It specifies that products must be tested for indoor air emissions, have environmental product declarations, or have multi-attribute environmental certifications. Acceptable certification programs are identified for various product categories like flooring, furniture, and cleaning products. Submittals of test reports, declarations, and certifications are also required.

A. Testing Agency Qualifications: Independent agency qualified to conduct the types of tests
required and with ISO 17025 scope of accreditation. Include the following in each test
report:
1. Detailed description of product(s) evaluated, including manufacturer and brand name.
2. Results of evaluation.
3. Detailed test protocol employed.
4. Graphs, tables, and other supporting documentation relating to evaluation results.
5. Evaluation-related quality control data.
6. Testing agency identification, including name, address, telephone number, and
contact person.

emissions testing requirements:

the last 12 months are available, showing successful testing for indoor-air-emissions in an
after-installation state in accordance with State of California Department of Public Health
Standard Method V1.1, Standard Method for the Testing and Evaluation of Volatile Organic
Chemical Emissions From Indoor Sources Using Environmental Chambers, and which do
not produce indoor air concentrations greater than the following.
1. Limitations prescribed in State of California Department of Public Health Standard
Method V1.1,Standard Method for the Testing and Evaluation of Volatile Organic
Chemical Emissions From Indoor Sources Using Environmental Chambers Version
1.1, dated February 2010, Table 4-1.
2. For other pollutants, 1/100 the Threshold Limit Value (TLV) industrial work place
standard (Reference: American Conference of Government Industrial Hygienists,
6500 Glenway, Building D-7, Cincinnati, Ohio 45211-4438).
3. Formaldehyde: In excess of 7.3 parts perbillion.
4. Total VOC: In excess of 0.5 mg/cubic meter.
5. In addition, report the presence of any of the measured carcinogens and reproductive
toxins as identified by California Proposition 65, the U.S. National Toxicology
Program (NTP), and the International Agency on Research on Cancer (IARC).
2.02 PRODUCTS HAVING ENVIRONMENTAL PRODUCT DECLARATIONS
A. Environmental Product Declarations: Current UL Environment certified Environmental
Product Declaration (EPD), or a type III third-party certified EPD including external
