better integrate working sites in the urban landscape ?
 How to develop new uses or new habits around temporary or long-term working sites (creation
of pedestrian areas, new routes, waste sorting, creation of links between inhabitants) ?
3) Better manage the flows in a constrained environment
The Chapelle-S neighborhood is characterized by importants road, rail and river links as well as an
important logisitc area (Halle Chapelle International, Docks, Cap18…). These are essential tools for
Paris and its metropolis urban functioning, but they also induce major spatial breaks and ruptures
making crossings difficult and separating the different parts of this district into « chapels ». They
therefore create difficult paths for people, services and networks.
The challenges at stake here are :
 How to promote alternative logistics solutions, espacially rail or river-based solutions ?
 How to improve micro-mobility and proximity services ?
 How to improve accessibility for every public (espacially mobility-impaired one) ?
 How to create pleasant paths and make crossings easier ?
 How to rebalance uses of roadways (from the pedestrian to the heavy trucks) ?
 How to limite transportation’s nuisances (noise, air quality, strengthening of heat-effects…) ?
 How to absorb additional flows generated by working sites ?
 How to develop reverse logistic ?
4) Other topics
Previous topics (and mentioned examples) are the main ones on which solutions are expected.
However, any innovative projects, at the stage of prototype and dealing with improving the quality of
the urban life will be analysed.

2. Experimentation fields
Experimentation fields refer to the physical location where a project is being tested, be it a product
deployed physically in this location or an electronic solution which use is linked to this location and is
tested by test-users.
For this call for experimentations, subject to the correspondence between the project and the site, it
may in particular be:
 Public space in Paris: sidewalk, squares, riverbanks, etc.;
 Residential or commercial buildings: accommodation, offices, walls, inner courtyards, etc.;
 Urban objects: walls, street furniture, etc.;
 Undergrounds: passages, cellars, underground transportation systems, etc.;
 Residents or groups of residents in a building, a block or a district.
 Green spaces: parks and gardens, community gardens, etc.;
 Vehicles fleets;
 …

Any site in the Innovation District of Paris 13th
district may be suggested by candidates, on the condition
that it is appropriate to an experimentation.
The experimentations chosen by the selection committee may receive assistance from Urban Lab, the
City of Paris, and the partners of the program in contacting territories to host them. Furthermore,
according to the type of site(s) for which an applicant is looking, and this site’s manager constraints,
project holders may be put in touch with the technical services for this site.
Urban Lab and its partners cannot be held liable if no territory wishes to host an experimentation
chosen by the selection committee, or if no user wishes to take part in an experimentation.

3.2 Demande de renseignements complémentaires
Requests for further information should be sent by email to urbanlab@parisandco.com.
All questions should be sent a week before the information meeting, which will be held on Friday,
April 19th
at the 18th
District Borough Hall’s reception halls (1 Place Jules Joffrin, 75018 Paris). This
meeting, three weeks before the application deadline, is open to all professionals and intended for
potential applicants and has three aims:
 To answer all the questions future applicants could have about this call for experimentations
(process, conditions, eligibility, etc.);
 To encourage meetings between candidates with similar or complementary projects to create
joint applications;
 To encourage meetings between applicants, the partners of the program and representatives
of potential territories present at the meeting.

3.1 Experimentations assessment
In addition to the in-house assessment that each applicant must carry out (see section 2 - paragraph
2.2.3), Urban Lab, the City of Paris and the partners will carry out an overall assessment of this call. All
the projects will be analysed according to efficiency, feasibility and sustainability criteria and will aim
at learning more on the key success and failure factors of innovative projects addressing urban
challenges.
Applicants commit to be available to assist with this overall assessment. This could mean, for example,
providing exploitable data, being available for interviews and workshops, providing reports with
internal observations, etc. If a selected experimentation is eventually not deployed, the applicant
commits to provide an analysis of the reasons that prevented the experimentation from being
implemented.
As a real tool for the valorisation of the work of every actors taking part to this call for experimentation,
this assessment will be broadly shared and the applicants will be encouraged to share it and use it for
communication or business purpose.

