Government policies/legislations are no more
than lips services if not backed by budgetary
provisions.
The ‘strong interest groups’ get more budgets
than ‘weak interest groups’.
Budgets are meant to put policies into
actions.

 Current budget = Salaries + Pensions + Running Costs +

 Federal Government provides funds to provinces under NFC
Formula.
 Pakistan spends only 2.3 % of the GDP for Education or $5.3
Billion -
 GDP of Pakistan: $232.2 Billion (World Bank)
 If 4% of GDP then the education budgets shall be $9.3 Billion
 Current Spending is significantly lower than most developing
countries even – Comparison: India spends 4.1% of GDP or
approx. $77 Billion
