- URBACT expert and site visits help us to raise awareness – lots of media interest- about e-mobility, and sustainable mobility in general/
- Capacity of key staff has been built by participation in EVUE meetings, e.g. energy regulator, energy provider, local businesses, managing authority as well as city staff
- Sally Kneeshaw, Lead Expert URBACT EVUE and Capitalisation Coordinator Mobility Workstream Cities need solutions. Pressure on resources. Pressure from targets. Challenges to create and maintain jobs, to improve social cohesion, to hit carbon reduction, clean up air, to plan for ageing populaiton, all with the backdrop of a crisis, limited resources.
- EU programmes produce mountains of knowledge and data. Indicators : reports, press releases, meeting notes, reserach, studies, audit trails…
- URBACT city to city learning provides opportunities to learn from peers, test ideas, find out what has succeeded and failed, and adapt your own policies. It allows urban practitioners and policy makers to share experiences, to reflect on their own practices, to respond to questions and think afresh.
- In a network lasting 3 years cities develop relationships, visit each other get opportunities to really examine- cross examine- touch, feel, understand what other cities are doing. Not just theoretical, but practical. ULSG means that a network of contacts can be created between politicians, planners, NGOs, business people.
- The context is all important- there is not copy and paste. URB exchange allows the possibility to really examine good practice from another city, pick it apart and decide if it is possible to adapt and transfer. Pick and mix.
- KT Can be in all directions. Small- large, advanced , less advanced regions. Knowledge , human capital. What fails or doesn’t work can be as helpful to know as what does
- RESULTS: Concrete examples from EVUE: charging infrastructure: where to put it? Who pays? How it impacts on street space, technology. Future proofing. Report/ oppy to test ideas, v practical questions and find solutions
- Concrete Example: Package of incentives for Evs- The Oslo example of success- how to manage, communicate, monitor, scale up, then down… What advice do they have? How did they become so successful?
- Result: successful FP7 bid for 12 mill Euro budget for demonstration of clean urban logistics: Cities looking are regulatory environment and policy levers that incentivise delivery companies to use Evs. URBACT platform enabled this next level of cooperation and puts cities central role in FP7
- Lesson from EVUE City to city Learning is especially important at early market stages and where innovation is needed, e.g. electric mobility, to avoid costly errors and to work out business models
- Capitalisation and dissemination focus of URBACT- don't stop at creating knowledge. Make sure the knowledge gets transferred and exploited Example: URBACT Summer University- capacity building for cities to develop and deliver plans more effectively
- URBACT views as a critical factor is how cities can implement these solutions. Intergrated planning, governance, leadership and multi-stakeholder partnership are key. Soft skills for multi stakeholder working, for working across departments, finding joint solutions with communities, businesses,