PARTIE 2 - APPLICATION
1. Eligibility of applicants
Anybody is eligible to apply, from companies (including industrial and business establishments) to civil
society associations, laboratories, universities, etc. either individually or as a consortium.
2. Proposal submission
2.1 Application declaration
The applicant is required to submit the following information :
 A descriptive sheet with:
o the name of the leading structure;
o its legal form;
o its registered office;
o A list of the directors and the people with the capacity to make commitments on behalf
of the applicant;
o Its workforce;
 Its legal status if the applicant is an association;
 A French short-form certificate of registration on the trade and companies register or an
equivalent;
The applicant will certify the accuracy of the information provided.
Several companies may work in partnership to answer this call for experimentations; a project leader
must then be appointed to represent them, and will clearly be identified as such in the application. He
will be the one in charge of signing the convention with the experimentation territory.
2.1 Description of the experimentation
Applicants should explain their experimentation project in up to 20 pages maximum (excluding
potential appendices), following the frame given in Appendix 2, and will provide a one-page summary
using the template given in Appendix 1.
The application will allow the selection committee to analyse the project and decide whether or not it
should be selected. The following elements have to be addressed in the application:
2.1.1 Presentation of the project holder and its potential partners
The applicant should present its structure and potential partners. The following information about the
persons in charge of the experimentation have to be provided:

 Names ;
 Occupation / Company ;
 Adress ;
 Phone number ;
 Email address.
2.1.2 Presentation of the innovative solution:
The application should describe the innovative solution and address the following points:
 to provide a technical description of the solution,
 to precise in which stage of conception the solution is : prototype, lab tests, first trials on the
field, existing product to be modified for a new use…
 to precise what are the expectations regarding uses through the description of a user case,
 to point out why the solution is innovative, by comparison to the state of the art,
 to describe the targeted market(s) and the potential for scaling up,
 to define how the solution addresses the topics describes in the « Topics » part above.
2.1.3 Présentation de l’expérimentation
The applicant should explain the objectives and detail the technical and operational implementation
of its experimentation project, making sure to address the following points:
 Why it is relevant for the solution to be tested in real-life conditions on any given public or
private space;
 How the project will technically be deployed (for example size or number of solutions to be
deployed);
 What kind of territory would best suit for the experimentation, precising why it is suitable and
which kind of actors have to be part of the project ;
 How the project will impact the territory (size, schedule, generated flows, potential nuisances,
etc.);
 What is needed to deploy the experimentation (for example, what kind of grid access) and to
ensure its maintenance;
 What will be the schedule for the preparation and implementation of the experimentation,
precising how long the experimentation will last;
 Who will be the team working on the project (skills and dedicated time) ;
 How the experimentation abides by the law.
The applicant should describe its in-house assessment process, especially :
 The hypothesis to be tested ;
 The chosen assessment criteria and the types of data to be collected ;
 The way the data will be collected
Applicants should be aware that the assessment protocol will be closely analysed by the selection
committee.
The application should also precise if the solution has already been tested or if it already is on the
market in France or abroad.

2.1.1 Presentation of the financial data
The applicant must submit, for information purposes, the economics of the proposed experimentation
and its financing (direct income, loans, grants, etc.).
The following points must be specified in particular:
 The cost of carrying out the experimentation, including all the overall expenses, distinguishing
between the operating costs and the potential investments;
 The potential funding sources for the experimentation (sponsorship, assistance, grants, etc.).
The applicant must also specify the ultimate business model for the proposed solution in the form of
a business plan simplified.
3. Submissions conditions
Applicants are invited to submit an application including:
 a declaration of application,
 the one-page summary (cf. appendix 1, 1 page),
 the detailed description of the solution and the experimentation (cf. appendix 2, 20 pages
maximum),
 appendices if needed (not compulsory),
and must fill in a file in the online platform Agorize.com, available through the following link :
https://candidatures.incubateurs.parisandco.com/fr/challenges/quartiers-d-innovation-urbaine-
appel-a-experimentations-2019-chapelles?lang=fr no later than Monday, May 13th at noon. No
application will be accepted after this deadline.
4. Selection of the experimentations
The selection will be done by a committee of representatives of Urban Lab, the City of Paris, experts
and partners of the call for experimentations. The applications will be reviewed and selected based on
the following criteria:
 The relevance of the proposed experimentation in relation to the topics identified in this call;
 The innovative nature of the solution compared with the state of the art and current practices;
 The experimental nature of the project and the seriousness of the approach (especially
through the experimentation protocol proposed);
 The financial, technical and organizational feasibility of the project (how to implement and run
the experimentation, what kind of territory is needed, project team…);
 The scale-up potential of the solution:
 The global consistency of the project in terms of sustainability, resilience and contribution to
better quality of life.

The selection committee will pay special attention to projects dealing with disabilty issues and those
presenting a strong social and local positive impact. Extra-attention will also be paid to projects aiming
at strengthening economic, touristic and commercial attractiveness of the Chapelle-S Innovation
District. Partenarial projects, involving for instance corporates and startups or associations are of
special interest for the committee.
During the application analysis, Urban Lab may contact the applicants in order to obtain any precisions
that they may deem useful and reserve the right to ask for any documents that may be required to
further review the application.
It is specified that Urban Lab and the partners of the program are not bound by any deadline for the
designation of the chosen candidates and that they also reserve the right not to continue this call for
projects.
No compensation shall be paid to the applicants, regardless of the outcome of their application.

PARTIE 3 - GENERAL TERMS AND CONDITIONS
1. Scope description
Urban experimentation focuses on products or services for which prototypes exist but are either not
yet commercialised or commercialised in another sector; they therefore need to demonstrate their
value in a given situation and context. Experimenting represents a tool for companies to test, improve,
validate and ultimately market their innovations. It is also a tool for local authorities and partners to
find new solutions to meet their challenges and the needs of their citizens.
The experimentation must take place over a limited period, a restricted area (that may include several
sites), not jeopardise the main use of the site, comply with safety rules, meet with the requirement
for reversibility and be assessed in its implementation. The requirement for reversibility is essential
for public spaces but is less so if the experimentation takes place in a private area. Each
experimentation will be subject to a signed agreement between the experimentation field and the
experimentation leader specifying the details of the operation.
2. Regulatory and technical environment
The experimentation must comply with the applicable regulations in force. Considering the topics
covered by this call for experimentations, attention is particularly drawn to regulations concerning:
 The occupation of public spaces;
 Hygiene and health
 Personal safety;
 Protecting personal data and freedoms.
It is reminded that in general, public spaces offer very possibilities for electrical power supply, the
proposed systems should therefore prefer an autonomous functioning.
3. Liability and maintenance
The applicant remains liable for their installations and must take care of maintenance throughout the
duration of the experimentation until its completion. They are responsible for removal and/or
dismantling of their installation within the deadlines defined by the agreement.
The manager of the experimentation territory may not be held liable for any kind of damage caused
to his/her facilities.
4. Insurance
The applicants of the chosen experimentations must be insured against all of the occurrences that may
be induced in the public territory. They must also be insured for third-party liability for any damages
that they may cause in the context of the experimentation.

5. Safety
The applicants must comply with all legal or regulatory provisions and the instructions and guidelines
from the managers of the experimentation territory.
The territory hosting the experimentation may reserve the right to interrupt the trial at any time if it
proves dangerous for the safety of people or property.
6. Duration of the experimentation
If the experimentation takes place in a public area, the authorisations to occupy the public domain
may be granted, in a general way, for duration of up to 6 months, which may be renewed one time.
For experimentation in private areas, the duration may be defined on a case by case basis with the
hosting party according to the planning dynamics of the experimentations program.
7. Communication and advertising
The applicants may not place or broadcast any advertising in the public spaces. Only the use of a logo,
with reasonable dimensions, may be authorised by the City of Paris on a case by case basis.
The applicants commit to make the experimental approach visible using the most appropriate means
(physical or otherwise).
Communication on the experimentations program shall be carried out in coordination and by
agreement with Urban Lab and the partners of the program.
Urban Lab and the partners of the program will communicate about and promote the
experimentations implemented during this program. This service will be based on the technical data
and communication provided by the applicant and with the applicant's approval.
8. Charter of Good Practice
A Charter of Good Practice will be signed between Urban Lab and the project holder following the
selection by the committee and before the deployment of the experimentation. It precises the
reciprocal commitments on the whole duration of the experimentation.
9. Financial conditions
9.1 Operational and investment expenses
Applicants are responsible for the financial management of their experimentation, in particular for the
cost of installation, operation, maintenance, repair, dismantling and assessment.
No financial endowment will be given through this call for experimentations: being a laureate doesn’t
give the right to a financial grant from Urban Lab, the city of Paris or partners.

9.2 Redevance
If a public space is occupied during the experimentation, applicants must pay a fee in proportion to
the benefits acquired, pursuant to article L. 2125-3 of the French General Code on Public Property
(Code Général de la Propriété des Personnes Publiques).
A description of these fees is provided in Appendix 3.
10.Life of the contract
Any disputes that may arise between the applicants and the City of Paris will fall under the jurisdiction
of the Administrative Courts of Paris.
In case of the occupation of public spaces, the applicants may, at the expiry of the signed agreement
and on a case by case basis, ask for a renewal for a further maximum period of 6 months. Upon the
expiry of this second period, the applicants shall have no right to renewal.
The territory managers are by no means obliged to acquire the tested solution. The applicant will have
to remove its experimentation’s installation at its own expenses.

Length of each paragraph is at the convenience of the applicant, as long as the whole presentation
does not exceed 20 pages. Applicants are free to add extra information, but must address all the parts

Appendix 3 : Fees for experimentations on a public space
In the event that the experimentation requires the occupation of a public space, the applicant must
pay the City of Paris a fee. There are three different options:
 If the experimentation is carried out by a non-profit association that works for the interest
of the community (for example a kitchen garden in a school or a residence for immigrant
workers undertaken by an association, etc.), no fee shall be required, pursuant to article L.
2125-1 of the French Public Property Code ("authorisation for the occupation or use of the
public domain may be granted to not for profit associations that work in the general
interest"),
 In the event that the experimentation does not give rise to any income drawn from the
activity and taking into account the investment costs for the occupier (for example an
experimentation by a Parisian start-up of a new substrate at the foot of a tree or tests of new
street furniture in public spaces), the amount of the fee is set at €100 per year and per
experimentation,
 In the event that the experimentation is related to developing a product or service for an
already profitable business, the fee is set at €100 per month per experimentation, plus 8% of
the turnover generated by the experimentation (excluding taxes).
This amount is paid at the end of the trial and, where appropriate, after it has been renewed.

Call for experimentations – Innovation District - Technical specifications 3/21 INTRODUCTION Urban experimentation Urban experimentation focuses on products or services for which prototypes exist but are either not yet commercialised or commercialised in another sector; they therefore need to demonstrate their value in a given situation and context. Experimenting represents a tool for companies to test, improve, validate and ultimately market their innovations. It is also a tool for local authorities and partners to find new solutions to meet their challenges and the needs of their citizens The Innovation Districts The Innovation Districts refer to districts of the Parisian metropolis in which Urban Lab supports innovative projects addressing urban challenges: mobility, social link, revegetation, local waste management, uses of the public space… This approach enables to optimise the tests of new solutions in real-life conditions, the adoption by users and the collection of their feedbacks, the assessment of the experimentations deployed and the promotion of the results. This approach is supported by several public and private partners, being genuine stakeholders: the City of Paris, ADEME, ATC France, Banque des Territoires (Groupe Caisse des Dépôts), Keolis, Eau de Paris, Evesa, Sogaris, Citeo, Icade, RATP, SEMAPA, Suez, Syctom. These partners represent almost all sectors involved i Urban Lab, the urban experimentation lab of Paris&Co, the economic development and innovation agency of Paris, is managing the approach. Different kind of actors are playing a role for the Innovation Districts to work:  Project holders : companies, associations or research groups selected by a jury made up of partners and experts;  Users (inhabitants, workers, students, tourists,…) of the district : they are invited to contribute to the approach by giving their opinion on the projects and become therefore part of the conception and decision;  Partners-territories: either public or private spaces, they host experimentation projects.  Experts: bringing both their knowledge and know-how to help deploying the experimentation, assessing it or making it scale up, they allow to optimise the return on the experimentation.
  • 4. Call for experimentations – Innovation District - Technical specifications 4/21 This call for experimentation projects is focused on the second Innovation District “ChapelleS”. The « ChapelleS » Innovation District This vast area regroups more than 43 000 inhabitants and 38 000 workers. It possesses numerous road, rail and river links, which ensure the entry of essential flows for Paris but also represent spatial ruptures between several districts. It is more than 320 hectares-wide, which more or less the equivalent of 13 Champ-de-Mars (the long parc before the Eiffel Tower). It is also a metropolitan area as it crosses 3 different cities : Paris (parts of both the 18th and 19th districts), Saint-Denis and Aubervilliers. It can rely on its industrial past, its lively local life, its diversity and its youth. It is an area which begins its transition with structural projects as the « Chapelle Charbon » garden, the Condorcet campus or the Arena 2, iconic 2024 Olympic & Paralympic Games site. These working sites bring daily and structural complexity for the unhabitants as well as represent opportunities to innovate and improve their quality of life. Chapelle-S Innovation District - perimeter Objectives of the call for experimentations This call for experimentations aims at two objectives:  On the one hand, helping entrepreneurs with innovative projects in their development by giving them the opportunity to test their solutions in real-life conditions,  On the other hand, learning from these projects and drawing conclusions on key success and failure factors for innovative projects in the sectors being explored by this program.
  • 5. Call for experimentations – Innovation District - Technical specifications 5/21 Why should I apply ? Being laureate of the Innovation District means :  Being given the opportunity to experiment one’s solution in real-life conditions, in partnership with public and private actors of the urban-making process in two-pilotes neighborhoods of the Parisian metropolis, and in connection with users and the City of Paris.  Free access to the Urba Lab services : o Support to the definition of one’s experimentation projet and associated assessment protocol ; o Support to the search of a suitable experimentation field, through the mobilization of the Innovation Districts’ public and private partners o Support to the deployment of the experimentation ; o Opportunity to be assessed by neutral experts according to a commun grid and benefit from their external point of view of one’s experimentation ; o Support for the valorization of one’s experimentation’s results to decision-makers and actors of the urban-fabric.  Benefit from a global exposure towards the urban ecosystem and a specific one towards the 15 Innovation Districts’partners.  Develop one’s network and find new partners. *** The specifications are divided into three sections:  The first one introduces the call for experimentation (subject areas, calendar, areas, etc.);  The second one introduces the application form that candidates must submit detailing their application;  The third one specifies the general terms and conditions for the tendering process.

Call for experimentations – Innovation District - Technical specifications 6/21 PART 1 – OVERVIEW OF THE CALL FOR EXPERIMENTATIONS This call for experimentations aims at selecting innovative solutions on several urban topics, and to accompany them in the deployment of their experimentation in the Innovation District “ChapelleS”, located in the 18th district of Paris. One of the purposes of the approach is to identify projects enhancing the attractiveness, the resilience and the sobriety of a sustainable, citizen-friendly and eco-smart city, in order to improve the quality of life. 1. Topics The call for experimentations is open to any innovative projects at the stage of the protoype, addressing an urban challenge and wishing to make its proof of concept in real-life conditions. We however especially target solutions addressing the three following topics: 1) Accompany the uses of the public space The ChapelleS neighborhood is a lively and animated area, where inhabitants and workers have a more intensive use of the public space, throughout the day, than any other Parisian neighborhood. This pressure leads to a competition between uses in the public space, and sometimes a deregulation but also pulls the light on some very generous spaces with very little uses. The neighborhood is globally very mineral, with fewer green and water spaces than the rest of the Metropolis. Challenges raised in this topic are :  How to offer a better experience of the public space (for workers, inhabitants, tourists) ?  How to bring more comfort for pausing or passing through ?  How to offer more services directly in the public space (refreshment, waste management, charging, connection, culture, entertainment…), especially for people in precarious condition ?  How to ensure a universal accessibility ?  How to ensure that people feel safe ?  How to ensure a diversity of users so that any one can appropriate the space without feeling excluded ?  How to optimize spaces facing competing for its use ?  How to create meeting and mutual aid places ? 2) Accompany the urban fabric in a neighborhood in transition The ChapelleS district is undergoing a transformation. An important part of it is undergoing current or scheduled in the 5 years to come works, with numerous structural amenities (Condorcet Campus, Chapelle Charbon garden, Ordonner Poissoniers, Hébert, Mines Station, Arena 2…). As the rest of Paris,

Call for experimentations – Innovation District - Technical specifications 7/21 it is also undergoing numerous continuous modifications (on roads, on networks, on traffic lights, on street lights, on Velib’s…). It therefore allows a reflexion on new ways to build the city, may it be before, during or after the presence of the working site : nuisances, programmation, citizens consultation, temporary uses, creation of new habits, resources uses… Challenges raised here are therefore :  How to think programmation and prefiguration in a more agile way ?  How ongoing operations, the period of the works included, can benefit to local populations ?  How to promote local concertation and citizen's involvment in this transformation process ?  How to rethink resources integration and use in the urban development (water, materials, energy, waste…) ?  How to use real estate undergoing transformation (temporary urbanism, storage and mutualization spaces…) ?  How to reduce working sites’ nuisances (noise, air quality, new ruptures, congestion) ?  How to better integrate working sites in the urban landscape ?  How to develop new uses or new habits around temporary or long-term working sites (creation of pedestrian areas, new routes, waste sorting, creation of links between inhabitants) ? 3) Better manage the flows in a constrained environment The Chapelle-S neighborhood is characterized by importants road, rail and river links as well as an important logisitc area (Halle Chapelle International, Docks, Cap18…). These are essential tools for Paris and its metropolis urban functioning, but they also induce major spatial breaks and ruptures making crossings difficult and separating the different parts of this district into « chapels ». They therefore create difficult paths for people, services and networks. The challenges at stake here are :  How to promote alternative logistics solutions, espacially rail or river-based solutions ?  How to improve micro-mobility and proximity services ?  How to improve accessibility for every public (espacially mobility-impaired one) ?  How to create pleasant paths and make crossings easier ?  How to rebalance uses of roadways (from the pedestrian to the heavy trucks) ?  How to limite transportation’s nuisances (noise, air quality, strengthening of heat-effects…) ?  How to absorb additional flows generated by working sites ?  How to develop reverse logistic ? 4) Other topics Previous topics (and mentioned examples) are the main ones on which solutions are expected. However, any innovative projects, at the stage of prototype and dealing with improving the quality of the urban life will be analysed.

Experimentation fields Experimentation fields refer to the physical location where a project is being tested, be it a product deployed physically in this location or an electronic solution which use is linked to this location and is tested by test-users. For this call for experimentations, subject to the correspondence between the project and the site, it may in particular be:  Public space in Paris: sidewalk, squares, riverbanks, etc.;  Residential or commercial buildings: accommodation, offices, walls, inner courtyards, etc.;  Urban objects: walls, street furniture, etc.;  Undergrounds: passages, cellars, underground transportation systems, etc.;  Residents or groups of residents in a building, a block or a district.  Green spaces: parks and gardens, community gardens, etc.;  Vehicles fleets;  … - WHAT WE ARE LOOKING FOR ? - You have developped an innovative solution… …of urban furniture, acoustic comfort, social link, street light, street coating, urban signage, public toilets, vegatalisation, waste reuse and recycling, urban ludification, seating, culture access, bikes parking, local logistics, urban embellishment, fight against incivilities, cooling, on-demand mobility, local concierge service , out-of-home waste sorting, palisade, public space adapted to moments of the day, rain water management, air quality improvement, fight against vandalism, reverse-logistics, reduction of the urban-heat-island effect, inclusion through sport, bulky items management, citizens’ involvment (physical or non-physical), local animation, micro-mobility, river-paths uses, temporary uses benefiting the largest number of users, accessibility, diversity, signage, behavioural incentivation, or any idea we haven’t thought about ! … which adresses the challenges and questions raised in the above sections ; … still at the protoype stage, before commercialization ; And you wish to be supported in your real-life conditions experimentation projet ? Call for experimentations – Innovation District - Technical specifications 9/21 Any site in the Innovation District of Paris 13th district may be suggested by candidates, on the condition that it is appropriate to an experimentation. The experimentations chosen by the selection committee may receive assistance from Urban Lab, the City of Paris, and the partners of the program in contacting territories to host them. Furthermore, according to the type of site(s) for which an applicant is looking, and this site’s manager constraints, project holders may be put in touch with the technical services for this site. Urban Lab and its partners cannot be held liable if no territory wishes to host an experimentation chosen by the selection committee, or if no user wishes to take part in an experimentation.

All questions should be sent a week before the information meeting, which will be held on Friday, April 19th at the 18th District Borough Hall’s reception halls (1 Place Jules Joffrin, 75018 Paris). This meeting, three weeks before the application deadline, is open to all professionals and intended for potential applicants and has three aims:  To answer all the questions future applicants could have about this call for experimentations (process, conditions, eligibility, etc.);  To encourage meetings between candidates with similar or complementary projects to create joint applications;  To encourage meetings between applicants, the partners of the program and representatives of potential territories present at the meeting. If you wish to attend this meeting, please register through the following link: https://www.weezevent.com/reunion-qiu-chapelle-s Be aware that this meeting will be in French ; questions can be raised in English. 3.1 Experimentations assessment In addition to the in-house assessment that each applicant must carry out (see section 2 - paragraph 2.2.3), Urban Lab, the City of Paris and the partners will carry out an overall assessment of this call. All the projects will be analysed according to efficiency, feasibility and sustainability criteria and will aim at learning more on the key success and failure factors of innovative projects addressing urban challenges. Applicants commit to be available to assist with this overall assessment. This could mean, for example, providing exploitable data, being available for interviews and workshops, providing reports with internal observations, etc. If a selected experimentation is eventually not deployed, the applicant commits to provide an analysis of the reasons that prevented the experimentation from being implemented. As a real tool for the valorisation of the work of every actors taking part to this call for experimentation, this assessment will be broadly shared and the applicants will be encouraged to share it and use it for communication or business purpose.
  • 12. Call for experimentations – Innovation District - Technical specifications 12/21 PARTIE 2 - APPLICATION 1. Eligibility of applicants Anybody is eligible to apply, from companies (including industrial and business establishments) to civil society associations, laboratories, universities, etc. either individually or as a consortium. 2. Proposal submission 2.1 Application declaration The applicant is required to submit the following information :  A descriptive sheet with: o the name of the leading structure; o its legal form; o its registered office; o A list of the directors and the people with the capacity to make commitments on behalf of the applicant; o Its workforce;  Its legal status if the applicant is an association;  A French short-form certificate of registration on the trade and companies register or an equivalent; The applicant will certify the accuracy of the information provided. Several companies may work in partnership to answer this call for experimentations; a project leader must then be appointed to represent them, and will clearly be identified as such in the application. He will be the one in charge of signing the convention with the experimentation territory. 2.1 Description of the experimentation Applicants should explain their experimentation project in up to 20 pages maximum (excluding potential appendices), following the frame given in Appendix 2, and will provide a one-page summary using the template given in Appendix 1. The application will allow the selection committee to analyse the project and decide whether or not it should be selected. The following elements have to be addressed in the application: 2.1.1 Presentation of the project holder and its potential partners The applicant should present its structure and potential partners. The following information about the persons in charge of the experimentation have to be provided:

Call for experimentations – Innovation District - Technical specifications 13/21  Names ;  Occupation / Company ;  Adress ;  Phone number ;  Email address. 2.1.2 Presentation of the innovative solution: The application should describe the innovative solution and address the following points:  to provide a technical description of the solution,  to precise in which stage of conception the solution is : prototype, lab tests, first trials on the field, existing product to be modified for a new use…  to precise what are the expectations regarding uses through the description of a user case,  to point out why the solution is innovative, by comparison to the state of the art,  to describe the targeted market(s) and the potential for scaling up,  to define how the solution addresses the topics describes in the « Topics » part above. 2.1.3 Présentation de l’expérimentation The applicant should explain the objectives and detail the technical and operational implementation of its experimentation project, making sure to address the following points:  Why it is relevant for the solution to be tested in real-life conditions on any given public or private space;  How the project will technically be deployed (for example size or number of solutions to be deployed);  What kind of territory would best suit for the experimentation, precising why it is suitable and which kind of actors have to be part of the project ;  How the project will impact the territory (size, schedule, generated flows, potential nuisances, etc.);  What is needed to deploy the experimentation (for example, what kind of grid access) and to ensure its maintenance;  What will be the schedule for the preparation and implementation of the experimentation, precising how long the experimentation will last;  Who will be the team working on the project (skills and dedicated time) ;  How the experimentation abides by the law. The applicant should describe its in-house assessment process, especially :  The hypothesis to be tested ;  The chosen assessment criteria and the types of data to be collected ;  The way the data will be collected Applicants should be aware that the assessment protocol will be closely analysed by the selection committee. The application should also precise if the solution has already been tested or if it already is on the market in France or abroad.

Call for experimentations – Innovation District - Technical specifications 14/21 2.1.1 Presentation of the financial data The applicant must submit, for information purposes, the economics of the proposed experimentation and its financing (direct income, loans, grants, etc.). The following points must be specified in particular:  The cost of carrying out the experimentation, including all the overall expenses, distinguishing between the operating costs and the potential investments;  The potential funding sources for the experimentation (sponsorship, assistance, grants, etc.). The applicant must also specify the ultimate business model for the proposed solution in the form of a business plan simplified. 3. Submissions conditions Applicants are invited to submit an application including:  a declaration of application,  the one-page summary (cf. appendix 1, 1 page),  the detailed description of the solution and the experimentation (cf. appendix 2, 20 pages maximum),  appendices if needed (not compulsory), and must fill in a file in the online platform Agorize.com, available through the following link : https://candidatures.incubateurs.parisandco.com/fr/challenges/quartiers-d-innovation-urbaine- appel-a-experimentations-2019-chapelles?lang=fr no later than Monday, May 13th at noon. No application will be accepted after this deadline. 4. Selection of the experimentations The selection will be done by a committee of representatives of Urban Lab, the City of Paris, experts and partners of the call for experimentations. The applications will be reviewed and selected based on the following criteria:  The relevance of the proposed experimentation in relation to the topics identified in this call;  The innovative nature of the solution compared with the state of the art and current practices;  The experimental nature of the project and the seriousness of the approach (especially through the experimentation protocol proposed);  The financial, technical and organizational feasibility of the project (how to implement and run the experimentation, what kind of territory is needed, project team…);  The scale-up potential of the solution:  The global consistency of the project in terms of sustainability, resilience and contribution to better quality of life.

Call for experimentations – Innovation District - Technical specifications 15/21 The selection committee will pay special attention to projects dealing with disabilty issues and those presenting a strong social and local positive impact. Extra-attention will also be paid to projects aiming at strengthening economic, touristic and commercial attractiveness of the Chapelle-S Innovation District. Partenarial projects, involving for instance corporates and startups or associations are of special interest for the committee. During the application analysis, Urban Lab may contact the applicants in order to obtain any precisions that they may deem useful and reserve the right to ask for any documents that may be required to further review the application. It is specified that Urban Lab and the partners of the program are not bound by any deadline for the designation of the chosen candidates and that they also reserve the right not to continue this call for projects. No compensation shall be paid to the applicants, regardless of the outcome of their application.
  • 16. Call for experimentations – Innovation District - Technical specifications 16/21 PARTIE 3 - GENERAL TERMS AND CONDITIONS 1. Scope description Urban experimentation focuses on products or services for which prototypes exist but are either not yet commercialised or commercialised in another sector; they therefore need to demonstrate their value in a given situation and context. Experimenting represents a tool for companies to test, improve, validate and ultimately market their innovations. It is also a tool for local authorities and partners to find new solutions to meet their challenges and the needs of their citizens. The experimentation must take place over a limited period, a restricted area (that may include several sites), not jeopardise the main use of the site, comply with safety rules, meet with the requirement for reversibility and be assessed in its implementation. The requirement for reversibility is essential for public spaces but is less so if the experimentation takes place in a private area. Each experimentation will be subject to a signed agreement between the experimentation field and the experimentation leader specifying the details of the operation. 2. Regulatory and technical environment The experimentation must comply with the applicable regulations in force. Considering the topics covered by this call for experimentations, attention is particularly drawn to regulations concerning:  The occupation of public spaces;  Hygiene and health  Personal safety;  Protecting personal data and freedoms. It is reminded that in general, public spaces offer very possibilities for electrical power supply, the proposed systems should therefore prefer an autonomous functioning. 3. Liability and maintenance The applicant remains liable for their installations and must take care of maintenance throughout the duration of the experimentation until its completion. They are responsible for removal and/or dismantling of their installation within the deadlines defined by the agreement. The manager of the experimentation territory may not be held liable for any kind of damage caused to his/her facilities. 4. Insurance The applicants of the chosen experimentations must be insured against all of the occurrences that may be induced in the public territory. They must also be insured for third-party liability for any damages that they may cause in the context of the experimentation.

Safety The applicants must comply with all legal or regulatory provisions and the instructions and guidelines from the managers of the experimentation territory. The territory hosting the experimentation may reserve the right to interrupt the trial at any time if it proves dangerous for the safety of people or property. 6. Duration of the experimentation If the experimentation takes place in a public area, the authorisations to occupy the public domain may be granted, in a general way, for duration of up to 6 months, which may be renewed one time. For experimentation in private areas, the duration may be defined on a case by case basis with the hosting party according to the planning dynamics of the experimentations program. 7. Communication and advertising The applicants may not place or broadcast any advertising in the public spaces. Only the use of a logo, with reasonable dimensions, may be authorised by the City of Paris on a case by case basis. The applicants commit to make the experimental approach visible using the most appropriate means (physical or otherwise). Communication on the experimentations program shall be carried out in coordination and by agreement with Urban Lab and the partners of the program. Urban Lab and the partners of the program will communicate about and promote the experimentations implemented during this program. This service will be based on the technical data and communication provided by the applicant and with the applicant's approval. 8. Charter of Good Practice A Charter of Good Practice will be signed between Urban Lab and the project holder following the selection by the committee and before the deployment of the experimentation. It precises the reciprocal commitments on the whole duration of the experimentation. 9. Financial conditions 9.1 Operational and investment expenses Applicants are responsible for the financial management of their experimentation, in particular for the cost of installation, operation, maintenance, repair, dismantling and assessment. No financial endowment will be given through this call for experimentations: being a laureate doesn’t give the right to a financial grant from Urban Lab, the city of Paris or partners.

Call for experimentations – Innovation District - Technical specifications 18/21 9.2 Redevance If a public space is occupied during the experimentation, applicants must pay a fee in proportion to the benefits acquired, pursuant to article L. 2125-3 of the French General Code on Public Property (Code Général de la Propriété des Personnes Publiques). A description of these fees is provided in Appendix 3. 10.Life of the contract Any disputes that may arise between the applicants and the City of Paris will fall under the jurisdiction of the Administrative Courts of Paris. In case of the occupation of public spaces, the applicants may, at the expiry of the signed agreement and on a case by case basis, ask for a renewal for a further maximum period of 6 months. Upon the expiry of this second period, the applicants shall have no right to renewal. The territory managers are by no means obliged to acquire the tested solution. The applicant will have to remove its experimentation’s installation at its own expenses.

Call for experimentations – Innovation District - Technical specifications 21/21 Appendix 3 : Fees for experimentations on a public space In the event that the experimentation requires the occupation of a public space, the applicant must pay the City of Paris a fee. There are three different options:  If the experimentation is carried out by a non-profit association that works for the interest of the community (for example a kitchen garden in a school or a residence for immigrant workers undertaken by an association, etc.), no fee shall be required, pursuant to article L. 2125-1 of the French Public Property Code ("authorisation for the occupation or use of the public domain may be granted to not for profit associations that work in the general interest"),  In the event that the experimentation does not give rise to any income drawn from the activity and taking into account the investment costs for the occupier (for example an experimentation by a Parisian start-up of a new substrate at the foot of a tree or tests of new street furniture in public spaces), the amount of the fee is set at €100 per year and per experimentation,  In the event that the experimentation is related to developing a product or service for an already profitable business, the fee is set at €100 per month per experimentation, plus 8% of the turnover generated by the experimentation (excluding taxes). This amount is paid at the end of the trial and, where appropriate, after it has been renewed.
